The IDF demolishes a Palestinian home in Saida; fires on an crowd local Palestinians who come to scene to observe, wounding a 17-yr.-old Palestinian; bars an ambulance fr. reaching the scene for 1.5 hrs., allowing the boy to bleed to death. The IDF also conducts arrest raids, house searches in `Azun, Bayt Dajan, Jalazun r.c., Jenin; recommends Israel order the closure of 3 Palestinian colleges (Palestine Polytechnic Institute and the Islamic College in Hebron, the Islamic College in Abu Dis) for the students’ strong support of Hamas, Islamic Jihad. An Israeli court sentences 7 Israeli Arabs (6 of them minors) to 3+n25 yrs. in jail for the fatal stabbing of an Israeli woman in Jerusalem on 2/8/02, plotting to carry out other attacks. In response to the 1/5 AMB bombing, Israel says it will bar a Palestinian delegation fr. leaving the occupied territories to attend a Quartet mtg. on PA reforms in London on 1/14; bar the PLO Central Comm. fr. meeting on 1/9 to ratify the constitution of a future Palestinian state, which contains many of the reforms demanded by Israel, the U.S.; “clamp down” on Palestinian universities, colleges. A previously unknown Jewish settler group, the Brigade of Gilad and Shalhavet (named for 2 settlers killed during recent fighting) claims responsibility for ambushing a Palestinian car, killing 1 Palestinian, wounding 3. Jewish settlers also bulldoze Palestinian land in al-Sawiya village, nr. the settlements of Shilo and Aley; vandalize Palestinian property in Bayt Dajan, Bayt Furik. A Palestinian sniper wounds a settler nr. Ofra settlement. The IDF bulldozes Palestinian land in Abud; sets up 5 new observation towers on the Nablus+nQalqilya road. For the 3d day, IDF troops surround the homes of 30 Palestinian families nr. Kefar Darom settlement, bulldozing land, destroying electricity and water connections, and placing sand barricades and barbed wire, apparently to pressure them to evacuate so a buffer zone can be created around the settlement. Tenet holds a final mtg. in Tel Aviv with Israeli, PA security officials to set a timetable for implementing the cease-fire, which goes into effect when the mtg. concludes, and to agree on initial steps to be taken within 48 hrs. Follow-up mtgs. will be held by a new trilateral security comm., directed by a CIA official. The PA says it received "a clear U.S. pledge that the U.S. will commit itself to implementing the recommendations of the Mitchell Comm. in their entirety," that the EU provided similar assurances. Hamas, Islamic Jihad denounce the plan, vow to continue the intifada. Israeli-Palestinian clashes continue. Israeli commandos enter a PA-controlled area A for the 1st time, capture 6 Force 17 mbrs.; Israel says more such raids could follow. The PSF reports that the IDF in Gaza has deployed additional tanks and numerous troops to 24 new posts along the length Green Line, at key intersections. In Nablus, a Palestinian sniper kills an IDF soldier. 1 Palestinian dies of injuries received earlier. In Hebron, the IDF places a curfew on Palestinians as Jewish settlers hold the funeral for a 10-mo.-old baby killed on 3/26. The settlers, many of them armed, march through the city, attacking Palestinian property, calling on Sharon to declare war. They attempt to storm Abu Sunayna but are held back by IDF troops. When 1 settler opens fire, the IDF fires on Abu Sunayna, thinking the shots came fr. Palestinians. The IDF also shells residential areas of Aida refugee camp, Bayt Jala, Bayt Sahur, Nablus, Rafah; demolishes 5 Palestinian homes in Bayt Dajan; bulldozes an olive grove nr. a settler bypass road nr. In Hebron, 25 Jewish settlers start stone-throwing riot with Palestinians, prompting the IDF to intervene, wounding 9 Palestinians.
