Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. In the West Bank, Israeli settlers assaulted Palestinians with pepper-spray near Huwwara. Israeli forces violently dispersed Palestinian protesters in Salem during an arrest raid, causing tear-gas related injuries; 1 Palestinian was arrested. Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. Turkish media reported that 7 people in Turkey had been arrested by Turkish police in coordination with the National Intelligence Organization for spying on Palestinians in the country on behalf of the Mossad. (HA, MEE 12/14)

In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. Norway donated $15 million through the World Bank Trust Fund to the Palestinian Umbrella for Resilience Support to the Economy in support of PA transparency, inclusivity, and the economy. (WAFA 12/14)

In the West Bank, Israeli settlers razed Palestinian-owned land in Khirbet Muafya and brought their sheep to graze on the land. Israeli settlers also razed Palestinian-owned land in as-Samu. Israeli forces issued stop-work orders for 1 water line, 2 agricultural structures, an agricultural road in Khirbet ar-Ras al-Ahmar, and an agricultural road in Atuf. 5 Palestinians were arrested in al-Mukassar. 11 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Burqin, Ya’bad, and Birzeit. A UN Security Council report said that Israeli forces had crossed the Golan Heights ceasefire line with Syria on 7 occasions since August 2022. The report also stated that Israel has deployed Iron Dome batteries in the area, contravening the ceasefire agreement. (HA 12/11)

Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, 100s of Israeli settlers attended a ceremony at a Yeshiva in the Homesh settlement outpost. Israeli settlers also threw stones at Palestinians in Hebron and physically assaulted 2. Israeli forces shot and killed 3 Palestinians and injured 10 others during late-night raids in Jenin and Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian minor with 2 shots in his back and injured 2 others with live ammunition in Abud; Israel claimed that the 3 had thrown stones at settler cars in the area. Elsewhere, Israeli forces delivered a demolition order for 1 home in Maeen and 2 stop-work orders for homes in Shaab al-Butum and Qawawis in the Masafer Yatta area. Israeli forces also raided an office of the PA Ministry of Culture in Jenin, damaging books and paintings. In the West Bank, 1 Israeli settler was injured by unidentified stone throwers hitting his car near the Carmiel settlement. Israeli forces shot and injured 1 Palestinian with a baton round and injured others with tear gas during a raid in ‘Usarin. Israeli forces also shot and injured 3 Palestinians in al-Bireh. It was reported that the Israeli forces used expanding bullets known as dumdum. Elsewhere, Israeli forces demolished 2 agricultural structures in Nahalin. The French foreign ministry said that it is assisting Palestinian human rights lawyer Salah Hamouri with legal support and has urged Israel to release Hamouri and allow him to reside in East Jerusalem, where he is from. Al Jazeera announced that it had filed a lawsuit with the ICC against Israel over the killing of its journalist Shireen Abu Akleh. Al Jazeera said it had found new evidence that refutes Israel’s claim that Abu Akleh was killed by mistake in an exchange of fire between Israeli forces and Palestinian militants. The U.S. state department spokesperson Ned Price said that the U.S. opposed Al Jazeera’s lawsuit at the ICC. Itamar Ben-Gvir, presumed to be the next Israeli national security minister, subsequently said that Al Jazeera should be expelled from Israel. In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. In Israel, Israeli forces shot and arrested 1 Palestinian man who had entered a checkpoint at Ben Gurion International Airport. Israeli police said that the man had taken a wrong turn from the Tel Aviv-Jerusalem highway and did not intend to carry out an attack. Benjamin Netanyahu’s Likud Party and the Religious Zionism Party agreed to change the procedure for how the coordinator of the activities in the territories and the head of the Civil Administration are appointed. The 2 positions will in the next government be filled by Israeli politicians rather than by the military chief of staff and defense ministry. Speaking at the J Street conference in Washington D.C., U.S. secretary of state Antony Blinken said that the U.S. expects to work with the next Israeli government in the same manner it has with previous governments, but warned about potential threats to the 2-state solution, including settlement expansion, annexation, and changes to the status quo of the holy sites in Jerusalem. In the West Bank, Israeli settlers assaulted 1 Palestinian near Burqa, damaging his vehicle. Israeli settlers also assaulted Palestinians in Hebron. Israeli forces shot and killed 1 Palestinian man in Huwwara. A video of the incident showed an Israeli soldier firing 4 shots at the Palestinian victim who was resisting the soldier’s attempt to detain him. The EU and the UN condemned the killing and called for an investigation. 11 Palestinians were injured protesting the killing, including 10 by tear gas and 1 with a baton round; Israel said that 2 soldiers were injured in a stabbing before the killing but it was unclear if the 2 incidents were directly related. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. In the West Bank, 1 Israeli soldier attacked 1 Israeli activist in Hebron, hitting him in the face after forcing him to the ground in Hebron; the activist was later sentenced to 5 days of house arrest and banned from entering Hebron for 2 weeks while the soldier was placed in detention for 28 days. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Israeli prime minister-elect Benjamin Netanyahu signed a coalition agreement with Otzma Yehudit leader Itamar Ben-Gvir which will see the party gain 3 ministerial positions, including public security minister. The position will also be renamed to national security minister and will have its powers extended, including oversight of the Border Police in the West Bank. A 2nd ministry set to be granted to Otzma Yehudit is the Ministry for the Development of the Negev and the Galilee, which will also be expanded to include oversight of settlement outposts in the West Bank. In the West Bank, Palestinian militants handed the body of a Druze citizen of Israel to Israel after negotiations between the PA and the militant group. Islamic Jihad, Hamas, and the PA all called for the release of the body. Israeli settlers threw stones at Palestinian vehicles traveling west of Ramallah, causing damage. Israeli forces shot and injured 2 Palestinian students with live ammunition during a raid at the Palestine Technical University – Kadoorie in Tulkarm; others suffered tear-gas related injuries. Israel revoked 200 of the 15,500 work permits for Palestinians in Gaza, saying that a laborer had admitted that he planned to plant a bomb on a bus on behalf of Islamic Jihad. The man was arrested on 10/30. (REU 11/24)

In the West Bank, the body of 1 Druze citizen of Israel was kidnapped for a 2nd time after it was arranged that the body would be transferred to Israel in a Red Crescent ambulance. The ambulance was stopped by armed men and the body taken to an unknown location. The Druze man was taken from a hospital in Jenin on 11/22. Hundreds of Palestinians marched in Jenin calling for the release of the body to his family. 1 Palestinian man succumbed to injuries sustained by Israeli live fire during a raid in Nablus in July. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions.
