The Palestinian man who was hospitalized after allegedly being severely beaten during interrogation by the Shin Bet on 9/29 was reported to have suffered broken ribs and kidney failure after the interrogation. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. The Israeli government approved its proposal to legalize the Mevo’ot Yeriho settlement in the Jordan Valley at a meeting in the area. Israeli prime minister Benjamin Netanyahu said that the final approval will be given by the next government after the Israeli elections on 9/17. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. Israel’s prime minister Benjamin Netanyahu announced via Twitter that 300 new settlement units in the Dolev settlement would be sent for approval to the Planning Committee. It was reported by the Lebanese state-run media outlet National News Agency that Israel attacked a base for the Popular Front for the Liberation of Palestine – General Command with 3 missiles in Qusaya in Northern Lebanon, causing damage to structures but no injuries. Iraqi president Barham Salih and prime minister Adel Abdul-Mahdi condemned Israel’s attack on Iraqi groups on 8/25, calling it an “attack on Iraqi sovereignty.” The U.S. Department of Defense issued a statement opposing Israel’s attacks in Iraq, saying that the U.S. supports Iraqi sovereignty and opposes “external actors” operating in Iraq. Before Abbas’s announcement, the PA’s prime minister Mohammed Shtayyeh said that the division between Areas A, B, and C no longer exists, as Israel violated PA sovereignty in Area A on 7/22. In the West Bank, Israeli settlers vandalized 10 vehicles and sprayed graffiti reading “non-Jews=enemies” on private homes in Sarta near the settlements of Barkan and Revava. Israeli forces demolished a structure under construction in Anata northeast of Jerusalem. The demolition led to clashes with local Palestinians, causing tear gas inhalation injuries. In Dayr Balut near Salfit, Israeli forces demolished 2 caravans and a car wash. 15 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Nablus, and Tubas. The Israeli foreign ministry reprimanded the Chilean ambassador to Israel after the Chilean president Sebastián Pinera visited the Haram al-Sharif compound with PA officials on 6/25. The Israeli foreign minister Yisrael Katz called the tour of the East Jerusalem holy site a “violation of Israel’s sovereignty on the Temple Mount.” (HA 6/26)

For the 2d day in a row, officials and businesspeople from the Middle East, Europe, and the U.S. met in Bahrain for the Peace to Prosperity workshop. It was reported that 15 Palestinian businesspeople showed up despite the Palestinian-announced boycott. 1 Palestinian spoke at the conference. The Lebanese prime minister Saad al-Hariri said that his government and the Lebanese parliament oppose the U.S. peace plan. It is believed that $6 billion is set aside for Lebanon to permanently settle Palestinian refugees in Lebanon. In the West Bank, Israeli forces demolished a Palestinian house under construction east of Jericho. Israeli forces also razed tracts of Palestinian-owned farmland west of Bethlehem, in Madama, and Burin near Nablus. In Tarqumiyya, Israeli forces demolished a greenhouse and razed land belonging to 2 Palestinian families. In Kafr Haris near Salfit, Israeli settlers injured a Palestinian while throwing stones at his house. In a separate incident, Israeli settlers ignited 2 Palestinian-owned olive groves in Madama. 8 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Bethlehem, and Qalqilya. In East Jerusalem, 3 Palestinians were wounded and 1 arrested during an Israeli raid in Issawiyya. A 60-year-old man died of wounds sustained after being beaten by Israeli forces earlier in June. In Umm al-Khair south of Hebron, Israeli forces demolished a residential structure. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Salfit. In Gaza, Israeli authorities closed the Gaza fishing zone after 5 fires broke out in southern Israel. Israeli authorities claimed that the fires were ignited by incendiary balloons from Gaza. After closing the fishing zone, Israeli forces claimed to have intercepted a rocket fired from Gaza and subsequently struck targets in Gaza. In the West Bank, 7 Palestinians were arrested by Israeli forces during late-night raids in and around Hebron, Bethlehem, Salfit, and Jenin. In East Jerusalem, large-scale house raids were carried out by Israeli forces; no arrests were reported. In the West Bank, 3 Israeli activists were detained by Israeli soldiers near an Israeli military base in the Jordan Valley. The 3 activists were looking for a Palestinian shepherd arrested by Israeli soldiers earlier in the day. The Greek Orthodox, Catholic, and Armenian churches said in a joint statement that they agreed to a multi-million-dollar project to restore the foundations and flooring of the Church of the Holy Sepulchre in East Jerusalem. King Abdullah of Jordan and the Vatican pledged to help finance the restoration project. (HA 5/30)

Israel struck targets in Syria and Lebanon. An Israeli drone 1st struck a surveillance system in Lebanon. Later, Israel struck a target in Quneitra after an anti-aircraft missile was launched from Syria at an Israeli jet that was flying over Syrian airspace. 1 Syrian was killed and 2 others were injured. In the West Bank, Israeli forces confiscated a residential tent in Susiya near Hebron. Israeli settlers painted racist graffiti on several Palestinian-owned vehicles near Salfit. In East Jerusalem, Israeli forces sealed off the main entrance to Issawiya. Israeli forces also assaulted 2 Palestinians, resulting in hospitalization for medical treatment. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen. Israeli authorities also reduced the fishing zone from 12 nautical miles to 5 nautical miles. Facebook announced that it had closed 65 Facebook accounts, 161 Pages, 23 Groups, 12 events, and 4 Instagram accounts originating from “Israel and focused on Nigeria, Senegal, Togo, Angola, Niger and Tunisia,” along with some countries in Latin America and Southeast Asia. The social media activity sought to influence politics in these countries. Facebook said that $812,000 had been spent on ads promoting related material. (Facebook 5/16)

A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Elsewhere in Gaza, Israeli forces opened fire against Palestinian farmers near Rafah and on Palestinian fishermen off the coast of Rafah; no injuries were reported. In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

In the West Bank, for the 2d day in a row, Israeli forces fired tear gas in and around schools in Hebron, causing dozens of students and teachers to suffer from tear gas inhalation. The hunger strike organized by Palestinian prisoners in Israel ended after 8 days when the Israeli Prison Service (IPS) agreed to install public phones, allowing prisoners to make calls to relatives up to 3 times a week. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, 14 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, and Salfit. Israeli forces also raided houses in the Hebron area and set up flying checkpoints around Hebron. A Palestinian demolished his own home in Bir Oneh, west of Bethlehem, to avoid Israeli demolition fees. For the 3d day in a row, Palestinian schoolchildren suffered tear gas inhalation in Hebron after Israeli forces fired tear gas grenades into the yards of 4 different schools. In the West Bank village of ‘Ayn Yabrud, 25 Palestinian-owned cars were vandalized by Israeli settlers. The cars were punctured and sprayed with graffiti spelling “revenge” accompanied by a Star of David. In East Jerusalem, dozens of Israeli settlers protected by Israeli forces stormed Haram al-Sharif through the Moroccan Gate to perform prayers. Seven Palestinian minors were arrested in East Jerusalem during late-night raids, including the son of the PA governor of Jerusalem Adnan Ghaith. As citizens of Israel went to vote in the Israeli general elections, Prime Minister Benjamin Netanyahu’s Likud party handed out around 1,200 small cameras to Israeli right-wing activists so that they could film at polling stations in predominantly Palestinian areas of Israel to intimidate Palestinian voters. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)
