Israeli settlers also ram Palestinian-owned sheep in al-Muarajat, killing and injuring several. Meanwhile, Israeli settlers attack Palestinian shepherds in Shaab al-Butum, forcing them to flee. Israeli forces open fire at a Palestinian vehicle before assaulting Palestinians in the car and seizing it in Tuqu’. The UN Security Council meets to discuss the ICJ ruling on provisional measures. PA ambassador to the UN Riyad Mansour says a ceasefire is needed to implement the provisional measures instituted by the ICJ on 1/26. UN under-secretary-general for humanitarian affairs and emergency relief coordination Martin Griffiths calls the relief entering Gaza “grossly inadequate.” UN secretary-general Antonio Guterres calls UNRWA the “backbone of all humanitarian response in Gaza” and iterates his call for countries that have suspended funding for the agency to reverse their decisions. Israeli Channel 12 reports that Mossad director David Barnea briefed the Israeli cabinet on the ceasefire negotiations held over the weekend. Prime Minister Benjamin Netanyahu writes on X that his “red lines” on an agreement are that Israel will not end the war and will not release “thousands of terrorists,” refering to Palestinian prisoners. The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Ynet reports that Prime Minister Netanyahu told the UN envoys from Malta, Bulgaria, Czechia, Hungary, Romania, Ukraine, Slovenia, and Sierra Leone that UNRWA must be replaced during a meeting in Jerusalem. (AJ, AP, REU 1/31)

Axios reports that U.S. secretary of state Antony Blinken has instructed the State Department to review and present policy options on U.S. and international recognition of a Palestinian state. A senior U.S. official tells Axios that some people in the Biden administration think that recognition of a Palestinian state should be the first step toward ending the Israeli occupation rather than the last. A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. South Africa presents its case for an injunction against Israel’s war in Gaza at the ICJ, saying Israel is committing genocide. U.S. State Department deputy spokesperson Vedant Patel says, “the allegations that Israel is committing genocide are unfounded.” U.S. congresspeople Rashida Tlaib (D-MI) and Cori Bush (D-MO) issue a statement in support of the case. Iraq also issues a statement in support of South Africa’s case. Amnesty International calls the case “a vital step for the protection of Palestinian lives.” Several Israeli ministers accuse South Africa of hypocrisy for not bringing similar cases against other countries and the Israeli Foreign Ministry calls South Africa the “legal arm” of Hamas. The PA thanks South Africa for trying to hold Israel accountable and calls on other countries to support South Africa’s case. U.S. secretary of state Antony Blinken tells reporters after a meeting with Egyptian president Abdel Fattah el-Sisi in Egypt that Israel’s integration into the Middle East and a path to Palestinian statehood would isolate Iran. Blinken also says the PA has agreed to “pursue meaningful reform.” Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein tells reporters, after meeting Lebanese caretaker prime minister Najib Mikati and other senior officials, that both Israel and Lebanon prefer a diplomatic solution to end the escalation between the 2 countries. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Rafah remained the only place where aid was delivered to, except for the delivery of medical supplies to 2 hospitals in Khan Yunis. 121 wounded Palestinians and 491 foreign nationals were evacuated to Egypt. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. The directors of Al Haq and Defense for Children International – Palestine received calls from the Shin Bet separately ordering the 2 to show up at Shin Bet facilities in the West Bank. Al Haq director Shawan Jabarin told the Shin Bet representative that he would not show up unless he receives a letter to his lawyer or the Shin Bet shows up at his home. Defense for Children International – Palestine general director Khaled Quzmar showed up at a Shin Bet facility at the Ofer settlement and was told to cease work for his organization immediately during a 2-hour interrogation. The offices of the 2 rights organizations, along with 5 others, were raided by Israeli forces on 8/18. The organizations have been categorized by Israel as terrorist organizations. The international community has largely condemned the raids and the terrorist designations. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. The Washington Post released an investigation into the killing of Shireen Abu Akleh on 5/11, concluding that the shot that killed Abu Akleh was likely fired by Israeli soldiers. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011.
