Iran and China signed an agreement on military and economic cooperation estimated to be worth billions of dollars. Reports of the agreement stated that Iran will supply China with cheap oil for 25 years and China will make extensive infrastructure updates in Iran, and that the 2 countries will cooperate on the development of weapons. In the West Bank, 4 Israeli settlers attacked 1 Palestinian farmer working his land in al-Khadir; the man was later taken to a hospital for treatment of his injuries. Israeli forces raided Salfit, leading to tear-gas related injuries. 26 Palestinians were arrested during late-night raids in and around Bayt Kahal, Hebron, Dheisheh refugee camp, al-Mughayyir, Tell, and Nablus. In East Jerusalem, Israeli forces handed the former Grand Mufti of Jerusalem Shaykh Ekrima Sabri a notice banning him from traveling for 2 months. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water on Palestinian fishermen within 6 nautical miles west of Dayr al-Balah, causing damage to 1 boat, which sank; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Israel confiscated the PA foreign minister Riyad al-Maliki’s VIP travel permit upon his return to the West Bank because he had met with the ICC chief prosecutor Fatou Bensouda on 3/18. The PA foreign ministry called Israel’s decision an “attack against the State of Palestine.” The foreign minister of Luxembourg Jean Asselborn said his country deeply regretted the retaliatory action by Israel. In the West Bank, Israeli settlers destroyed a Palestinian-owned fence in Qaryut. Israeli forces shot and injured 2 Palestinians and arrested 1 other in Jalazun refugee camp near the Beit El settlement; Israeli forces claimed the 3 men were planning to throw Molotov cocktails at settler homes. Israeli forces also raided Bayt Dajan, leading to clashes; no injuries were reported. Elsewhere, Israeli forces demolished 3 agricultural structures in Bayt Ta‘mir. Israeli forces also seized some 100 Palestinian-owned sheep near Yatta, claiming they had entered a restricted area. Palestinian farmers were stuck in the “seam zone” for 3 hours waiting for Israeli forces to open a gate after they had tended their land, on the other side of the separation barrier from their homes near Salfit. 13 Palestinians were arrested during raids in and around Yatta, Bayt Umar, Birzeit, Tulkarm, Anabta, and Ya‘bad. 19 Democrats in the U.S. house of representatives sent a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines for all Palestinians in the occupied territories, citing international law. The letter was written by Mark Pocan (D-WI) and André Carson (D-IN). 5 senators wrote a similar letter to Secretary Blinken on 3/12. (HILL 3/15)

In the West Bank, Israeli prime minister Benjamin Netanyahu, accompanied by Israeli settlers, toured Susiya, closing off the town and surrounding area to Palestinians. Israeli authorities approved seizure of a tract of Palestinian-owned land in Husan and Nahalin for settlement expansion. Israeli forces shot and injured 1 Palestinian during a raid in Hizma. Israeli forces also assaulted 1 Palestinian in Kafr Haris; Israeli forces said they thought the man intended to stab someone in a nearby settlement but did not arrest him after talking to his employer who confirmed he was waiting to get picked up. Elsewhere, Israeli forces raided Qaryut, leading to tear-gas related injuries and 1 Palestinian Red Crescent vehicle was vandalized by Israeli forces. 11 Palestinians were arrested, including 10 during raids in and around Yatta, Bayt Umar, Tuqu‘, Marda, and Hizma; 1 was arrested at a checkpoint south of Jenin. Kosovo opened its embassy to Israel in Jerusalem. Kosovo promised to open an embassy in Jerusalem as part of a normalization agreement between the U.S., Israel, and Kosovo on 9/4/2020, where the latter received financial incentives and recognition of the country. In the West Bank, Israeli settlers masked and armed with clubs attacked a Palestinian family of 10, including 8 children, as they were working their land south of Hebron; the 2 parents were evacuated to a hospital in Hebron; the settlers also vandalized the family’s vehicle. B’Tselem circulated a video of the incident; the family later said that it had filmed the whole incident because Israeli authorities had said it needed proof that settlers were frequently trespassing on their property. Israeli settlers also threw stones at Palestinian homes near Yatta. Elsewhere, Israeli settlers raided Burin, throwing stones at Palestinian homes; when Palestinians confronted the settlers, Israeli forces intervened, injuring 1 Palestinian with live ammunition and others with tear gas. Israeli forces also demolished Palestinian-owned shops near Nablus, leading to confrontations with Palestinians, and delivered a demolition notice for a house under construction in Wadi Hummus in Area B. 9 Palestinians were arrested during raids in and around al-Khadir, Bayt Fajjar, Aida refugee camp, Jenin, and Qalqilya. In East Jerusalem, 66 Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested the former Mufti of Jerusalem Shaykh Ikrima Sabri at his home. Mohammad Dahlan, a political rival of PA president Mahmoud Abbas, said the UAE would send another 40,000 doses of the Sputnik V vaccine to Gaza. The UAE had previously sent 20,000 doses to Gaza in February. Dahlan, who is an advisor to the UAE crown price Mohammed bin Zayed, said the vaccines would arrive on 3/11. (TOI, TOI 3/10)

An investigation by the Fake Reporter project showed that many of the 5,000 followers of Israeli prime minister Benjamin Netanyahu’s Arabic language Facebook page were fake. On 2/1, Prime Minister Netanyahu launched an Arabic language Facebook page as part of his push to convince parts of the Palestinian-Israeli population to vote for him in the upcoming Israeli elections, but some 20% of the surveyed followers were reported to be fake. In the West Bank, 5 Palestinians were arrested during raids in and around Qalandia refugee camp, Hizma, Dahariyya, and Jenin. Off the coast of Gaza, 3 Palestinian fishermen were killed in an explosion northwest of Khan Yunis; there were conflicting narratives about how the explosion happened with reports of an Israeli naval attack and of a missile fired from Gaza. Israel denied responsibility and the interior ministry in Gaza said it would investigate the incident; the investigation concluded on 3/11 with the government saying an Israeli drone laden with explosive was caught in a fishermen’s net, killing the 3 fishermen. the Al Mezan Center for Human Rights had claimed that it was a militant faction from Gaza who was responsible. Israeli naval forces had earlier in the day opened fire at Palestinian fishermen within 3 nautical miles west of Gaza city, causing damage to 1 boat. 1 Palestinian man was sentenced to 2 years in prison, based on a plea bargain, by an Israeli military judge for not preventing an attack on an Israeli settler and for being a member of the PFLP. In the sentencing, the judge said a plea bargain had been reached, reducing the sentence because several Palestinians had been tortured during the interrogation related to the case. According to Axios, PA civil affairs minister Hussein al-Sheikh sent a letter to the U.S. deputy assistant secretary of state for Israel-Palestine Hady Amr asking for U.S. support in the upcoming Palestinian elections and saying that Hamas has committed itself to nonviolence and the PLO parameters for a 2-state solution. Hamas has yet to publicly confirm Civil Affairs Minister al-Sheikh’s statement. (AX 3/10)

PA foreign minister Riyad al-Maliki said he will travel to the Hague to meet with ICC officials to discuss the investigations into possible war crimes committed by Israel. (WAFA 3/7)

Meretz (Vigor) leader Nitzan Horowitz said that Israeli prime minister Benjamin Netanyahu and Israeli settlers were responsible for the ICC investigation, drawing ire from the Israeli right. Several right-wing leaders said they would not sit in a coalition with Meretz based on those statements. Horowitz said the ICC investigation was a result of “unbridled settlement” and Israeli refusal to engage in negotiations with Palestinians. (HA, HA 3/7)

Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. As the Lebanese pound reach a new record low amidst the country’s economic crisis, protests began in several places throughout the country, with road closures and burning tires. (AJ 3/2)

In the West Bank, Israeli forces seized 2 Palestinian-owned tractors in Bidya. 2 Palestinians were arrested at the Qalandia and Huwwara checkpoints In Gaza, 2 Palestinian minors were hospitalized after Israeli naval forces opened fire at them while on a beach near Rafah. Israeli naval forces also opened fire at Palestinian fishermen some 6 nautical miles northwest of Rafah and 3 nautical miles west of Bayt Lahiya; no injuries were reported. All checkpoints to Gaza and the West Bank were closed by Israel for the Purim holiday. Closures are expected to last until the evening of 2/28. (HA 2/25)

The PA announced new COVID-19 restriction measures, including nighttime curfews starting at 7 p.m. and the closure of kindergartens and schools. PA prime minister Mohammed Shtayyeh also complained that restrictions on movement between districts were not being followed. The new restrictions were imposed as the PA health ministry has found that the British and South African COVID-19 mutations were more prevalent in the West Bank than previously thought. Both mutations spread the virus faster and cause more severe illness, including in children. As the new restrictions were announced, the PA health ministry said that the intensive care units in the West Bank were at 95 percent occupancy. A total of 2,236 Palestinians have died of the COVID-19 virus in the West Bank, including East Jerusalem, and Gaza since the beginning of the outbreak. (AJ, HA, WAFA, WAFA 2/27)

The protesters are demanding Prime Minister Netanyahu’s resignation for the government’s handling of the Israeli economy, his corruption cases, and the COVID-19 crisis. (HA 2/27)

In the West Bank, Israeli settlers stormed Kafr Haris, closing the area to Palestinians. Israeli settlers also uprooted 20 olive saplings in Kisan. Elsewhere, Israeli settlers and Israeli forces forced 4 families of Palestinian-Israelis picnicking near Jibiya to leave the area saying they were not allowed to be in the area; 1 of the settlers Zvi Bar Yosef has been filmed harassing Palestinians in the area before. Israeli settlers also hid metal rods in a road in Kafr Malik puncturing the wheels of a tractor. Israeli forces shot and injured 1 Palestinian minor with live ammunition near Ramallah. Israeli forces also violently dispersed protesters in Kafr Qaddum, Hebron, Bayt Dajan, and Dayr Jarir, leading to tear-gas related injuries; 1 Palestinian minor was taken to a hospital after being hit with a rubber-coated bullet during the protest in Kafr Qaddum. 2 Palestinians were arrested while riding a motorcycle in Ya‘bad. In East Jerusalem, Israeli forces seized tents sheltering a family who’s house was demolished on 2/21 in Issawiyya. 3 Palestinians were arrested in Silwan and al-Tur. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. At the confirmation hearing for Antony Blinken, U.S. president-elect Joe Biden’s pick for secretary of state, Blinken said he supported the normalization deals made between the U.S., Israel, and Morocco, and Sudan, Bahrain, and the UAE. The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020.
