In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. In Israel, 1 Palestinian Israeli former MK candidate for the right-wing New Hope party Saher Ismail was shot and killed by unknown assailants in Ramah, marking the 74th killing of a Palestinian Israeli in Israel this year. The PA health ministry said that Palestine had entered its 4th wave of the COVID-19 pandemic with a rise in new infections. The health ministry further said that 70% of the active cases were of the Delta variant, which is more transmissible than previous variants. The PA registered 225 new cases today, the highest since April. (WAFA 8/15)

The Israeli high court of justice denied a petition by Palestinian landowners to void the deal made on 7/1 between the Israeli government and the Israeli settlers who made the Evyatar settlement outpost. The court said that ownership of the land still had to be thoroughly examined, but that the Israeli government should investigate how the “illegal trespassing” by the Israeli settlers was possible when the settlers built the outpost in early May. Hamas military spokesperson Hazem Qassem told the Lebanese newspaper al-Akhbar that Hamas will respond to Israel’s refusal to allow Qatari cash and construction materials into Gaza within a few days if Israel does not change course. Hamas and other political and militant factions are expected to meet on 8/16 to discuss a response. Hamas agreed to Israeli and U.S. demands to allow the 2 countries to examine a list of people who will receive the Qatari cash payments on 8/6 and Hamas suspects that the 2 countries are deliberately delaying the process. The PA called on the U.S. to intervene over Israeli plans to expand Israeli settlements with more than 2,000 housing units in the West Bank. The PA said the new construction contradicts U.S. president Joe Biden’s stance against settlement construction. (HA 8/12)

The PA said it had received 150,000 doses of the Pfizer COVID-19 vaccine. The health ministry further stated that it had received 1 million doses from Pfizer so far this year and that another 3 million would be delivered by the end of 2021. The PA also said it had sent 100,000 vaccine doses to Gaza, including 50,000 Pfizer and 50,000 of the Russian Sputnik vaccines. (AA, WAFA 8/12)

The Israeli high court of justice overturned former education minister Yoav Gallant’s decision to withhold the Israel Prize in mathematics and computer science from Oded Goldreich. Gallant had decided to withhold the prize given to Goldreich over claims that Goldreich is supporting a boycott of Israeli institutions in Israeli settlements. (HA 8/12)

Sudan said it would hand over its former president Omar al-Bashir to the ICC but did not provide a timeframe for doing so. Al-Bashir is wanted by the ICC for charges of genocide, war crimes, and crimes against humanity. (AJ 8/12)

AIPAC launched an ad campaign on Facebook implying that U.S. house representative Ilhan Omar (D-MN) stands with terrorists against the U.S. and Israel. The ad drew criticism from several pro-Israel organizations and Jewish Americans including J Street and Ilhan Omar’s staff, which claimed AIPAC ads were Islamophobic and putting Omar’s life at risk. Among other AIPAC targets in its ad campaign were Palestinian American Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). (AJ, HA 8/12)

Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
