More than 32,333 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,694 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. At the UN Security Council, a resolution drafted by the council’s 10 elected members and demanding an immediate ceasefire through the month of Ramadan leading to a lasting ceasefire and the release of Israeli captives passes as the U.S. abstains and the 14 other council members vote in favor. The U.S. claims the resolution is non-binding, contrary to the stipulations of international law, and that the vote does not represent a shift in U.S. policy. U.S. ambassador to the UN Linda Thomas-Greenfield says the U.S. abstained because it does not agree with everything in the resolution, noting that the U.S.’s request to add condemnation of Hamas was ignored. Israeli prime minister Benjamin Netanyahu calls the U.S. abstention a “clear departure from the consistent U.S. position in the Security Council since the beginning of the war” and cancels an Israeli delegation’s visit to the White House that would have discussed alternatives to a ground invasion of Rafah. The PA calls the resolution a step in the right direction. Hamas says it is committed to the conditions of the resolution and calls on the world to oblige Israel to implement it. UN secretary-general Antonio Guterres says the resolution must be implemented and that it would be “unforgivable” if it is not. UN special rapporteur on the occupied Palestinian territories Francesca Albanese issues a report saying that there are “reasonable grounds” to believe Israel is committing genocide in Gaza. Albanese adds that, “Israel’s genocide on the Palestinians in Gaza is an escalatory stage of a long-standing settler colonial process of erasure.” Albanese calls on UN member states to implement an arms embargo on Israel in addition to other economic and political measures. In the West Bank, Israeli settlers open fire at Palestinian homes, uproot 10 olive trees, and bring their livestock to graze on farmland in Badia Umm Qissa in the Massafer Yatta area. Israeli settlers also place mobile homes on Palestinian-owned land in Wadi Rahal. Israeli forces raid 2 printing houses in Ramallah and Beitunia, destroying equipment. Israeli forces also issue a notice that Israel will seize 18 dunams (4.5 acres) of land in Deir Dibwan. Elsewhere, Israeli forces erect a metal gate at the entrance to Burin, obstructing movement to the village. Israeli forces arrest 20 Palestinians during late-night raids in and around Tulkarm, Bethlehem, Hebron, Nablus, and Jenin. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Hamas denies Israeli claims that it has a presence at the Nasser Hospital in Khan Yunis, saying on several occasions it has asked international organizations to inspect hospitals to debunk the Israeli claims that it uses them. U.S. president Joe Biden meets with Jordanian king Abdullah II at the White House. Biden tells the press that Palestinians in Rafah need to be protected. The UN Security Council meets to discuss the situation in Rafah and an Algerian draft resolution calling for a ceasefire. Stephane Dujarric, spokesperson for the UN secretary-general, says the UN will not play a part in Israel’s plans for evacuation of Rafah, saying “there is no place that is currently safe in Gaza.” ICC chief prosecutor Karim Khan says he is deeply concerned about Israel’s plans in Rafah, adding “[a]ll wars have rules and the laws applicable to armed conflict cannot be interpreted so as to render them hollow or devoid of meaning.” Khan also says Israel has not changed its conduct in Gaza and “those who do not comply with the law should not complain later when my Office takes action pursuant to its mandate.” (AJ, HA, NYT 2/12; AJ, HA 2/13)

The U.S. Senate votes 70-29 to approve a bill which if approved by the House and President Biden would provide $95 billion in military aid to Ukraine, Taiwan, and Israel, including $14 billion to Israel, ban funding of UNRWA, and provide $9.15 billion in humanitarian assistance to civilians in conflict zones, including in Gaza and the West Bank. Biden calls on the House to immediately approve the Senate bill, which he says, “provides Israel with what it needs to protect its people against the terrorist groups like Hamas and Hezbollah and others.” Before voting in favor of the bill, Senator Chris Van Hollen (D-MD) says Israel is committing “textbook” war crimes in Gaza. The Israeli military releases data on the 100th day of its assault on Gaza, saying it has bombed 30,000 locations, arrested 2,300 Palestinians in Gaza and 2,650 in the West Bank, and killed 9,000 militants in Gaza. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Jenin on 11/9. Israeli settlers shot and injured a Palestinian with live ammunition in Khirbet Tana. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. At least 3,250 people were missing in rubble, including 1,700 children. 198 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 53 children. The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, Israeli settlers razed a tract of Palestinian-owned farmland near al-Farisiyya. 1 Israeli settler also hit 1 Palestinian minor with his vehicle near Beita, causing fractures. Israeli forces opened fire at a vehicle it claimed had tried to ram Israeli soldiers at the Hizma checkpoint; no injuries were reported and the driver fled the scene. 4 others were arrested as additional suspects. Israeli forces also delivered a stop-work order for a house in al-Khader and a demolition notice for a residential structure in al-Arroub refugee camp. Elsewhere, Israeli forces injured 6 Palestinians, including 3 with live ammunition 1 with a baton round, and 2 by ramming them with a car in Mazra‘a al-Gharbiya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. 8 Palestinians were arrested during late-night raids in Ni‘lin, al-Midya, Nur Shams refugee camp, and Hebron. In Syria, Israeli forces fired missiles at the southern part of Damascus from the Israel-occupied Golan Heights, killing 3 people and causing damage. It was also reported by Syrian media that the missiles created a fire at the Damascus international airport. (AP, HA 5/20; AJ, REU 5/21)

In the West Bank, 1000s of Israeli settlers with military protection marched to the partially evacuated Homesh settlement outpost, leading to a confrontation with Palestinians protesting the march; 79 Palestinians were injured. Israeli defense minister Benny Gantz had originally warned that Israeli forces would not protect the settlers, but reversed that decision. The march was attended by Yamina MK Idit Silman and Religious Zionist MK Itamar Ben-Gvir. Israeli settlers also vandalized 40 olive trees in Jaba‘. Elsewhere, Israeli settlers vandalized solar panels, electric poles, and a water tank in Wadi Qana. Israeli forces shot and injured 1 Palestinian man using live ammunition in Hebron. 2 Palestinians were arrested in Wadi as-Samen. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to make way for Israeli settlers touring the site. Around 622 Israeli settlers visited the compound. 2 Palestinians were arrested in al-Tur and the Old City. U.S. secretary of state Antony Blinken spoke with PA president Mahmoud Abbas, Jordanian foreign minister Ayman Safadi, and Israeli foreign minister Yair Lapid in an effort to calm the situation at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also spoke with Israel’s president Isaac Herzog about the situation at the compound. The UN security council convened to discuss the Israeli incursions into the Haram al-Sharif compound, which led to nearly 200 Palestinian injuries over the weekend. The meeting was requested by Jordan. (HA 4/19)

Citizen Lab found that spyware from the Israel company Cytrox was found on a CNN Greece journalist’s phone. The journalist was working on covering a Greek corruption scandal when his phone was infected with the spyware known as Predator. (HA 4/19)

Elsewhere, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Nabi Salih. Israeli forces also raided the Palestine Technical University in Tulkarm, injuring 1 Palestinian with live ammunition and 1 with a baton round to his face. Elsewhere, Israeli forces violently dispersed Palestinians during a raid in Budrus, injuring 1 with live ammunition and arresting 7. Israeli forces also violently dispersed Palestinian protesters in Abwein, injuring 1 minor with live ammunition and others with tear gas. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinians during a funeral procession in Beita, causing 35 injuries from tear gas. Meanwhile, Israeli forces blocked the entrances to al-Arroub refugee camp. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Crossings between Gaza and Israel will close during this period. Israel also announced that the restrictions on Jenin will end with the curfew on 4/17. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli settlers vandalized more than 20 Palestinian-owned vehicles in al-Bireh with racist graffiti and by slashing tires. Israeli settlers with military escort brought their cattle to graze on Palestinian lands, leading to a confrontation between Israeli soldiers and Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Special Rapporteur Lynk wrote that Israel has “an institutionalized regime of systematic racial oppression and discrimination ... where Israeli Jews and Palestinian Arabs in East Jerusalem and the West Bank live their lives under a single regime which differentiates its distribution of rights and benefits of the basis of national and ethnic identity, and which ensures the supremacy of one group over, and to the detriment of, the other.” (NYT 3/23; HA, WAFA 3/24; WAFA 3/25)

Haaretz reported that Israel is allowing Israelis to do their national service through pro-settler organizations that police settlement outposts to protect Israeli settlers in the West Bank. The Israelis doing their service in settlement outposts have been reported to prevent Palestinians from cultivating their nearby lands. (HA 3/17)

Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. Israel’s interior minister Ayelet Shaked said at the Knesset that too many Ukrainian refugees that are not Jewish have entered Israel since Russia’s invasion of Ukraine on 2/24. In the West Bank, 1 Israeli settler was injured in a stabbing incident near Hizma; Israeli forces later arrested 1 Palestinian man for the stabbing and for a similar stabbing against an Israeli settler on 3/2. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Saudi Arabian state news agency SPA reported that Saudi crown prince Mohammed bin Salman said Israel could become an ally of Saudi Arabia if Israel “solve[s] its problems with the Palestinians.” Crown Prince bin Salman also said Saudi Arabia will continue talks with Iran to solve the 2 countries’ conflict. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful.
