Israeli forces also fatally shoot a 14-year-old Palestinian during a raid in Ein as-Sultan refugee camp. Elsewhere, Israeli forces fatally shoot 2 Palestinians near Sa’ir, saying they tried to break through a checkpoint. Israeli forces also shoot and injure 1 Palestinian during a raid in Deir Sammit. Meanwhile, Israeli forces issue stop-work orders for several homes in Furush Bayt Dajan and 2 homes in Duma. Israeli forces arrest 40 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities order owners of 200 homes and other facilities in the Old City to demolish or partially demolish their property, saying they were built illegally after 2015. In Gaza, the telecommunications outage from 1/12 continues for the third day in a row. Israeli forces bomb Beit Lahiya, Dayr al-Balah, Nuseirat refugee camp, Rafah, Gaza City, and Khan Yunis, killing at least 125 people, including 2 Paltel workers trying to restore telecommunications services and 3 relatives of MK Ahmad Tibi in Nuseirat refugee camp. Heavy rain mixed with sewage flood homes and tents in Gaza City, Khan Yunis, and Rafah. Near the Blue Line, Israeli forces fatally shoot 4 people in Shebaa Farms; the Alez al-Islami Brigades say the 4 men were members of their organization. More than 23,868 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,582 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 345 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 64 trucks carrying aid enter Gaza via the Rafah crossing, while 113 trucks enter via the Karem Abu Salem (Kerem Shalom) crossing. The Israeli military releases data on the 100th day of its assault on Gaza, saying it has bombed 30,000 locations, arrested 2,300 Palestinians in Gaza and 2,650 in the West Bank, and killed 9,000 militants in Gaza. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, Israeli settlers threw stones at a Palestinian truck driving near Huwwara, injuring the driver and causing damage. Israeli settlers also threw stones at Palestinian vehicles traveling near Hebron. Meanwhile, Israeli settlers with a military escort also raided Qaryut, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, assaulting 1 journalist and causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Israeli activists protesting near the home of Israeli national security minister Itamar Ben-Gvir in the Kiryat Arba settlement, arresting 2 and confiscating Palestinian flags. 2 Palestinians were arrested during late-night raids in Ni’lin and Surda. Israeli defense minister Yoav Gallant signed an order to release a settler from administrative detention, saying he had confessed to his crimes. The settler was part of the settler attacks on Palestinians in the last week of June. (HA 8/25)

The UN Office for the Coordination of Humanitarian Affairs released a survey of the West Bank, finding Israel placed 645 obstacles to the movement of Palestinians. The UN counted 49 permanently staffed checkpoints, 139 intermittently staffed checkpoints, 304 roadblocks, 73 earth walls, road barriers, and trenches, and 80 obstacles of various types in H2 in Hebron, in addition to the restrictions posed by the separation wall. The Wall Street Journal reported that the Chinese state-owned company China National Nuclear Corp had offered to build a nuclear plant in Saudi Arabia. It has been widely reported that a condition for Saudi normalization with Israel depends on U.S. help with establishing a nuclear program in Saudi Arabia. 4 U.S. officials also told Axios that the U.S. has informed Israel that it would have to make significant concessions to Palestine if they are to strike a normalization deal with Saudi Arabia. The Dutch Supreme Court found that a Palestinian man, Ismail Ziada, cannot sue former Israeli military officials Benny Gantz and Amir Eshel over their involvement in the 2014 airstrike that killed 6 members of his family. In the West Bank, 1 Israeli police vehicle was shot at in Nablus, no injuries were reported. Israeli settlers set fire to olive trees in Burin. Israeli settlers also set fire to olive trees and haybales in Bayt Dajan. Israeli forces issued stop-work orders for 6 Palestinian homes in Umm Lafsa in the Masafer Yatta area. 10 Palestinians were arrested, including 7 during late-night raids in Biddu, Nablus, Bethlehem, and 3 at a checkpoint near Hebron. 5 rockets were fired at Israel from Gaza in response to the large-scale Israeli attack on Jenin on 7/3 and 7/4; all were intercepted. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Teneh Omrim settlement near Hebron; the man was allegedly attempting to stab settlers. Israeli settlers also raided Turmus Ayya and al-Mughayyir opening fire at Palestinians, injuring 1 with a shot to the head and 4 with stones and setting fire to vehicles and bales of hay. Palestinians said that Israeli soldiers were at the scene but did not prevent the settler attacks nor arrest any settlers. The Washington Post published an investigation into an Israeli raid in Jenin on 3/16, detailing how Israeli forces killed a 14-year old Palestinian bystander while assassinating 2 Palestinians. The investigation also found that the 2 Palestinians who were targeted were not armed and confirmed initial reporting that 1 of the targets was shot several times despite being incapacitated. Belgium, France, Italy, Spain, Sweden, the UK, Denmark, Finland, Germany, Ireland, and the EU released a statement called on Israel to compensate the EU for demolitions and confiscations of EU-funded items, amounting to $1.3 million. The group also called on Israel to halt all demolitions and confiscations and condemned Israeli policies in Masafer Yatta and Israel’s failures to addressing settler violence. Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts. In the West Bank, the body of 1 Druze citizen of Israel was kidnapped for a 2nd time after it was arranged that the body would be transferred to Israel in a Red Crescent ambulance. The ambulance was stopped by armed men and the body taken to an unknown location. The Druze man was taken from a hospital in Jenin on 11/22. Hundreds of Palestinians marched in Jenin calling for the release of the body to his family. 1 Palestinian man succumbed to injuries sustained by Israeli live fire during a raid in Nablus in July. Malaysian authorities freed a Palestinian man who had been abducted, allegedly by Malaysian nationals working for Israel and trained by the Mossad in Europe. The alleged agents were arrested. In the West Bank, Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Jenin refugee camp where Islamic Jihad commander Bassam al-Saadi was arrested after being shot and injured; 2 others were also arrested during the raid at al-Saadi’s home. A general strike was declared in Jenin after the killing and arrests. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 22 with baton rounds and 75 others with tear gas. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. In the West Bank, up to 70 Israeli settlers attacked Palestinian shepherds with stones and clubs in Sa‘ir, causing fractures and bruises to an elderly man and his nephew. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. In the West Bank, 1 Palestinian teen was severely injured by an unexploded ordinance left behind by Israeli forces in the Masafer Yatta area near Yatta. Israeli forces violently dispersed Palestinian protesters in the Masafer Yatta area; 1 Palestinian was run over by an Israeli military vehicle and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians who were hit by tear gas canisters. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan and Dayr Jarir, leading to tear-gas related injuries. Israeli forces also clashed with Palestinians in Kafr Malik; 1 Palestinian was shot and injured by a rubber-coated bullet and others suffered tear-gas related injuries. Meanwhile, Israeli forces clashed with Palestinians in Bayt Umar and east of al-Bireh, leading to tear-gas related injuries. Israeli forces also confiscated a Palestinian-owned tractor in Sinjil and a tractor and bulldozer in Bayt Dajan. 5 Palestinians were arrested during raids in and around Jenin refugee camp, Halhul, and Dayr Jarir; clashes broke out during the raids in Jenin refugee camp, leading to tear-gas related injuries. In East Jerusalem, Israeli forces assaulted Palestinian minors and their older relatives, claiming that the minors had thrown stones at them in the Old City. 1 Palestinian family demolished part of their house in Ras al-Amud to avoid exorbitant Israeli demolition fees. 2 Palestinians were arrested during late-night raids in al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of Juhur al-Dik and al-Bureij refugee camp; no injuries were reported.
