In the West Bank, Israeli forces shot and injured 1 Palestinian with live ammunition before arresting him during a raid in Dahariya. 11 others were arrested during late-night raids in Ramallah, Burqa, Qabatiya, Biddu, Fawwar refugee camp, and Dheisheh refugee camp; Israeli forces injured 2 Palestinians during the raid in Dheisheh refugee camp with rubber-coated bullets. In East Jerusalem, Israel authorities continued its work to demolish al-Yusufiya cemetery, making room for a public park. 2 were arrested during raids in Silwan. Palestinian families in Sheikh Jarrah rejected a “compromise” deal offered by the Israeli supreme court to allow them to stay in their homes for a minimum of 15 years, but forfeiting their ownership claims to the properties to the Israeli settler organization Nahalot Shimon and paying the organization rent. The Supreme Court will now have to rule on the residents’ appeals against eviction. Former Fatah politician Mohammed Dahlan visited Russia and met with Russian foreign minister Sergey Lavrov. The meeting came ahead of PA president Mahmoud Abbas’s planned visit to Russia on 11/23. In the West Bank, Israeli forces violently dispersed Palestinian protesters near Kafr Qaddum, injuring 2 with live ammunition. Israeli forces also violently dispersed a protest in Biddu, injuring 1 Palestinian when a tear gas canister hit his back. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, physically assaulting 2. Israeli forces assaulted several Palestinians during a house raid in Jabal Mukaber; 4 were arrested. Islamic Jihad said its members had ended a mass hunger strike against Israeli collective punitive measures put in place in the wake of 6 Palestinians fleeing Gilboa prison on 9/6. An Islamic Jihad official said Israel had lifted the measures against the Islamic Jihad prisoners that first prompted the prisoners to start the hunger strike on 10/12. An Israeli security official told the Times of Israel that the Israel Prison service had not made any concessions to the hunger-striking prisoners. (ALM 10/22)

Israel’s defense minister Benny Gantz signed an order declaring 6 Palestinian rights groups terrorist organizations: Addameer, al-Haq, the Union of Agricultural Work Committees, the Bisan Centre for Research and Development, the Union of Palestinian Women’s Committees, and Defense for Children International – Palestine. Defense Minister Gantz alleged that the 6 groups are “part of a network of organizations operating under cover in the international arena” on behalf of the political party the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. Israel’s evidence for the allegations was classified and Israel did not state any plans to prosecute individual members. The general director of al-Haq Shawan Jabarin called the accusations “nonsense” and said Israel’s “occupation has no limits to its injustice and insanity.” The PA called the designation “a strategic assault on Palestinian civil society.” The U.S. did not officially criticize the move but said it was not informed of it prior to the announcement and said it would like to review the evidence. Israel claimed that the U.S. had been informed. Several U.S. congresspeople condemned the Israeli government for its attack on the Palestinian organizations, including Betty McCollum (D-MN), Ilhan Omar (D-MN), and Mark Pocan (D-WI). Amnesty International and Human Rights Watch released a joint statement calling the designation “appalling and unjust” and said that the international community must respond. Later, on 10/24, Israeli officials said members of the Shin Bet and the Israeli military would travel to Washington to present evidence of the 6 organizations’ links to the PFLP. In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. Elsewhere, Israeli forces seized and demolished structures used for agricultural and residential purposes in the Bedouin community of Qabbon. 17 Palestinians were arrested during late-night raids in Beit Kahel, Beit ‘Anin, Biddu, Beit Sahour, and al-Arroub refugee camp. In Lebanon, 6 protesters were killed and dozens injured in clashes during a demonstration against the judge presiding over the probe into the blast that killed more than 200 people on 8/7/2020. The demonstration was supported by Hezbollah; Amal movement supporters clashed with the Christian Lebanese Forces after being shot at during the protest. The Christian Lebanese Forces said Hezbollah had incited the violence. Videos showed heavily armed people in civilian clothes firing weapons and 1 man in civilian clothes firing an RPG. The U.S. subsequently offered the Lebanese army $67 million in military aid. Israel’s defense minister Benny Gantz called on the Israeli military to “systematically, aggressively and uncompromisingly” act against settlers who are violent toward Palestinians or Israeli forces, as an uptick in Israeli settler violence had been recorded. (AP 10/15; AJ 10/17)

The U.S. Biden administration formally rejoined the UN Human Rights Council after the Trump administration left the council in 2018, citing anti-Israel bias. U.S. state department spokesperson Ned Price said that the U.S. would “vigorously oppose the council’s disproportionate attention on Israel.” (NYT 10/14; WAFA 10/16)

In the West Bank, some 20 Israeli settlers attacked Palestinian shepherds in Dahariya, bruising 1 Palestinian who was taken to a hospital for treatment. Israeli settlers also uprooted dozens of olive trees in Taybeh. Israeli forces violently dispersed Palestinians protesting an Israeli raid in Biddu, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinians during a protest in Beita, injuring 2 with rubber-coated bullets and 34 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets. 3 Palestinians were arrested, including 2 during late-night raids in Qabatiya and Bayt Jala, and 1 was arrested at a checkpoint north of Ramallah. In East Jerusalem, 5 Palestinians were arrested at the Haram al-Sharif compound, including 4 minors. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. Israeli public security minister Omer Bar-Lev supported the district court’s decision, saying that a change to the status quo could ignite a new wave of confrontations. In Syria, 2 people were killed and 6 injured in air strikes at the T-4 military base near Homs. Several media outlets reported that Israel had conducted the strikes. (AP, HA 10/8)

Human Rights Watch (HRW) called for an independent investigation into Facebook’s censorship of Palestinians and their supporters on its platforms, including Instagram. HRW said that Facebook’s acknowledgement of the censorship was insufficient, and that Facebook needs to be more transparent about its decisions to censor people and groups on its platforms. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. The Czech Republic announced that it will buy an air defense system from the Israeli state-run company Rafael Advanced Defense Systems Ltd. The deal is worth $630 million and will provide the Czech Republic with the Spyder system. (AJ 10/5; MEMO 10/6)

U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, 7 Palestinians were arrested during late-night raids in and around Hizma, al-Asakra, Budrus, Biddu, and Beit Sira. In East Jerusalem, Israeli forces assaulted Palestinians in the Old City after a confrontation between Israeli settlers and Palestinians. 6 Palestinians were arrested during late-night raids in Wadi al-Juz and al-Tur. A coalition of 26 organizations released a report, “Don’t Buy into Occupation,” exposing the financial flows into illegal Israeli settlements and detailing how 672 European financial institutions are part of financing 50 businesses operating in Israeli settlements. The report says that the financial institutions provide loans and underwritings of $114 billion and hold $141 billion in shares and bonds to the companies. (AHQ, WAFA 9/29)

Axios reported that U.S. president Joe Biden rejected meeting PA president Mahmoud Abbas at the UN. President Abbas’s aides had reached out to the U.S. administration several weeks before the UN general assembly convened last week but had had their proposal for the 2 to meet rejected. Abbas ended up attending the assembly virtually. (AX 9/29)

In the West Bank, Palestinians prevented Israeli settlers with military escort from entering Nablus at the Joseph’s Tomb site; 2 Israeli soldiers were reported injured by stone-throwers. Israeli settlers chased Palestinian herders off their own land in Masafer Yatta. Israeli forces violently dispersed a protest at an Israeli checkpoint near al-Bireh, injuring 1 journalist with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested during late-night raids in Biddu and Deir Nidham. In East Jerusalem, more than 770 Israeli settlers toured the Haram al-Sharif compound, waving Israeli flags. 5 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and the Old City. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. According to a cousin of Banat, 1 of his other cousins was arrested before the hearing. The arrested cousin is said to be 1 of the key witnesses to the killing of Banat. (HA, REU 9/27; MEMO 9/28)

At the UN general assembly, Israeli prime minister Naftali Bennett did not overtly mention Palestine or Israel’s occupation, but did say that “Israelis don’t wake up in the morning thinking about the conflict.” Prime Minister Bennett dedicated a portion of his speech to Iran, saying that its alleged nuclear weapons program had “hit a watershed moment, and so has our patience.” (HA, HA, MEMO, REU 9/27; AJ, ALM, AP, HA, HA, HA, HA 9/28; JP, JP 9/29)

The UN Conference on Trade and Development issued a report, saying that 2020 was the worst year for the PA economy since its establishment in 1994. The report stated that the COVID-19 pandemic and the Israeli occupation were the main factors behind the economic decline. (MEMO, WAFA 9/28)

At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. The motion noted that Israel is guilty of the crime of apartheid. The motion is non-binding. PA president Mahmoud Abbas thanked the Labour party for passing the motion. In the West Bank, Israeli forces shot and killed 5 Palestinians and wounded 8 during late-night raids in Biddu and Burqin; Israel claimed that the raids were made against Hamas operatives planning an attack; 2 Israeli soldiers were seriously wounded by their own fire during the raid in Burqin. Israel claimed to have found explosives in 1 of the houses raided. 4 were arrested during the raids. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Kafr Dan; 1 was arrested. In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, Israeli forces demolished stone fencing and a water well, uprooted olive and grape trees, razed 10 dunams (2.5 acres) of land in Qusra, and handed demolition orders for 2 agricultural structures and 1 stop-work order for a house in ‘Azzun. Israeli forces also set up mobile homes in Hebron. 1 Palestinian was arrested after allegedly opening fire at Israeli forces at the Qalandia checkpoint; 1 Israeli soldier was said to be lightly injured. 9 others were arrested, including 7 during late-night raids in Beit Fajjar, Sur Baher, Dura, Aqraba, and Hebron, 1 was arrested at a checkpoint near Bethlehem and 1 during a raid in Biddu, were 1 car was also seized. A survey conducted between 6/28-7/1 on 800 Jewish-American voters by the Jewish Electorate Institute showed that 25% of the respondents said that Israel is an apartheid state and 34% said that “Israel’s treatment of Palestinians is similar to racism in the U.S.” 22% agreed that Israel is committing genocide against the Palestinians. 20% of the respondents under 40 believed that Israel does not have right to exist and 38% of that group agreed with the statement that Israel is an apartheid state. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement.
