In the West Bank, Israeli settlers vandalized 3 cars and wrote racist graffiti in al-Bireh. Israeli forces seized heavy machinery worth $50,000 from the ‘Anin village council. 1 Palestinian man rammed 2 Israeli soldiers near Nablus; the man later turned himself in saying that the incident was an accident. In East Jerusalem, Palestinians in Jabel Mukaber observed a general strike and blocked several roads leading to the neighborhood in protest over planned demolitions in the neighborhood. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Secretary Blinken urged President Abbas to resume security coordination with Israel and to accept and implement a security plan made by U.S. security coordinator Mike Fenzel, which will see PA forces trained specifically to counter militant groups in Jenin and Nablus. The PA had reportedly earlier complained to the U.S. that the plan is untenable without ending Israeli nighttime raids in the cities. Blinken also announced that the U.S. will give an additional $50 million to UNRWA and will continue to work on reopening the U.S. consulate to Palestinians in Jerusalem but did not give a timeframe. In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. In the West Bank, Palestinians rallied in Khan al-Ahmar in protest against Israeli plans to demolish the village. 16 Palestinians were arrested during late-night raids in Jalazun refugee camp, Rawabi, Dheisheh refugee camp, Aida refugee camp, Kharas, Dura, Idhna, Jericho, Nablus, Ya‘bad, Jenin, and Nur Shams refugee camp. UN Security Council members discussed the punitive Israeli sanctions imposed on the PA in response to the UN General Assembly resolution asking the International Court of Justice to provide a legal opinion on the legality of the Israeli occupation. In the West Bank, 1 Israeli settler was stabbed and injured in a store in Deir Qaddis. Israeli settlers stole a herd of sheep and assaulted 1 Palestinian minor near al-‘Awja. Israeli settlers also assaulted Palestinian shepherds in Beit Furik. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Dheisheh refugee camp. Israeli forces also arrested 1 Italian national residing in Dheisheh refugee camp during a late-night raid; the woman was deported to Italy on 1/17. More than 90 nations signed a statement expressing “deep concern” over Israel’s punitive measures against the PA over the UN request to have the International Court of Justice give an opinion on the legality of Israel’s occupation of Palestine. Elsewhere, Israeli forces fired tear gas near a school in Silwad, causing tear-gas related injuries to students and staff. 6 Palestinians were arrested during late-night raids in Abu Dis, Tulkarm, Nablus, Jifna, and Hebron. The Israeli prison service began transferring Palestinians to different prisons in Israel to impede contact between them. 70 Palestinian prisoners, including Palestinian presidential candidate Marwan Barghouti, were transferred to the Nafha prison. Israel Hayom reported that Israel forces had demolished 2 structures at an archeological site in Khirbet Tarfin in Area B on 11/24/2022. The demolition was approved by then Defense Minister Benny Gantz. (HA 1/10)

Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Midwidsky said, “I prefer Jewish murderers to Arab murderers and as a general rule in the Jewish state I prefer Jews to disloyal Arabs here.” (HA, TOI, WAFA 1/9; MEE 1/10)

Representatives from the U.S., Israel, the UAE, Egypt, Bahrain, and Morocco met in Abu Dhabi for the first day of a two-day summit of the Negev Forum, discussing normalization and regional integration. The members of the forum issued a document on 1/10 stating that they want to develop and implement initiatives to strengthen the Palestinian economy and quality of life. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. The U.S.-based organization Democracy for the Arab World Now filed a complaint with the ICC against Eyal Toledano, an Israeli military prosecutor, for alleged war crimes and crimes against humanity. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. Amnesty International urged the ICC to “investigate unlawful attacks committed during Israel’s August 2022 assault on the Gaza Strip as war crimes.” Amnesty said it had investigated 3 deadly incidents during the assault, 2 of which it with certainty ascribed to Israel and 1 which “likely” was caused by an unguided rocket fired by Palestinian militants. The 2 Israeli attacks Amnesty investigated killed 6 Palestinian civilians, including “a four-year-old boy, a teenager visiting his mother’s grave, and a 22-year-old student at home with her family.” Amnesty said that of the 49 Palestinians killed, 33 were killed by Israel and 7 were killed by rockets fired by Palestinian militants; it was unclear who had caused the deaths of the remaining 8.
