In the West Bank, Israeli forces sealed off ‘Azun east of Qalqilya. Israeli forces also demolished and confiscated a barrack and confiscated a welding machine and other tools in Dura near Hebron. Israeli forces arrested 21 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem. Israeli settlers with military escort performed religious rituals and prayers at Joseph’s Tomb near Nablus, leading to confrontations with local residents suffering tear gas inhalation. In East Jerusalem, Israeli forces handed demolition orders for several structures to Palestinians in Issawiyya. An Israeli official said that Israel had been in contact with countries in the Middle East to facilitate Palestinians in Gaza emigrating. The official also said that Israel would pay for the flights of Palestinians wanting to leave Gaza; however according to the official, no country had been willing to allow Palestinians from Gaza to immigrate to their country via the Israeli proposal. At a press conference with Israeli prime minister Benjamin Netanyahu, Ukraine’s newly inaugurated president Volodymyr Zelensky announced that his administration would open an investment center in Jerusalem. According to Haaretz, Israeli had hoped that Ukraine would have moved its embassy to Jerusalem. (HA 8/19)

In the West Bank, Israeli forces demolished a water tank for irrigation near Bardala in the Jordan Valley. 4 Palestinians were arrested by Israeli forces, 3 during late-night raids in and around Hebron, Bethlehem, and Jericho. 1 was arrested at a flying checkpoint by Ni‘lin. In East Jerusalem, Israeli forces raided a stadium in the Old City where a soccer tournament was about to start. During the raid, several Palestinians sustained injuries. Israel’s Public Security Minister Gilad Erdan had signed the order to stop the tournament, stating “The event will be held on behalf of and/or is sponsored by the Palestinian Authority.” Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from the coast. Jordan’s Foreign Ministry summoned the Israeli ambassador in Amman for a reprimand over the violence at the Haram al-Sharif compound on 8/11 and warned against any attempts to change the status quo. (HA, WAFA 8/18)

In the West Bank, Israeli settlers set fire to Palestinian-owned agricultural lands in Burqa, they subsequently opened fire at Palestinians seeking to put the fire out; no injuries were reported. In a separate but similar incident, Israeli settlers attacked Palestinians in ‘Urif after trying to ignite agricultural lands. Israeli settlers also sprayed racist graffiti on Palestinian-owned buildings and vehicles in al-Zawiya. 3 Palestinians were arrested by Israeli forces in Qalqilya and Aida refugee camp. In East Jerusalem, 1 Palestinian was killed and another wounded after stabbing 1 Israeli policeman near the Haram al-Sharif compound. After the stabbing, Israeli police closed Haram al-Sharif for 2 hours after which only persons older than 50 were allowed on the compound. Also in the Old City, Israel’s Minister of Agriculture Uri Ariel toured the Haram al-Sharif compound along with Israeli settlers. Israel’s Interior Ministry announced the U.S. congresswomen Ilhan Omar (D-MN) and Rashida Tlaib (D-MI) would not be allowed to enter Israel and the West Bank for their planned visit. The ministry stated that the 2 congresswomen were denied entry on the basis of their involvement in the BDS movement. U.S. president Donald Trump had hours earlier tweeted that “[i]t would show great weakness if Israel allowed Rep. Omar and Rep. Tlaib to visit. They hate Israel & all Jewish people.” The decision sparked criticism from members of Congress from both parties and from pro-Israel organizations such as AIPAC. (HA, Twitter, WAPO, WAFA 8/15)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, Israeli forces and Palestinian residents of Bayt Umar clashed after Israeli forces raided the town. In East Jerusalem, 6 Palestinians were arrested during late-night raids in the Old City, Sur al-Bahir, Ras al-Amud, and Mount of Olives. (WAFA 7/14; WAFA 7/15)

In the West Bank, Israeli forces demolished water wells, uprooted trees, and razed fencing surrounding a nature reserve near Yatta. Also near Yatta, Israeli force seized construction material and a vehicle and delivered a stop-work order for a car wash in Hebron. In East Jerusalem, Israeli forces arrested the mother of a wanted Palestinian man and detained 3 Palestinians in the Old City. In the West Bank, Israeli forces arrested 4 Palestinians in and around Bethlehem during late-night raids. In East Jerusalem, at least 10 people were arrested during late-night raids in Issawiyya. In the West Bank, 2 Palestinians were arrested during late-night raids in Nabi Salih. A Palestinian family in Bethlehem received a stop-work order by Israeli authorities. In Hebron, Israeli settlers seized a Palestinian-owned shop in the old city. Israeli forces assaulted 2 Palestinians during a house raid in Bani Na‘im. In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

U.S. officials blamed Iran for explosions, damaging 2 oil tankers in the Gulf of Oman. Iran denied responsibility for the explosions. (AJ 6/13; HA 6/14)

A senior adviser to the EU Court of Justice said that EU law requires products from Israeli settlements in East Jerusalem and the West Bank to be labeled as such, rather than from Israel. (CURIA, F24 6/13)

In the West Bank, Israeli forces seized agricultural equipment belonging to a Palestinian farmer in Khirbat Jabara near Tulkarm. In Nablus, Israeli forces fired at Palestinian security forces in what Israeli forces called a mistake; 1 Palestinian police officer was injured. 12 Twelve Palestinians were arrested by Israeli forces during late-night raids in and around Tulkarm, Nablus, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids. Meanwhile, a Palestinian was handed a demolition order for his house. In Gaza, a Palestinian medic who was shot during the Great March of Return protests in May succumbed to his wounds. This brings the death toll stemming from the Great March of Return to 222. The Israeli supreme court ruled in favor of the settlement group Ateret Cohanim’s acquisition of 3 buildings in the Christian quarter of the Old City in East Jerusalem belonging to the Greek Orthodox church. The ruling ended a 14-year-long legal battle that started when church officials sold the buildings without the knowledge of the larger body of church officials, leading to the ousting of the then patriarch. The International Atomic Energy Agency chief Yukiya Amano said that Iran had increased its uranium enrichment. Iran had previously announced that it would start increasing its uranium enrichment if Joint Comprehensive Plan of Action signatories did not uphold their commitments to the agreement. (HA 6/10)

In the West Bank, 10 Palestinians were reported arrested by Israeli forces. In East Jerusalem, clashes between Israeli police and Muslim worshippers erupted after 120 Israeli settlers toured the Haram al-Sharif compound on the Israeli-celebrated Jerusalem Day, which included a flag march through the Old City. 1 Palestinian was injured with a head injury after being beaten by Israeli police and others suffered from tear gas inhalation. The march also left much of East Jerusalem closed to Palestinians. 40 Palestinians were arrested during late-night raids and throughout the day. The Israeli state comptroller criticized the Israeli and Jerusalem authorities for neglecting social services in East Jerusalem such as garbage disposal and street cleaning. The state comptroller also criticized the waiting time for East Jerusalem Palestinians seeking Israeli citizenship. (HA 6/2)

An Israeli police officer was charged with fracturing the leg of a Palestinian citizen of Israel and assaulting 7 others detained at a demonstration in Haifa in 2018. (HA 6/2)

Israel struck targets in Syria for the 2d day in a row. 2 people were reportedly killed and 2 others injured when Israeli missiles hit buildings at a Syrian military base in Homs. (HA 6/3; HA 6/4)

Egyptian president Abdel Fattah al-Sisi said of the still-unannounced U.S. peace plan that Egypt would not accept terms against Palestinian wishes. (HA 6/3)

U.S. president Donald Trump said of Israeli prime minister Benjamin Netanyahu’s failure to form a government that he is “not happy” with the outcome and that Israeli politicians “should get their act together.” (HA 6/3)

U.S. special adviser and son-in-law to President Donald Trump Jared Kushner said, when asked if he believed that Palestinians were capable of governing themselves, that “we’ll have to see. The hope is that they, over time, will become capable of governing.” Kushner would also not confirm if the U.S. peace plan includes 2 states. “I do think they should have self-determination. I’m going to leave the details until we come out with the plan.” (AJ 6/3)

In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank, Israeli forces arrested 6 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, and Hebron. In East Jerusalem, 2 employees of the Islamic Waqf were released after being arrested; they were both banned from the Haram al-Sharif compound for 15 days. Israeli minister of agriculture Uri Ariel toured the Haram al-Sharif compound with a group of Israeli settlers. The Israeli high court of justice rejected a petition to bar the Israeli Jerusalem Day flag march from walking through the Muslim Quarter of the Old City. The petition was filed by Ir Amim and argued that since the day of the flag march coincides with the final days of the Ramadan, it should not be passing through the Muslim Quarter. (HA 5/21)

The White House reported that the economic component of the U.S. president Donald Trump’s peace plan will be released in late June at an international summit in Bahrain. The summit will be named Peace to Prosperity. (AJ, HA 5/19)

In the West Bank, Israeli forces told 98 Palestinians that they would have to evacuate their property in the Jordan Valley in the next 4 weeks during specific time periods on Sundays, Mondays, Tuesdays, and Wednesdays for Israeli military training. Israeli forces also arrested 3 Palestinians during late-night raids in and around Hebron. In East Jerusalem, Israeli forces blocked several streets in Silwan and the Old City, impeding Palestinians from going to mosques to perform prayers. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 2d day in a row. However, the Kerem Shalom crossing was partially opened for commercial traffic. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. After blocking the transfer of Qatari-funded fuel to Gaza on 5/5, Israeli prime minister Benjamin Netanyahu approved the delivery of fuel to Gaza. (HA, MNA 5/7)

The Qatari government announced that it will send $480 million to Palestinians in the West Bank and Gaza. $300 million is allocated for health and educational programs of the PA and $180 million for urgent humanitarian relief and for electricity in Gaza. (AJ 5/7)

U.S. secretary of state Mike Pompeo skipped a planned trip to Germany to meet German chancellor Angela Merkel to instead travel to Iraq and meet with Iraq’s president Barham Salih and Prime Minister Adil Abdul-Mahdi. Pompeo said he made the trip to Iraq because Iranian forces are “escalating their activity,” stating that Iranian threat of attacks were “very specific.” (AJ 5/8)

In the West Bank, Israeli settlers contaminated a water container with poisonous material in Yatta south of Hebron. Elsewhere, in the village of al-Jib, Israeli settlers with military escort stormed an archeological site while closing the main road to the village for 2 hours. In East Jerusalem, Israeli forces escorted some 300 Israeli settlers while touring Haram al-Sharif. Meanwhile, Israeli forces set up checkpoints and roadblocks impeding access for Palestinians in the Old City. In Gaza, Israeli forces opened fire on Palestinian farmers; no injuries were reported. The Israeli foreign ministry announced that Israel would participate in the World Expo in the United Arab Emirates in 2020. Israeli prime minister Benjamin Netanyahu called Israel’s participation an expression of Israel’s “rising status in the world and the region.” (HA 4/27)

A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. The judge cited the 1st Amendment as a reason for his decision. The ruling comes after 2 federal judges in Kansas and Arizona blocked similar state laws last year. (WP 4/26)  

The Special Coordinator for the Middle East Peace Process Nickolay Mladenov warned in a report that the financial crisis due to Israel withholding 6 percent of the PA tax revenue, and the PA refusing to accept any of the revenue as long as it is not 100 percent, “threatens the stability of the West Bank and the very survival of the Palestinian state-building effort.” (MNA, UNSCO, WAFA 4/25)

In the West Bank, a group of Israeli settlers from the Yitzhar settlement attacked a Palestinian family in the village of ‘Urif south of Nablus. A video shows the Israeli settlers hurling rocks at the Palestinian family while the family takes cover, injuring 1 and causing moderate damage to property, including 2 vehicles. In Hebron, a Palestinian man was rushed to a hospital after being shot in the face by Israeli forces. In East Jerusalem, 5 Palestinians were arrested in late-night raids; 1 of the detained was Adnan Gheith, the PA governor of Jerusalem. Mohammed Shtayyeh was sworn in as new PA prime minister in Ramallah by President Mahmoud Abbas. The former prime minister Rami Hamdallah resigned in January. Of the 22 cabinet members in the new cabinet, 17 are new in their position. (AJ, HA, WAFA 4/13)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hospitalized after being shot in his mouth by a rubber-coated bullet. Israeli forces also violently dispersed Palestinians protesting in Ni‘lin village. Elsewhere in the West Bank, Israeli settlers threw stones at Palestinians driving on Route 60 near Burqa; no injuries were reported. Parts of Route 60 south of Bethlehem were closed for a marathon arranged by Israeli settlers. An Israeli settler critically injured a 15-year-old Palestinian by ramming into him with his car by Tuwanah near Hebron. Palestinians were detained at a flying checkpoint east of Jenin. In East Jerusalem, 3 Palestinians were arrested: 1 during a late-night raid in the Old City of Jerusalem and 2 at Haram al-Sharif. In Gaza, 1 Palestinian was critically wounded by an Israeli sniper using live ammunition during the weekly Great March of Return protest. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years.
