A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. The Israeli ministry of education told the Tel Aviv-Jaffa municipality that they could not use maps that depicted the Green Line for educational purposes or as posters in classrooms. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli forces delivered a stop-work order for a house in Fasayil. In East Jerusalem, Israeli forces handed demolition orders for 1 house, 1 canopy, and 1 house stable in Isawiya. Israeli forces detained PA governor of Jerusalem Adnan Ghaith before handing him orders not to enter the West Bank for 6 months. Meanwhile, Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza with baton rounds and stun grenades; at least 1 was injured. 12 were arrested in the Old City and 2 in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In the West Bank, Israeli settlers stole 5 sheep in Sinjil. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 11 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets and others with tear gas. 3 Palestinians were arrested during late-night raids in Jalazun refugee camp and Jenin. In the West Bank, armed Israeli settlers chanted racist slogans at Palestinians traveling near the entrance of Nabi Salih. Israeli settlers also threw stones at a Palestinian vehicle in the Masafer Yatta area, causing damage to the car. Israeli forces seized 1 tractor in the Jordan Valley. Israeli forces also blocked an agricultural road near Qusra with dirt mounds. Elsewhere, Israeli forces dismantled and seized 2 residential structures in al-Ouja, displacing 12. Israeli forces also raided Bayt Liqya, leading to a confrontation with Palestinians; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. 32 Palestinians were arrested, including 2 at a checkpoint near Burqa and 30 during late-night raids in Abu Dis, Tuqu‘, Madama, Tell, Kafr al-Labad, Kafr Abbush, Illar, Ya‘bad, Fahma, and Tayba. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah. 1 Palestinian minor was arrested in the Old City. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

In the West Bank, Israeli settlers vandalized more than 20 Palestinian-owned vehicles in al-Bireh with racist graffiti and by slashing tires. Israeli settlers with military escort brought their cattle to graze on Palestinian lands, leading to a confrontation between Israeli soldiers and Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. Israeli forces also raided Qalandia refugee camp, injuring 7 with rubber-coated bullets and dozens of others with tear gas; 1 was arrested. 9 other Palestinians were arrested during late-night raids in Abu Shukheidim, Jalazun refugee camp, Tuqu‘, Hebron, Nablus, and Awarta. In Israel, 1 Palestinian citizen of Israel stabbed 6 Israeli Jewish people and rammed them with his car in Beersheba, killing 4 and wounding 2 others before he was shot dead by an Israeli bus driver. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid.
