PA Pres. Abbas holds talks in Egypt with foreign ministers from Arab League mbr. states about the current state of the peace process. He also meets with Egyptian interim pres. Mansour to discuss regional developments and the national reconciliation effort with Hamas. (MNA 12/21)

Reps. from Iran and the P5+1 reach a deal in Geneva. The “Joint Plan of Action” establishes a 6-mo. interim period, in which the 2 sides swap confidence-building measures to facilitate negotiations over a long-term agreement. Specific measures include a 5% limit on Iran’s uranium enrichment, well below the level required for weapons-grade material, and approximately $4.2 b. in sanctions relief. (To read the full text of the agreement, see document A1 in JPS 171.) The interim deal is endorsed by Iran’s Supreme Leader Ayatollah Ali Khamenei and Pres. Hassan Ruhani, while U.S. Pres. Barack Obama says the agreement cuts off Tehran’s possible routes to a nuclear bomb. Separately, reports surface in the media that the U.S. and Iran had been holding secret talks since 3/2013, away from the P5+1 track, reportedly led by Dep. Secy. of State William Burns. The Israeli govt. publishes a list of 26 Palestinian prisoners to be freed in the 1st stage of a planned release of 104 total prisoners in the context of renewed negotiations. Fourteen of the 26 will be deported or sent to the Gaza Strip, and 12 to the West Bank, with most having been jailed between 1985 and 1994. Meanwhile, Israel approves nearly 1,200 more settlement homes in East Jerusalem and the West Bank, an announcement that prompts Palestinian negotiator Mohammed Shtayyeh to accuse Israel of trying to destroy the viability of a two-state solution. The focus of Kerry’s trip is the possible Syria peace conference as well as the Palestinian-Israeli peace process. As Kerry departs, Palestinian chief negotiator Saeb Erakat says that they are making every effort for peace talks to succeed, revealing that in the previous 2 mos. Kerry met with Pres. Israel cancels an official visit by a UNESCO delegation, scheduled to inspect historical sites in Jerusalem’s Old City. The fact-finding commission was set to spend 5 days in Jerusalem before submitting a report at UNESCO headquarters in Paris. Israel’s Foreign Ministry claims that the visit has been postponed because the Palestinian side “tried to make it into a political event.” The visit originated in a 4/23 decision by Israel, the PA, and UNESCO to remove 5 resolutions critical of Israeli actions from the agency’s agenda in exchange for the delegation’s visit. UN Special Coordinator for the Middle East Peace Process Robert Serry praises outgoing Palestinian PM Salam Fayyad, following the latter’s resignation (effective 4/13). Serry reaffirms the necessity of a negotiated two-state solution, and says that Fayyad ‘‘had to contend with circumstances that kept constraining the success of the state building agenda’’ that is now ‘‘at serious risk.’’ Meanwhile, Fatah Central Committee member Azzam al-Ahmad says that Abbas must form a national unity government and set a date for elections, in the light of Fayyad’s resignation. Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10).
