In the West Bank, Israeli settlers attacked a Palestinian family in Iraq Burin, firing rubber-coated bullets and stones at the family and injuring the mother and 2 children; the settlers also stole olive saplings. Israeli settlers also assaulted 1 Palestinian in Luban al-Sharqiyya, causing their hospitalization. 1 Palestinian child was injured after a stun grenade left behind by Israeli forces exploded in his hands in ‘Aqabat Jabir refugee camp. Israeli forces delivered stop-work notices for 3 houses in al-Khadir. 20 Palestinians were arrested, including 19 during late-night raids in and around Balata, al-Ram, Hebron, al-Fawar refugee camp, Qabatiya, Surda, Jenin, ‘Azun, Aida refugee camp, and Dayr Nidham; 1 was arrested at a military checkpoint near al-Fawar refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Jabaliya; no injuries were reported. An Israeli court in West Jerusalem upheld the eviction of 4 Palestinian families from their homes in Shaykh Jarrar. The court said the Palestinians had until 5/2 to leave their homes so Israeli settlers can move in. (WAFA 2/16)

Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. In the West Bank, 1 Israeli settler killed 1 Palestinian and injured 2 others after ramming his car into them while they were hiking near Bardala; this was the 2d Palestinian killed by a settler using their vehicle in 3 days. Israeli settlers also attacked Palestinian farmers working their land in Shu‘fa, forcing them to leave. Elsewhere, Israeli settlers raided Luban al-Sharqiyya, leading to confrontations with Palestinians. Israeli settlers also severely injured 1 Palestinian man in Kafr Qalil. Meanwhile, Israeli settlers assaulted 2 Palestinian women south of Jenin. Israeli settlers with military protection also attacked Palestinians protesting settlement expansion near Bidya; 1 Palestinian was injured by a tear gas canister. Israeli forces violently dispersed an anti-settlement protest in Dayr Jarir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 4 with live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed a tree planting event in Burin; no injuries were reported. British lawyer Karim Khan was elected to be the next ICC chief prosecutor when Fatou Bensouda’s 9-year term expires in June. Karim Khan, who may be the prosecutor in charge of a potential ICC war crimes investigation of Israel and Hamas, received 72 votes of 123. In the West Bank, Israeli settlers threw stones at Palestinian herders near Susiya. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

Oman’s foreign minister Badr al-Busaidi said his country is “content so far with the level of our current relations and dialogue” with Israel. (HA 2/11)

China donated protective equipment for health workers in UNRWA medical facilities that deal with COVID-19 patients in Gaza, the West Bank, Jordan, Lebanon, and Syria. UNRWA also said it needed $1.5 billion in contributions for its 2021 budget. (WAFA, WAFA 2/11)

Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. Israeli forces also delivered stop-work notices for 11 houses and 1 playground in Yasuf. Elsewhere, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work by the separation barrier near Barta‘a. The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. Ending U.S. support includes ending all arms sales used in Yemen. President Biden did not mention the Palestinian-Israeli conflict and is believed to let his State Department deal with the conflict. In 1 amendment among hundreds to the budget reconciliation resolution, the U.S. senate approved backing the 2017 Trump administration decision to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. 97 senators voted for the amendment while 3—Bernie Sanders (D-VT), Elizabeth Warren (D-MA), and Tom Carper (D-DE)—voted against. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. The PA administered its 1st COVID-19 vaccinations after receiving 2,000 vaccination doses from Israel on 2/1. The U.S. state department spokesperson Ned Price said during his 1st press briefing that normalization deals are “not a substitute for Israeli-Palestinian peace.” Spokesperson Price also said the U.S. would resume aid to Palestinians “very quickly.” Price praised the finalization of the Kosovo-Israeli normalization deal on 2/1. Member of the Palestinian-Israeli Balad party Mtanes Shehadeh said after a meeting among members of the Arab Joint List that the list will likely be dissolved before the next election due to “fundamental political differences.” 1 of the reasons the Arab Joint List is having irreconcilable differences is that Mansour Abbas, the leader of the United Arab List, is seeking closer ties with Israeli prime minister Benjamin Netanyahu. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population. The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The PA said it will receive its 1st doses of COVID-19 vaccines in March from the company Astro-Zeneca. The search by the Palestinian leadership to secure the vaccines from various sources doesn't exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines.” Many human rights organizations, Amnesty International amongst them, have maintained that it is Israel’s responsibility to provide vaccines to the Palestinian people it occupies, a responsibility Israel denies, citing the Oslo Accords. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. In Israel, Israeli prime minister Benjamin Netanyahu was the 1st to receive the Pfizer-BioNTech vaccine for the COVID-19 virus. The PA announced new restrictions to curb the spread of the COVID-19 virus as daily cases continued to rise. Among the new restrictions were closures of all schools and universities, a ban of movement between governorates, full closure of high-rate areas, temporarily banning Palestinian citizens of Israel from entering the West Bank, a ban on Palestinian workers traveling between Israel and the West Bank and must find accommodation at their workplace or stay home, and a ban of movement of individuals on Fridays and Saturdays. The restrictions are in effect until 1/2/2021. The announcement came as the West Bank and Gaza recorded 30 new deaths and 2,149 new cases in the last 24 hours. 132 Palestinians were in intensive care, including 36 on ventilators. The PA did not provide data from East Jerusalem. According to the World Health Organization, the West Bank, East Jerusalem, and Gaza have a total of 133,185 confirmed cases of COVID-19, of which 25,160 are active. 1,186 deaths related to COVID-19 have so far been recorded.
