The United Nations Interim Force in Lebanon (UNIFIL) reported that its troops had broken up a standoff near the Lebanese-Israeli border. 11 members of U.S. congress issued a statement expressing concern about reports that Israeli prime minister Benjamin Netanyahu and his former political rival Benny Gantz had agreed to a unity government partly based on annexation of parts of the West Bank. PA president Mahmoud Abbas issued a decree extending the state of emergency for another 30 days. The PA also introduced new measures to curb the spread of the COVID-19 virus, including restricting movement in West Bank cities between 10 a.m. and 5 p.m. and forcing shops to close after 5 p.m. The extended state of emergency and new measures were introduced as 171 Palestinians had tested positive for COVID-19. In a letter to the U.S. State Department, 6 senators from the Democratic Party urged the Trump administration to release the funds allocated to humanitarian aid for Palestinians by U.S. congress to help curb the spread of the COVID-19 virus. Congress had allocated $75 million in aid to Palestinians for the 2020 fiscal year. The 6 senators who signed the letter were Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), Sherrod Brown (D-OH), Patrick Leahy (D-VT), Tom Udall (D-NM), Tom Carper (D-DE), Jeff Merkley (D-OR), and Bernie Sanders (D-VT). Israeli authorities alleged that the men had thrown stones at Israeli settler vehicles. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital. In the West Bank, the governor of Bethlehem ordered a lockdown on the Bethlehem district to combat the spread of the COVID-19 virus as 19 confirmed cases had been discovered in Bethlehem. On 3/6, the city of Bethlehem was sealed off. Israeli settlers threw stones at Palestinian-owned houses in Madama, leading to confrontations with Palestinians; tear-gas related injuries occurred when Israeli forces intervened. A similar incident occurred hours later when settlers from the same settlement threw stones at Palestinian houses in Burin. In the West Bank, Israeli settlers fenced off a 12-dunam (3 acres) plot of Palestinian-owned land in Bayt Umar. Israeli forces razed 5 dunams (1.2 acres) of Palestinian-owned land west of Bethlehem. 3 Palestinian families were issued stop-work orders for construction on their homes near Qalqilya. Some 50 Israeli settlers with Israeli force escort toured an archeological site in Sabastiyya. 10 Palestinians were arrested during late-night raids in and around Tulkarm, Awarta, Dura, Ramallah, Madama, and Jalazun refugee camp. During a raid in Salfit, Israeli forces confiscated 50,800 NIS ($14,000) from 3 different families. In East Jerusalem, Israeli forces demolished part of a Palestinian-owned home in Jabal Mukabir. 10 Palestinians were arrested during late-night raids in Issawiyya and Silwan. In the West Bank, Israeli forces sealed off an entrance to al-Jaba‘ and closed an agricultural road south of Hebron. Israeli forces delivered a stop-work order for 2 houses and a demolition notice for another house in Nahalin. Israeli forces also razed land in the villages of Qusra and Jurish. Elsewhere, Israeli forces demolished 1 floor of a 2-story Palestinian-owned house in Hizma. 3 Palestinians were arrested during raids in and around Jericho and Bethlehem. In East Jerusalem, 3 Palestinians were arrested during a raid in Issawiyya. For the 2d day in a row, Israeli forces injured a Palestinian minor in Issawiyya: a 10-year-old boy was shot by a rubber-coated bullet while standing on his balcony. In the West Bank, some 190 Palestinians were injured by Israeli forces as they were protesting Israeli settler incursions in Beita, including at least 1 by live ammunition, 53 by rubber-coated bullets, and other by tear gas inhalation; 2 Israeli soldiers were lightly wounded by stone throwers. Israeli forces also injured 6 Palestinians using rubber-coated bullets and tear gas during the weekly anti-settlement protest in Kafr Qaddum. Israeli settlers raided Huwwara, leading to confrontations with local Palestinians; some 20 vehicles were damaged and several stores had their windows broken. Israeli forces broke up the confrontation; however Israeli settlers returned to the village until the Israeli forces again removed them. 6 Palestinians were arrested, including 4 during late-night raids in and around Tulkarm, Qalandia, and Hebron; and 2 during a raid near Nablus. In East Jerusalem, 1 Palestinian family began demolishing their own home in Shu‘fat to avoid exorbitant Israeli demolition fees. Israeli forces and Palestinians also clashed in Shu‘fat refugee camp during a raid. 3 Palestinians were arrested, including 2 at a checkpoint and 1 during a house raid in Issawiyya. In Gaza, Israeli forces violently dispersed Palestinians protesting near Khuza‘a, leading to tear-gas related injuries. Israeli forces violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, leading to tear-gas related injuries. 7 Palestinians were arrested during raids in and around Halhul, Ramallah, Salfit, and Anata. Israeli settlers severely beat 1 Palestinian doctor visiting patients near Bethlehem. In East Jerusalem, 3 Palestinians were arrested during late-night raids in and around Silwan and Issawiyya. Israeli prime minister Benjamin Netanyahu announced that Israel will expand 2 settlements, Har Homa and Givat Hamatos, in East Jerusalem with 2,200 and 3,000 housing units respectively. Prime Minister Netanyahu also said that Israel would apply sovereignty to al-Ibrahimi Mosque. Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, Israeli forces handed demolition notices to a Palestinian family in Jenin and for several houses and animal barns in Fasayil in the Jordan Valley. Israeli forces also demolished a water irrigation pipeline in Bardala. 12 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Tulkarm, and Jericho. During the raid near Jericho, 2 Palestinians were injured and hospitalized after confrontations with Israeli forces. Israeli settlers threw stones at 1 Palestinian-owned vehicle near Nablus, causing damage. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in Bayt Hanina and a house under construction in Jabal Mukabir. Israeli prime minister Benjamin Netanyahu backtracked on his announcement that Israel would immediately start annexing the Jordan Valley following his meeting with U.S. president Donald Trump on 1/28. Prime Minister Netanyahu now said that Israel would start annexing the Jordan Valley after the Israeli elections on 3/2. Netanyahu’s decision to wait was reportedly made after pressure from U.S. senior advisor to the president Jared Kushner. (HA 2/4)
