U.S. House of Representatives speaker Kevin McCarthy (R-CA) told Israel Hayom that he will invite Israeli prime minister Benjamin Netanyahu to Washington D.C. if President Joe Biden does not extend an invitation to Netanyahu soon. In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. In the West Bank, Israeli forces shot and killed 1 Palestinian and injured 4 others during a raid in Aqabat Jaber refugee camp, including at least 2 who were fleeing the Israeli soldiers. Israeli forces also shot and injured 3 Palestinians with baton rounds and 10 with tear gas during a raid in Qarawat Bani Hassan. Elsewhere, Israeli forces raided Deir Abu Mash‘al and al-Walaja, causing tear-gas related injuries. Israeli forces also issued demolition notices for 2 residential structures, brick walls, a roof, and a bathroom in Khirbet Humsa and 1 agricultural structure in ‘Ain as-Sakout, and seized a bulldozer near Qalqilya. 14 Palestinians were arrested during late-night raids in Hebron, Surif, Ya’bad, Kafr Qoud, Nablus, and Tammun. In the West Bank, Israeli settlers grazed their livestock on Palestinian agricultural crops in the Masafer Yatta area, causing damage. Israeli forces set up military checkpoints around Jericho, severely impeding movement in and out of the city. Israeli forces also closed the Huwwara and Za’atara checkpoints, impeding traffic in the northern part of the West Bank, as the second day of Eid was commencing. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif Compound, destroying electric panels and speakers. In the West Bank, Israeli settlers with a military escort raided al-Mughayyir, leading to tear-gas related injuries among Palestinian resisting the raid. Israeli forces shot and injured 1 Palestinian minor near the separation wall in Araqah. Israeli forces also raided Beit Umar, causing tear-gas related injuries and arresting 3. 2 other Palestinians were arrested in Huwwara and Tammun. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Taibeh, 1 Palestinian security guard was shot and killed outside of the home of Taibeh mayor Shua’a Mansour. An Israeli official told the Times of Israel that Israel will lower the fuel transfer fee from 3% to 1.5%, increase the fees transferred to the PA for crossings at the Allenby Bridge, and expand the list of tax-free imports to the PA. The three measures were reportedly part of agreements made at the Aqaba and Sharm el-Sheikh summits in February and March. (TOI 4/21)

In the West Bank, Israeli settlers stole 3 sheep from Palestinian herders near Kisan. Israeli forces issued stop-work notices for 3 homes and 2 agricultural structures in Ni’lin and issued notices to Palestinians in Sanniriya that the Israeli military will seize 2 dunams (12.8 acres) of land for military purposes. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound twice to confiscate Palestinian flags and arrested 13 worshippers. The Israeli-run Jerusalem municipality retracted its support for the establishment of a new neighborhood in East Jerusalem built for Palestinians on privately owned Palestinian land. The new neighborhood of 2,500 homes would have been the first established since 1967 intended for Palestinian residents. According to reports Jerusalem mayor Moshe Leon retracted his support for the project due to fear of losing the upcoming local elections. (HA 4/19)

In Syria, Israeli forces fired artillery shells at southern Syria from the occupied Golan Heights and dropped leaflets warning Syrians in the area against working with Hezbollah. An Israeli drone also crashed in Syria. (HA 4/19)

The Israeli finance and transportation ministries agreed to a 5-year budget where a quarter of the $7.2 billion total will be earmarked for settlement infrastructure in the West Bank. (HA 4/20; HA 4/23)

Officials from Israel, India, the U.S., and the UAE signed a memorandum of understanding in Washington D.C. to create a business coalition in relation to the I2U2 Group initiative. (HA 4/19)

Axios reported that U.S. secretary of state Antony Blinken urged Nigerien president Mohamed Bazoum to normalize relations with Israel during a visit to the country in March. Israeli officials told Axios that Niger is ready to move forward with normalization in exchange for some kind of compensation from the U.S. (AX 4/19)

In the West Bank, Israeli settlers demolished 6 Palestinian-owned businesses in the vegetable market in Hebron that has been closed by Israeli military order since 2000. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, injuring 1 woman. Israeli undercover forces raided Jenin refugee camp, injuring 8 and arresting 3. Israeli forces also issued stop-work notices for 19 Palestinian-owned buildings in al-Zawiya, including for a mosque. In East Jerusalem, 2 Israeli settlers were shot and injured in Sheikh Jarrah, 1 Palestinian minor was later arrested as a suspect. Peace Now reported that Israel secretly approved 189 housing units in the Zayit Raanan settlement outpost, which currently is home to a number of caravans. By approving the new units Israel discreetly created a new settlement out of the outpost which lies northeast of Ras Kaskar. (PCN 4/18)

PA president Mahmoud Abbas met with Saudi crown prince Mohammad bin Salman in Jeddah, discussing developments in Palestine. Abbas praised Saudi Arabia’s support for the Palestinian cause. In the West Bank, Israeli forces shot and injured 1 Palestinian woman, claiming she had stabbed and injured 1 settler near Beit Umar. Israeli forces also assaulted 1 Palestinian after forcing him to stop his vehicle near Jericho. 10 were arrested during late-night raids in al-Bireh, Bayt Rima, Dura, Bethlehem, Aida refugee camp, Tulkarm, and Asira. In East Jerusalem, 2 were arrested during raids. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boats. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. PA president Mahmoud Abbas arrived in Jeddah for a visit where he will be meeting with Crown Prince Mohammad bin Salman on 4/18. It was reported that the UN Committee on the Rights of Persons with Disabilities instructed the PA to investigate the incarceration of 2 Israelis held by Hamas in Gaza, saying that both suffer from psychiatric problems, and to present its actions to the committee within 6 months. (HA 4/17)

Chinese foreign minister Qin Gang spoke to PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen in separate calls, informing them that China is ready to support the resumption of peace talks. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Jaba’, injuring 1 Palestinian whose car was hit by a stone. In East Jerusalem, Israeli police assaulted and severely beat Christians seeking to attend the Holy Fire ceremony at the Church of the Holy Sepulchre. Israel had severely reduced the permitted capacity from some 10,000 attendees to 2,200 to the condemnation of Church officials, the PA, and Jordan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. An Israeli court ruled that Israel’s interior minister does not have the authority to revoke residency status and citizenship from relatives of Palestinians who are accused of attacking Israelis as a means of deterrence. (HA 4/13)

13 Democrats in the U.S. House of Representatives, headed by Jamaal Bowman (D-NY), and Bernie Sanders (D-VT) in the Senate wrote a letter to U.S. president Joe Biden and Secretary of State Antony Blinken urging them to shift U.S. policy on Israel-Palestine. The letter mentioned the worsening violence, Israel’s “further annexation of land, and denial of Palestinian rights.” The group also said that U.S. taxpayer money should not be used for Israeli settlement projects and the U.S. should investigate if U.S. military aid violates the Leahy Law. In the West Bank, thousands of Israeli settlers, including 7 cabinet ministers, National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich among them, and several MKs marched to the Evyatar settlement outpost. 22 Palestinians protesting the march were injured by baton rounds fired by Israeli forces, while more than 100 suffered tear-gas related injuries. Israeli settlers also threw stones at vehicles near al-Khader, Bethlehem, and al-Bireh and threw stones at commercial structures in al-Khader. Israeli forces shot and killed 1 Palestinian minor during a raid in Aqabat Jaber refugee camp, 3 were injured, including 2 by live ammunition, and 5 were arrested. A video of the incident showed the minor running away from Israeli soldiers when he was shot in the back. Elsewhere, Israeli forces raided al-Ein refugee camp, injuring 2 with live ammunition and 10 with tear gas. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries and damage to 1 vehicle. The militant group Lion’s Den announced it had executed a Palestinian resident of Nablus on 4/8 who the organization said had collaborated with the Shin Bet, leading to the Israeli assassination of 1 of their members. In the West Bank, 3 British-Israeli settlers, including a minor, were killed and 1 Palestinian man was wounded near Furush Beit Dajan in what was first described as a traffic accident but later called a shooting. Israeli forces also raided Burqin, injuring 2 Palestinians with live ammunition and others with tear gas. In East Jerusalem, 1 Israeli settler shot at Palestinians who allegedly fired fireworks at Israeli settlement housing in al-Tur, no injuries were reported. Israeli police raided the Haram al-Sharif compound and arrested 15 worshippers it claimed had been waiving “terror flags,” referring to the Palestinian flag and Hamas’ flag. In Gaza, Israeli forces conducted airstrikes in Gaza City and Dayr al-Balah, causing damage, including to the Al Dorra children’s hospital. In Tel Aviv, 1 Palestinian man hit 8 people with his car, all tourists from Italy and the UK, before being shot and killed by Israeli police. It was unclear if the ramming was intentional. 1 Italian tourist was killed under circumstances that were not clear as Israeli media claimed he was hit by the Palestinian man and died of his injuries while eyewitness reports said he was shot by Israeli police. Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. In the evening Netanyahu announced a pause to his government’s plans “to give a real opportunity for real dialogue.” To appease National Security Minister Itamar Ben-Gvir, who had threatened to resign if the legislation was paused, Netanyahu promised him that he will establish a national guard under Ben-Gvir’s command. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. In Syria, 1 member of Islamic Jihad was shot and killed by unknown perpetrators using a weapon equipped with a silencer outside of his home near Damascus. Islamic Jihad said that he was “assassinated by gunfire that carries the fingerprint of the Zionist enemy.” (AP, HA 3/19; ALM, AP 3/20)

At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Speaking in Paris, Israeli finance minister Bezalel Smotrich told the audience at a memorial ceremony that “there is no such thing as Palestinians because there is no such thing as a Palestinian people,” calling the term an invention. Smotrich then said that he and his family are the real Palestinians. The French government had announced that no officials would meet Smotrich during his trip to the country. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022.
