The 7 representatives were Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), Andre Carson (D-IN), Betty McCollum (D-MN), Mark Pocan (D-WI), Ayanna Pressley (D-MA), and Cori Bush (D-MO). In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel extended the ban of PA governor of Jerusalem Adnan Ghaith from moving freely within East Jerusalem. It was unclear how long the extension was set for. (WAFA 8/2)

The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. The money is said to be spent on infrastructure, combatting crime, health care, education, and transportation. (MEMO 8/1; ALM, AX, JP 8/2; ALM 8/3)

Canada contributed $1.7 million to the UN World Food Programme to help its programming in Gaza. (WAFA 8/2)

In the West Bank, Israeli settlers from the Neve Daniel and Elazar settlements sprayed pesticides on 140 olive saplings in al-Khader, destroying the young trees. Israeli forces violently dispersed Palestinian protesters in Tubas, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also installed a metal gate at the entrance to Jabal al-Fardi east of Bethlehem, restricting the movement of Palestinians. 4 Palestinians were arrested, including 3 during late-night raids in and around Bani Na‘im and Hebron, and 1 was arrested at a checkpoint near Jenin. In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. In East Jerusalem, Israeli forces razed land and demolished 1 agricultural structure in al-Tur. 1 Palestinian was arrested during a late-night raid in Silwan. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. The Israeli government would still need a final approval for the increase. (MEMO, TOI 7/28)

PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. Envoy Koopmans also met with PA foreign minister Riyad Maliki and head of the civil affairs authority Hussein al-Sheikh. (WAFA 7/28; MEMO 7/29)

PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. Deputy Special Coordinator Hastings also called for Israel to ease restrictions on the entry of goods and people into Gaza. (MEMO 7/28; MEMO, WAFA 7/29)

In the West Bank, Israeli settlers with military escort toured Joseph’s Tomb in Nablus; 5 Palestinians were injured by rubber-coated bullets and others by tear gas as Israeli forces violently dispersed Palestinians protesting the incursion. Israeli forces shot and killed 1 41-year-old Palestinian plumber who was returning home from work near Beita; the Israeli military said it would investigate why the man was killed as Israeli forces initially reported that he was advancing toward Israeli soldiers with an iron bar. Israeli forces subsequently injured 1 with live ammunition, 19 with rubber-coated bullets, and 72 with tear gas as they violently dispersed Palestinians protesting the killing of the man. Israeli forces also violently dispersed a protest in ‘Ain al-Hilweh against the creation of a settlement outpost, injuring 4 with pepper spray, and 1 was arrested. 3 others were arrested during late-night raids in Beit Fajjar and Jenin. In East Jerusalem, 1 Palestinian started demolishing part of his house in al-Tur. 3 Palestinians were arrested in the Old City and Sheikh Jarrah. The AP reported that PA president Mahmoud Abbas had fired the director of Ramallah’s national library Ehab Bseiso on 6/27 because of Bseiso’s criticism of the killing of Nizar Banat by PA forces on 6/24. PA forces also shut the office of J-Media in Ramallah. The director of J-Media Alaa al-Rimawi was previously arrested by PA forces after he gave a sermon at Banat’s funeral. The Jerusalem Post reported that the Israeli government will not evict Palestinians living in Sheikh Jarrah for the time being if the high court of justice rules the evictions permissible on 8/2. According to a government official, the government is concerned about the optics given the international campaign and general opposition to the forced expulsions of Palestinians from East Jerusalem and the potential for causing a situation akin to the escalation of tensions between Gaza and Israel in May. The Knesset approved an amendment to the Basic Law of Government allowing the 2 government leaders Naftali Bennett and Yair Lapid to rotate the prime minister position amongst them during the government’s 4-year term. (HA 7/28)

Iranian officials claimed that Iran had arrested members of a Mossad cell and seized weapons it had stored to allegedly use against Iranian forces during protests over water shortages in Iran. (ALM, HA 7/27; MEMO 7/28)

The U.S. arms company Lockheed Martin and the Israeli Rafael Advanced Defense Systems announced an agreement in principle to develop a laser air defense system to combat rockets. (JP 7/27; ALM 7/28)

The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. In the West Bank, Israeli settlers stormed Burin, throwing stones at Palestinian homes, causing damage. Israeli forces demolished a blacksmith shop, a carpentry shop, a car repair shop, a car wash, and a food store in Haris, an agricultural pond near Bardala, and 1 wall in Bani Na‘im. Israeli forces also seized 1 caravan serving as a medical clinic east of Yatta. 5 Palestinians were arrested, including 4 during late-night raids in Hebron and Jenin and 1 at a checkpoint in near the Gush Etzion settlement bloc; during the raids in Jenin, Israeli forces shot and injured, with live ammunition, 6 Palestinians protesting the incursion. In East Jerusalem, 3 Palestinian families demolished their own homes in Silwan and Jabal Mukaber. 1 Palestinian was arrested during a house raid in Isawiya. Israel expanded the Gaza fishing zone from 9 to 12 nautical miles at its widest area, allowed medical equipment, fishing gear and raw materials for industry use to enter Gaza, and allowed textile exports from Gaza to Israel. (HA 7/12)

Israel prevented the political prisoner Khalida Jarrar from attending her daughter’s funeral after appeals from different parts of Palestinian and Israeli society, including 2 Palestinian-Israeli lawmakers in the Knesset. Israel’s foreign minister Yair Lapid met with 26 foreign ministers from EU countries in Brussels. During the meeting, Foreign Minister Lapid told his EU counterparts that he supports a 2-state solution but that he believes it is unfeasible. Lapid also said that he is for improving the lives of Palestinians by building their economy. EU high representative for foreign affairs Josep Borrell said that “Israel needs to revive a path towards peace and justice for Israelis and Palestinians.” (ALM, HA, MEE 7/12; MEMO, WAFA 7/13)

Former Jordanian finance minister and royal court official Bassem Awadallah and Sharif Hasan bin Zaid, a member of the royal family, were sentenced to 15 years in prison for sedition and incitement against the Jordanian king Abdullah II. China contributed $1 million to the UNRWA emergency appeal for humanitarian aid to Gaza. (WAFA 7/12)

In the West Bank, Israeli forces demolished 27 residential and agricultural structures in Khirbet Humsa and forced the bedouin village’s residents to leave the area; the demolitions displaced 70 people. Israeli forces also raided the headquarters of the Union of Agricultural Work Committees, seizing computers and other office equipment and ordering the building closed for 6 months. 10 Palestinians were arrested during late-night raids in and around Ramallah, Ni‘lin, Deir Abu Mash‘al, Birzeit, Nablus, Jenin, and Dura; 1 of the arrested was the director of Health Work Committees Shatha Odeh, who also had her car seized. In Gaza, Israeli forces made incursions east of al-Qarara. In Israel, Israeli forces demolished the bedouin community in al-Araqeeb for the 190th time since 2010. In the West Bank, Israeli settlers raided Yatta, assaulting 2 Palestinians and damaging water pipes. Israeli forces delivered stop-work orders for 2 agricultural structures in al-Walaja. 14 Palestinians were arrested in and around al-Arroub refugee camp, Dar Salah, Qusin, Rujeib, Beita, Abu Dis, and Jenin. In East Jerusalem, Israeli forces demolished 1 warehouse, 1 barrack, and 1 fence in Sur Baher. 1 Palestinian family started demolishing their own home in Beit Safafa and 1 Palestinian family started demolishing their own home in Sheikh Jarrah. The Israeli government and settlers in the settlement outpost Evyatar agreed to a compromise where the settlers would leave the outpost in exchange for Israel establishing a military post there, re-examine if Israel can legalize the outpost allowing the Israeli settlers to return, while leaving all structures intact. Palestinians from nearby Beita and Yatma have protested near the settlement outpost on a near-daily basis since it was established on 5/3. The Palestinian owners of the land had petitioned the Israeli attorney general not to allow the compromise deal between the Israeli government and the settlers. The PA justice minister Mohammed al-Shalaldeh said the medical report about the death of Nizar Banat on 6/24 confirmed that he was subject to physical violence before his death. Banat died shortly after being arrested by PA security forces at his home; he was said to have been beaten by the forces with metal rods. Banat’s family called his death an assassination by the PA forces in order to quell his critique of the PA government. (AJ 7/1)

The UN high commissioner for human rights Michelle Bachelet criticized the violent PA response to Palestinian protests since the killing of Nizar Banat on 6/24. Commissioner Bachelet urged the PA to ensure the safety of protesters after they had been beaten with batons and PA forces in civilian clothing had attacked them. (HA 7/1)

In the West Bank, Israeli settlers vandalized 30 olive trees in Jalud. Israeli forces demolished 1 Palestinian-owned home under construction in Bruqin, delivered stop-work orders for 2 houses in Kisan, and delivered demolition orders for 25 houses in al-Sawiyeh. 17 Palestinians were arrested during raids in and around Jalazun refugee camp, Kafr Ni‘ma, Bil‘in, Nablus, Rujeib, Bayt Dajan, Jenin refugee camp, Dheisheh refugee camp, and Hebron; 2 were injured during the raids in Jenin refugee camp. Israeli forces violently dispersed Palestinian protesters in Beita. PA forces violently dispersed Palestinian demonstrators in Ramallah and Hebron protesting the killing of PA critic Nizar Banat on 6/24, causing tear-gas related injuries and arresting several people. Israeli forces arrested 2 Palestinians, including 1 during a late-night raid in Jenin and 1 traveling in his car in Bir Nabala. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

In the West Bank, Israeli settlers attacked 1 Palestinian working on rehabilitating a road east of Yatta and damaged the excavator he was using. Israeli forces delivered demolition notices for 20 residential structures in Rujeib, a house under construction, and an agricultural shack in Battir. Israeli forces also seized a mobile home in Khallet al-Nahleh, south of Bethlehem. Elsewhere, Israeli forces shot and injured 1 Palestinian who tried to enter Israel through a hole in the separation wall near ‘Anin before arresting him. 13 Palestinians were arrested during late-night raids in and around Jenin, Jenin refugee camp, Rummana, Tulkarm, and Qarawat Bani Hassan. In East Jerusalem, 44 Israeli settlers toured the Haram al-Sharif compound. Israeli settlers led by Israeli MKs from HaTzionut HaDatit (The Religious Zionist) party Bezalel Smotrich and Orit Strock harassed Palestinian residents under eviction threat in Shaykh Jarrah. 1 Palestinian family demolished their own home in Issawiyya. 5 Palestinians were arrested during late-night raids in Silwan. After meeting in a Hamas office, various political and military factions in Gaza issued a warning to Israel to ease the blockade. The factions said that if Israel does not comply, they would allow the launching of incendiary balloons and protests by the Gaza fence. (AJ, MEMO 6/23)

Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Israeli defense minister Benny Gantz ordered 10 reserve border police companies to cities in Israel where violence has been rising. Several Israeli media outlets also reported that Israeli military officials were preparing to approve plans for a ground invasion of Gaza. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. The Biden administration also notified Congress that it will be sending $10 million to Palestinian groups in the West Bank and Gaza to support exchange and reconciliation projects with Israelis. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . .
