In the Old City overnight, Israeli settlers attempt to set fire to a Palestinian store; the proprietors quell the blaze in time, preventing any serious damage. Meanwhile, Egyptian authorities open the Rafah border crossing for the 2d of 2 planned days. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries. In the West Bank, Israeli forces disassemble and confiscate 7 EU-funded residential structures in a bedouin village nr. Jerusalem, and issue stop-work orders to 2 homes under construction nr. Hebron. IDF troops arrest 8 Palestinians during late-night raids and house searches in and around Hebron, Bethlehem, and Qalqilya; and patrol nr. Hebron and Jenin throughout the day. Egyptian pres. Abdel Fattah al-Sisi makes a major speech on the Israeli-Palestinian conflict, stating that he supports the French peace initiative and Palestinian national reconciliation, and will “make every effort” to advance an Israeli-Palestinian settlement. Meanwhile, French pres. François Hollande announces that he has postponed the meeting of FMs from 5/30 to sometime “in the summer” to allow U.S. secy. of state John Kerry to attend. In East Jerusalem, Israeli forces return the bodies of 2 Palestinians killed in confrontations with Israeli forces on 3/8 and 10/17/2015. They also arrest 6 other Palestinians during raids in Issawiyya and Kafr ‘Aqab; detain a Palestinian youth nr. the Old City after he allegedly stabs and lightly injures an Orthodox Jew. Outside the city, Israeli forces disassemble 12 EUdonated mobile homes nr. al-‘Izzariya, displacing approximately 90 bedouin Palestinians. In the West Bank, Israel Defense Forces (IDF) troops conduct latenight house searches and raids in 1 village each nr. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s. Gaza into the area along Israel’s side of the border (it is set for demolition in the coming days), lift a gag order on the news that Israeli forces arrested a Hamas operative in early 4/2016 who, after interrogation, divulged key information about Hamas’s tunnel operations. Separately, Hamas officials say they have contacted Egypt, Qatar, and the UN to request mediation, and that Egyptian officials “immediately and seriously acted to restore the situation to the status quo ante.” The IDF then confirms that the Egyptians are mediating to restore calm. In the West Bank, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israeli soldiers nr. Ramallah, injuring 3 (1 seriously). Palestinian witnesses say the crash was an accident. In the evening, the IDF returns the body of the Palestinian driver. Overnight, Israeli forces carry out the punitive demolition of the doors and windows of an apartment in Nablus, where a Palestinian deemed complicit in the 10/1/2015 killing of 2 Israeli settlers lived. IDF troops violently disperse Palestinian journalists conducting a sit-in nr. Ramallah marking World Press Freedom Day; there are no serious injuries. They also conduct late-night raids and house searches nr. Jenin, Ramallah, and Bethlehem, arresting 8 Palestinians; patrol nr. Hebron and Nablus. More than 2,000 Israeli settlers, along with an IDF escort, perform religious rites in a Palestinian village nr. Salfit late at night. In East Jerusalem, Israeli forces arrest 1 Palestinian on a patrol in the Old City and a 2d during a raid in al-Tur. Along Gaza’s border, armed Palestinians open fire on IDF vehicles patrolling nr. Jabaliya r.c., causing damage. The cross-border shooting comes shortly after Israeli PM Netanyahu toured the area this morning. An Israeli is stabbed and injured in the Old City. Israeli police later arrest a Palestinian youth who allegedly admits to carrying out the attack (they will arrest another Palestinian in connection to the attack later that night), and temporarily close all entrances to the Old City. Elsewhere in East Jerusalem, the Israeli authorities announce that they will be reopening a gate along the separation wall for the 1st time in 7 years, allowing Palestinian residents of al-Ram village access to the city. A Palestinian family demolishes their own 3 stores in Silwan, to avoid paying for the Jerusalem Municipality’s demolition crew. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. In the West Bank, Israeli forces demolish an agricultural structure nr. Qalqilya. An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

In the West Bank, IDF troops detain a Palestinian youth after arguing with her at a checkpoint nr. Bethlehem, and conduct raids in a village nr. Nablus, sparking clashes with stone-throwing Palestinians. Amid the clashes, Israeli soldiers fire tear gas canisters at a girls’ school, causing many students to choke. The IDF conducts late-night raids in and around Jenin, Hebron, Nablus, Ramallah, and Tubas, arresting 16 Palestinians and confiscating and damaging property; patrols nr. Jenin and Nablus. Israeli soldiers set fire to a Palestinian flag at a checkpoint nr. Nablus. Israeli settlers steal a Palestinian’s horse from a village nr. Nablus. In East Jerusalem, Israeli forces demolish 2 residential structures in Kafr Walaja early in the morning, and arrest 18 Palestinians during raids in Silwan, the Old City, and Bayt Hanina. Western diplomats and senior Palestinian officials say that the Palestinian leadership informally circulated a draft res. to UNSC mbrs. this week condemning Israel’s settlements and calling for a 1-year time frame on a 2-state solution. They say PA pres. Abbas hopes to have it brought for a vote while he is in New York for a climate conference at the end of 4/2016 (he is set to arrive on 4/22). A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. IDF troops conduct late-night house searches and raids nr. Ramallah, Jenin, and Bethlehem, arresting 2 Palestinians and issuing arrest summons to another 2; patrol nr. Tulkarm and Hebron. In East Jerusalem, over 50 right-wing Jewish activists tour Haram al-Sharif while 4 Palestinians are detained outside the sanctuary. Palestinian men under 50 are still banned from entering. The UN Human Rights Council approves a res., 32–0, with 15 abstentions, condemning Israel’s settlements and calling for the creation of a “blacklist” of all Israeli and international firms operating directly or indirectly in Gaza, the West Bank, and the Israeli-occupied Golan Heights. In the West Bank, Israeli soldiers on patrol in a village nr. Bethlehem open fire on Palestinian students returning home, injuring 1. IDF troops raid a PA-run charity in Tulkarm and a university in Jenin, destroying and confiscating equipment, and conduct further raids and house searches in and around Jenin, Bethlehem, and Tulkarm, arresting 8 Palestinians. Israeli forces begin razing 40 dunams (around 9.8 acres) of Palestinian land nr. Hebron; destroy 3 residential structures and a number of health facilities, tents, and an animal barn nr. Hebron. Israeli settlers assault a Palestinian man nr. Nablus with sticks and stones, inflicting moderate injuries. In East Jerusalem, Israeli forces demolish a store in Jabal Mukabir and a small mobile home in Bayt Hanina, and arrest 17 Palestinians during raids in the Old City. Also, a Palestinian shopkeeper demolishes his own store in Jabal Mukabir after Israeli forces surround it (he says he carried out the demolition himself because he did not want them to damage the adjacent store). Meanwhile, the Israeli authorities bar all Palestinian men under the age of 50 from entering Haram al-Sharif today, ahead of the Jewish Purim holiday on 3/24. Israel’s political leadership decides to bar West Bank Palestinians from entering or exiting Israel, except in humanitarian cases, during the Jewish Purim festivities. The ban begins late tonight and extends through midnight on 3/26 local time. In recent years, the Israeli govt. has not imposed a ban on Palestinian movement during Purim. (TOI 3/22; HA, JP 3/23)

The PA cabinet decides to ban the products of 5 Israeli food companies—Tnuva, Strauss, Tara, Soglowek, and Tapuzina—from entering the West Bank in response to Israel’s 3/9 order to ban 5 Palestinian food companies from distributing their products in East Jerusalem. Although the order is effective today, it will take some time for the Israeli products to be cleared from shelves. (HA, JP, MNA, WAFA 3/22)

In Gaza, dozens of Palestinians gather outside the Ministry of Public Works and Housing offices to protest the PA’s alleged postponement of disbursals of money donated by Kuwait for the reconstruction of Gaza. The protesters call on Kuwait’s govt. to make the PA distribute the funds. In the West Bank, IDF troops conduct late-night raids and house searches nr. Hebron and Bethlehem, arresting 3 Palestinians; patrol nr. Tulkarm, Salfit, Qalqilya, and Hebron. Jordan’s Minister of Awqaf and Islamic Affairs Hayel Dawood clarifies plans to establish surveillance infrastructure at Haram al-Sharif, stating that Jordan will install 55 cameras to monitor the outdoor areas at the sanctuary, and that the video feed will be broadcast live over the Internet. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif.
