In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. In the West Bank, Israeli settlers shot and killed 1 Palestinian minor at the Tekoa settlement, claiming that he was armed with a knife. Israeli settlers also set fire to a car parts workshop in Beit Umar, causing around $15,000 worth of damage. Elsewhere, Israeli settlers uprooted some 20 olive trees in al-Twana. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at the Damascus Gate plaza, saying that the man had stabbed and wounded 1 Israeli police officer. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. In the West Bank, Israel forces raided Salim, injuring Palestinians with tear gas and arresting 1. 9 Palestinians were arrested during late-night raids in Sa‘ir, Bethlehem, Balata refugee camp, Kafr Qalil, and Qibya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli foreign minister Yair Lapid called the march “a provocation that causes us damage.” 4 Palestinians were arrested in the Old City, including 3 minors. Israel announced that it is closing all crossings from the West Bank and Gaza to East Jerusalem and Israel from 5 P.M. on 4/21 until an unspecified time on 4/23 for the Jewish holiday of Passover. Exceptions will be made for Palestinians from the West Bank with permits to pray at the Haram al-Sharif compound for the Friday prayers on 4/22 and for humanitarian and medical crossings. (HA 4/21)

Hamas convened with leaders of militant groups in Gaza at Hamas leader in Gaza Yahya Sinwar’s office. Hamas sources said that Sinwar urged the militant leaders to coordinate after a militant faction fired a rocket at Israel on 4/18. (HA 4/19)

In the West Bank, Israeli settlers uprooted 170 olive trees in al-Lubban ash-Sharqiya and set 1 vehicle on fire in Asira al-Qibliya, writing “Jewish blood is not cheap” on nearby walls. Israeli settlers also opened fire on Palestinian vehicles driving near the Migdal Oz settlement. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near the al-Hamra checkpoint, smashing the windshields on 5 vehicles. Israeli settlers also threw stones at 1 Palestinian vehicle near Jericho, injuring the driver. Meanwhile, Israeli settlers stopped a Palestinian taxi driver near the Dead Sea before beating him. Israeli settlers also vandalized 2 vehicles in the Masafer Yatta area. Israeli forces raided Ya‘bad, arresting 4 of the family members of 1 Palestinian man who killed 5 people in Israel on 3/29. Israeli forces also took measurements for a punitive demolition. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. In the West Bank, Israeli settlers raided Burqa but were chased away by Palestinian residents; no injuries were reported. Israeli settlers also uprooted some 200 olive tree saplings in Khallet Hassan and stole 4 sheep in Kafr Malik. Israeli forces shot and killed 1 Palestinian man and injured 6 others with live ammunition during a raid in Qalandia refugee camp. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. Elsewhere, Israeli forces delivered demolition notices for 7 Palestinian-owned homes west of Jericho and razed lands in Beit Safafa. 21 Palestinians were arrested during late-night raids in Qalandia refugee camp, Balata refugee camp, Jenin, Salfit, Ramallah, Hebron, and Bethlehem. In the Naqab, Israeli undercover forces shot and killed 1 Palestinian man during an arrest raid in Rahat; an autopsy later contradicted the Israeli forces’ explanation that the man was pointing a gun at them when he was killed, as it revealed that he was shot twice in the back. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. Lastly, Nides rejected the idea that the Palestinians can be bought off by economic incentives as they do not see this as a trade-off for political negotiations. (JP 3/16; MEMO, WAFA 3/17)

More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. In the West Bank, Israeli settlers vandalized 9 Palestinian vehicles and sprayed racist graffiti in Jinsafut. Israeli settlers also razed 40 olive trees in Shufa. Elsewhere, Israeli settlers attacked 2 Palestinians, including a disabled man, in Burqa. Israeli forces demolished 1 Palestinian house under construction in al-Bireh. Israeli forces also released an attack dog at a Palestinian during an arrest in al-Bireh; a video of the incident shows the man with his hands in the air as Israeli forces releases the dog on him. Israeli military later defended the act, calling it proper because the dog was wearing a muzzle. 10 Palestinians were arrested during late-night raids in Khirbat Makhul, Qarawat Bani Hassan, Kafr ad-Dik, Balata refugee camp, ‘Anata, Abu Dis, Hebron, and Halhul; 1 Palestinian was shot and injured by Israeli forces using live ammunition during the raid in Abu Dis. In East Jerusalem, Israeli settlers vandalized 15 Palestinian vehicles in Sheikh Jarrah. Israeli police violently dispersed Palestinians with stun grenades who were protesting a provocative settler presence led by Itamar Ben-Gvir of the Religious Zionism party, who had reopened a makeshift outdoor office in Sheikh Jarrah on 2/13; 1 was assaulted by Israeli police and 2 were arrested. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli settlers raided Khallet al-Dabe in Masafer Yatta, vandalizing 70 olive trees and releasing Palestinian-owned sheep on the land, destroying crops as they grazed. 24 Palestinians were arrested during raids in Bethlehem, Dheisheh refugee camp, al-Arroub refugee camp, Balata refugee camp, Tell, Tulkarm, and Deir al-Ghusun. In East Jerusalem, a group of Israeli settlers attacked 1 Palestinian man in Sheikh Jarrah and vandalized 5 Palestinian-owned vehicles. The settlers sprayed pepper spray at the man and threw stones at vehicles; 2 of the settlers were arrested by Israeli police on 12/10 in relation to the attack. 13 Palestinians were arrested during raids in Ras al-Amud and Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. The ministry accepted the Israeli soldiers’ claim that they were acting in self-defense when they executed the man on the ground, several feet away from the soldiers. (AJ, HA, MEE, WAFA 12/9)

Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The beatings allegedly unfolded in the aftermath of the prisoner escape on 9/6 as Palestinian prisoners subsequently were transferred from Gilboa prison to Shata prison. (HA 12/5; HA 12/9)

The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. Airwars attributed this discrepancy to willingness to attack densely populated areas of Gaza, while showing hesitancy to do so in Syria. (AA, Airwars 12/9)

Israeli foreign minister Yair Lapid met with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss Iran, normalization deals, and the reconstruction of Gaza. Israeli defense minister Benny Gantz met with senior U.S. officials in Washington, including Secretary of Defense Lloyd Austin III and Secretary of State Antony Blinken. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. 500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo.
