In the West Bank, Israeli settlers attacked Palestinian herders in al-Thaala in the Masafer Yatta area, forcing them to leave their pastures. Israeli forces shot and killed 1 Palestinian and wounded 2 others with live ammunition and 170 with tear gas during a punitive demolition raid in Nablus. The Israeli forces demolished the family home of 1 Palestinian accused of having killed an Israeli soldier in October 2022. Israeli forces also raided Ya’bad, razing a road, damaging 2 vehicles, and raiding the Electricity Authority building. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Bayt Jala. Israeli forces also demolished 8 residential structures east of Tubas, displacing 16. In East Jerusalem, an Israeli settler threw stones at the Cenacle Christian site, damaging windows. PA president Mahmoud Abbas met with Chinese prime minister Li Qiang in Beijing. At the end of Abbas’ 4-day trip, the PA and China issued a joint statement where the PA supported China’s treatment of its Muslim minority in Xinjiang, which has been severely condemned by human rights organizations. A conference on spitting attacks by Jewish people on Christians in the Old City organized by the Center for the Study of Relations Between Jews, Christians, and Muslims at the Open University of Israel was forced to change its venue from the Tower of David Museum in the Old City of Jerusalem after pressure from the Israeli-run municipality, including from the mayor’s office. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The CNN investigation also said that Israeli soldiers only intervened to prevent Palestinian residents from trying to repel the settler attack. (CNN, HA 6/15)

In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. In response to National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound, the PA said that he “will not bring about Israeli sovereignty over the complex,” warning that Ben-Gvir may ignite a religious war. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. In Gaza, 2 Palestinians were killed and 17 were injured during the fourth day in a row of Israeli airstrikes. Israeli forces assassinated Islamic Jihad military leader Iyad al-Hassani, killing 1 other Islamic Jihad member and injuring 6 others, including 2 children, in airstrikes on an apartment building in Gaza City. 1 Palestinian was injured in an airstrike on a house in Rafah. 10 Palestinians were injured in an airstrike near al-Aqsa Hospital in Dayr al-Balah, including 3 inside the hospital. 1 primary health care center in Khan Yunis was also damaged in airstrikes. Rockets were launched at Israel; no injuries were reported. In the West Bank, Israeli settlers shot and injured 1 Palestinian during a settler raid in Silwad. The Israeli military said that the settler was an off-duty soldier and was arrested. Israeli forces violently dispersed Palestinians protesting Israeli attacks on Gaza in al-Arroub refugee camp, injuring 4 with live ammunition and others with tear gas. Israeli forces also shot and injured 3 Palestinians with live ammunition during a raid in ‘Azzun. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, leading to tear-gas related injuries. In the West Bank, Israeli settlers raided Khirbet Mughayyir al-‘Abid, assaulting 4 Palestinians. Israeli settlers also vandalized 258 olive tree saplings in Kafr al-Dik. Israeli forces shot and killed 2 Palestinians during a raid in Nur Shams refugee camp. Eyewitnesses said both were shot dead by Israeli forces while try to escape through a window. Israeli forces also shot and injured 1 Palestinian minor with a baton round during a raid in Kafr Qaddum. In East Jerusalem, Israeli forces arrested 2 minors in the Old City, assaulting 1 of them. Near Sandala, 1 Israeli man shot and killed 1 Palestinian citizen of Israel as the Palestinian was walking toward his car with his back facing the Israeli man after the 2 had an argument on the road. The PA, Hamas, and United Arab List leader Mansour Abbas condemned the killing. In Tel Aviv, tens of thousands of Israelis protested against the Israeli government for the eighteenth week in a row. Palestinian citizens of Israel protested the Israeli government’s failure to address the growing murder rate in the Palestinian community in Umm al-Fahm and Qalansawe. An Israeli official told the Times of Israel that Israel will lower the fuel transfer fee from 3% to 1.5%, increase the fees transferred to the PA for crossings at the Allenby Bridge, and expand the list of tax-free imports to the PA. The three measures were reportedly part of agreements made at the Aqaba and Sharm el-Sheikh summits in February and March. (TOI 4/21)

In the West Bank, Israeli settlers threw stones at Palestinian property in Kafl Haris, causing damage. The PA and Jordan requested that the UN Security Council convene to discuss Israel’s attacks at the Haram al-Sharif compound. Jordanians also gathered near the Israeli embassy in Amman demanding that the Israeli ambassador be expelled. The Arab League held an emergency session to discuss the Israeli raids. The Israeli cabinet approved the establishment of a committee in preparation for the creation of a law enforcement force under the direct control of National Security Minister Itamar Ben-Gvir. The establishment of the force was Ben-Gvir’s condition for accepting Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation on 3/27. In the West Bank, 1 Israeli settler was shot and injured while driving in Huwwara, Israeli forces then shot, injured, and arrested a Palestinian man alleging that he was the perpetrator and closed a number of checkpoints in the area. Israeli settlers threw stones at Palestinian vehicles traveling near Baytin, causing damage. Israeli forces forced Palestinian farmers to leave their land in al-Khader. In East Jerusalem, 2 Israeli settlers broke into the Church of Gethsemane in the Old City and attempted to vandalize church property before being confronted by a Palestinian. Israeli settlers toured the Haram al-Sharif compound. 2 Palestinian minors were arrested during a raid in Silwan. In Syria, 1 member of Islamic Jihad was shot and killed by unknown perpetrators using a weapon equipped with a silencer outside of his home near Damascus. Islamic Jihad said that he was “assassinated by gunfire that carries the fingerprint of the Zionist enemy.” (AP, HA 3/19; ALM, AP 3/20)

At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Younis was convicted in 1983 for killing an Israeli soldier in the Golan Heights in 1980 and is a cousin of Karim Younis who was released two weeks ago. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The U.S. told Israel that the FBI will open an investigation into the killing of the Palestinian American journalist Shireen Abu Akleh on 5/11. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city.
