In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, Israeli settlers stole 18 residential tents in Beit Furik. Israeli forces razed land planted with 210 olive and almond trees in Birin. 11 Palestinians were arrested during late-night raids in Ramallah, Nablus, and Bethlehem. Medical Aid for Palestinians said it will provide the Palestine Red Crescent Society (PRCS) helmets and bulletproof vests worth $24,000 to help protect medical workers in the West Bank. PRCS said medical teams had been put in danger by Israeli forces on 193 separate occasions in the first half of 2023, an increase of 310% compared to the same period in 2022. Israeli defense minister Yoav Gallant signed an order to place 3 Israeli settlers in administrative detention for attacks on Palestinians in Umm Safa and al-Lubban ash-Sharqiya in June. (HA 7/18)

The U.S. House of Representatives passed a resolution declaring that “the State of Israel is not a racist or apartheid state” by 412 votes to 9. Representatives Ilhan Omar (D-MN), Summer Lee (D-PA), Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Andre Carson (D-IN), Cori Bush (D-MO), Ayanna Pressley (D-MA), and Delia Ramirez (D-IL) voted against. U.S. president Joe Biden met with Israeli president Isaac Herzog at the White House. After the meeting, Biden told New York Times columnist Tom Friedman that he urged Israeli leaders to stop the judicial overhaul and not pass reforms without a broad consensus. 60 prominent human rights and press freedom organizations signed a letter addressed to the U.S. Congress urging representatives to pass the Justice for Shireen Act, which would require the U.S. government to investigate the Israeli killing of Shireen Abu Akleh. (AJ, MEE 7/18; WAFA 7/19)

The U.S. Department of Commerce added the Israel-owned Intellexa and Cytrox spyware companies to its blacklist of companies acting against U.S. interests. The list already includes NSO Group and Candiru. (HA, MEE, NYT 7/18)

In the West Bank, Israeli settlers let their sheep graze on wheat and barley crops and set up a tent on Palestinian-owned land near al-Tuba in the Masafer Yatta area. Israeli forces uprooted olive, almond, and grape trees in Husan and assaulted 2 Palestinians trying to fend the soldiers off. Israeli forces also shot and injured 1 Palestinian minor during a raid in ‘Azzun. Elsewhere, Israeli forces demolished homes, agricultural structures, and water tanks in Sawahira al-Sharqiya. 13 Palestinians were arrested during late-night raids in Fawwar refugee camp, Beit Kahil, Beit Umar, Birzeit, al-Jalamah, Jalbun, Qalandia refugee camp, Aqabat Jaber refugee camp, and Ein as-Sultan. 1 Palestinian was shot and injured with live ammunition and others suffered tear-gas related injuries during the raid in Fawwar refugee camp. 1 Palestinian was also injured with live ammunition during the raid in Ein as-Sultan. The National Council of Arab Mayors in Israel staged a protest outside of Prime Minister Benjamin Netanyahu’s office, calling on the government to tackle organized crime in Palestinian communities in Israel as the murder rate continued to soar. (HA 7/17)

Israeli state-owned channel Kan 11 reported that the Israeli government will approve the transfer of $36 million earmarked for Palestinian communities in Israel to funding for married yeshiva students. The $36 million was budgeted to improve infrastructure and education in Palestinian majority towns during the Lapid-Bennett government. (HA, HA 7/19) 

United Torah Judaism MK Yakov Asher presented a bill to the Knesset Interior and Environment Committee that would allow the transfer of tax revenue from industrial zones in Israel to West Bank settlements. (HA 7/17)

U.S. president Joe Biden spoke with Israeli prime minister Benjamin Netanyahu in a phone call, inviting Netanyahu to meet him in the U.S. later in 2023. National Security Council spokesperson John Kirby said Biden “stressed the need to take measures to maintain the viability of a two-state solution.” It was reported that Netanyahu promised not to advance more settlement construction until the end of 2023, a promise Netanyahu’s office denied in Israeli media. Israel said that it has recognized Morocco’s sovereignty over Western Sahara, a part of Israel and Morocco’s normalization deal. Morocco said Israel is considering opening a consulate in Dakhla. In the West Bank, Israeli settlers attacked Palestinians in Thulth, injuring 4. Israeli settlers also seized the roof of a Palestinian-owned building in the Tel Rumeideh area of Hebron. Israeli forces began work on a settler road near Kafr ad-Dik. 15 Palestinians were arrested during late-night raids in Tubas, Bethlehem, Ramallah, and Hebron. PA forces arrested Palestinian journalist Aqil Awawdeh in Ramallah. In East Jerusalem, Israeli settlers vandalized several vehicles in Silwan, smashing windshields. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Peace Now reported that the Israeli government had advanced construction of 12,855 settlement housing units in the West Bank since the beginning of 2023, marking the highest number since Peace Now started tracking settlement advancement in 2012. 9,805 settler units were approved for deposit and 3,500 for validation. In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. Israeli settlers also toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Shu’fat refugee camp. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 and causing damage. Israeli settlers also vandalized citrus and almond trees and other property near Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian man after he shot and killed an Israeli soldier near the Kedumim settlement, west of Jit. Hamas claimed responsibility for the killing of the soldier, citing Israel’s massive attack on Jenin on 7/3 and 7/4. Israeli forces also razed a road and seized a tent and a vehicle near Duma. Elsewhere, Israeli forces opened fire at a Palestinian vehicle traveling near Haris, causing damage. Israeli forces also demolished 2 residential structures in Wadi Abu Hindi, displacing 13 Palestinians. 7 Palestinians were arrested during late-night raids in Ramallah, Kafr Ni’ma, Silat ad-Dhahr, Tura, Yatta, and Qalqilya. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Silwan and al-Eizariya. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. The Jenin Brigades issued a statement saying “[i]t is heart-breaking that we are being fatally stabbed in the back by our own people, the PA security services, which committed an act on Tuesday that no fighter or defender of this land would accept,” referring to a PA arrest of 2 Palestinians who were wanted by Israel. The UAE said it would donate $15 million to UNRWA and Algeria said it would donate $30 million to the PA to help rebuilt Jenin refugee camp after the 2-day long Israeli invasion of the camp on 7/4 and 7/5, which caused wide-spread damage to Palestinian property. (ALM, AP, HA, WAFA 7/6; HA, NA 7/8)

In Lebanon, 2 rockets were fired at Israel without causing damage and Israel subsequently fired 15 artillery shells at Kfarchouba. (AJ, ALM, AP, HA, MEE, REU 7/6)

New Hampshire governor Chris Sununu signed an anti-BDS executive order barring the state from investing in companies that boycott Israel. The executive order was signed at a ceremony attended by Israeli ambassador to the UN Gilad Erdan. (MDW, MEE 7/7)

In the West Bank, 1 Israeli police vehicle was shot at in Nablus, no injuries were reported. Israeli settlers set fire to olive trees in Burin. Israeli settlers also set fire to olive trees and haybales in Bayt Dajan. Israeli forces issued stop-work orders for 6 Palestinian homes in Umm Lafsa in the Masafer Yatta area. 10 Palestinians were arrested, including 7 during late-night raids in Biddu, Nablus, Bethlehem, and 3 at a checkpoint near Hebron. 5 rockets were fired at Israel from Gaza in response to the large-scale Israeli attack on Jenin on 7/3 and 7/4; all were intercepted. Palestinians at a funeral procession for some of those killed during the Israeli attack on Jenin refugee camp on 7/3 and 7/4 forced 3 PA officials to leave over the PA’s inaction in protecting Palestinians in the camp from the Israeli soldiers. Israeli-Russian academic Elizabeth Tsurkov was reported to have been kidnapped, allegedly by Kata’ib Hezbollah in Baghdad in March. The Iraqi government said on 7/7 that it had opened an investigation into the kidnapping. (AJ, ALM, AP 7/5; REU 7/6; AP, HA, HA, MEE 7/7)

In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. Israeli settlers also vandalized a Palestinian home in Burqa, causing damage. In East Jerusalem, 1 Palestinian family was forced to demolish parts of their home in Jabel Mukaber. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. U.S. secretary of state Antony Blinken told Israeli foreign minister Eli Cohen that the U.S. was concerned with the rise in violence in the West Bank. The 2 also discussed potential normalization deals. (REU 6/27; HA, MEE 6/28)

In a statement, the UN Security Council urged Israel and the PA to avoid actions that could inflame tensions in the West Bank. PA ambassador to the UN Riyad Mansour called on council members to protect Palestinians from settler violence. (WAFA 6/27; AJ, HA 6/28)

In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, Israeli settlers set up 6 mobile homes on Palestinian-owned land in al-Lubban ash-Sharqiya, creating a new settlement outpost. It was reported Israeli forces leveled land in preparation for the settlers to create the outpost. Israeli settlers also set up caravans near Mukhmas. Elsewhere, Israeli settlers also raided ‘Urif, setting fire to homes and a mosque and vandalizing the electric panel supplying the town, cutting power for hours. Security footage also showed the settlers tearing apart a Quran outside of the mosque. Israeli settlers also threw stones at Palestinian vehicles near Nahalin, Yasuf, and Ras Karkar. Meanwhile, Israeli settlers with a military escort also attacked Palestinians in Jalud, injuring 1 Palestinian with live ammunition and others with stones. Israeli settlers also raided Sinjil and Umm Safa before being repelled by Palestinians. Separately, Israeli settlers attacked Palestinians in Khirbet Tuba in the Masafer Yatta area, causing bruises and damage to property. Israeli forces raided Nablus, punitively demolishing the family home of 1 Palestinian man who allegedly took part in the killing of an Israeli soldier in October 2022; 33 Palestinians were injured by tear gas. Israeli forces also shot and injured 1 Palestinian during a raid in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 4 residential structures in al-Maleh. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. It was unclear if the Palestinian casualty was killed by settlers or Israeli forces during the raid. Israeli settlers also raided al-Mazra’a al-Gharbiya, vandalizing Palestinian property. Elsewhere, Israeli settlers vandalized farmland, a junkyard, a car wash, vehicles, and a gas station in al-Lubban ash-Sharqiya. Israeli settlers also raided Kafr ad-Dik, vandalizing homes and vehicles. Meanwhile, Israeli settlers vandalized 3 agricultural structures and 25 lemon and fig trees in Burqa. Israeli settlers also set fire to farmland in Husan. Israeli forces assassinated 3 Palestinians, including 1 minor, in a drone strike on a vehicle in Jalama. The Jenin Brigades said 2 of the Palestinians were members of Islamic Jihad and 1 was a member of Fatah. It was the first time since 2006 that Israel used drones to attack Palestinians in the West Bank. Israeli forces also raided ‘Urif, arresting 5 and taking measurements for punitive demolitions of 2 homes. In the West Bank, Israeli settlers uprooted 20 olive tree saplings and stole a water tank in Umm Safa. Israeli forces raided Jenin, killing 7 Palestinians, including 2 minors, and injuring 91. 7 Israeli soldiers were injured by an IED; an Israeli combat helicopter subsequently fired on Palestinians while the wounded soldiers were extracted from Jenin. It was the first time since the Second Intifada that combat helicopters were deployed in the West Bank. Among the Palestinian wounded were a clearly marked journalist and a Palestinian minor who was struck by gunfire while at her home. 2 Palestinians were arrested. 7 Israeli vehicles were damaged and left in Jenin. The Palestinian Red Crescent said Israeli forces had fired live ammunition at 4 Palestinian ambulances during the raid. The PA called the incident a “recurring massacre.” Israeli forces also shot and killed 1 Palestinian and injured 2 others with live ammunition during a raid in Husan. Elsewhere, Israeli forces opened fire at a Palestinian vehicle near Tura, injuring 2 who had allegedly rammed 1 Israeli soldier. The bill, which would prevent local councils and universities from boycotting Israel and companies that trade with Israel, will have to pass 5 stages to become law. The European Commission’s Trade Department issued new guidelines forcing importers to declare if products are made in Israeli settlements in the West Bank, East Jerusalem, or the Golan Heights. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. It was reported that the Hamas and Islamic Jihad leadership were invited to Egypt to discuss Egyptian president Abdel Fattah El Sisi’s plan to develop Gaza, including increasing Egyptian electricity supply, rebuilding infrastructure, building a port, and developing a gas field. U.S. secretary of state Antony Blinken spoke at the annual AIPAC conference in Washington D.C., saying that the Biden administration is committed to normalizing relations between Israel and Saudi Arabia, but that such a deal is “not a substitute for progress between Israelis and Palestinians.” Blinken will travel to Saudi Arabia in the coming days to promote a normalization deal. Haaretz reported that Israel is allowing 6 settlement outposts to operate in the part of Masafer Yatta that Israel has designated a firing zone and where the Palestinian residents will be forcefully expelled. 3 of the outposts were built after the High Court of Justice ruling in May 2022 allowing the Israeli government to expel the more than 1,000 Palestinians. UNRWA commissioner-general Phillippe Lazzarini said that his agency only had secured $107 million in new contributions of the $300 million needed during a donor conference. UNRWA did not say who had provided the new funds. Lazzarini said before the conference that UNRWA needs $150 million to keep its services running until the end of 2023, $50 million to start 2024 without liabilities, $75 million to keep food programs in Gaza running and $30 million for cash distributions in Syria and Lebanon. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. The Israeli state prosecutor announced that it will oppose granting Palestinian prisoner Walid Daqqa parole ahead of a hearing on 5/24. Daqqa, who was convicted for killing an Israeli soldier in 1986, is terminally ill with bone marrow cancer. He was set to be released this year, but 2 years were added to his sentence in 2017 for allegedly smuggling cell phones. Daqqa was moved to a hospital for treatment on the same day as the prosecutor made its announcement. The hearing was postponed from 5/24 to 5/31 due to Daqqa’s treatment. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. Israeli officials claimed that Hamas had not been an active participant in the alleged firing of more than 1,000 rockets at Israel, 865 of which were said to have crossed into Israel from Gaza. Israeli national security minister Itamar Ben-Gvir publicly complained that the Israeli response to the rockets fired at Israel after the death of Khader Adnan on 5/2 was too “lenient.” Prime Minister Benjamin Netanyahu subsequently issued a statement saying that Ben-Gvir can leave the government if he does not accept the decisions made. U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. UNSCO proposed that a policy change that would include “addressing the continuing drivers of conflict and instability;” “strengthening Palestinian institutions and addressing the challenge of Palestinian governance;” “improving access, movement, and trade and thereby creating space for the Palestinian economy to grow;” and “better aligning the framework of economic and administrative relationships with the economic transformations of the past decades.” (WAFA 5/2; UNSCO 5/3)

Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In the West Bank, Israeli forces shot and killed 1 Palestinian and injured 4 others during a raid in Aqabat Jaber refugee camp, including at least 2 who were fleeing the Israeli soldiers. Elsewhere, Israeli forces raided Deir Abu Mash‘al and al-Walaja, causing tear-gas related injuries. An Israeli official told the Times of Israel that Israel will lower the fuel transfer fee from 3% to 1.5%, increase the fees transferred to the PA for crossings at the Allenby Bridge, and expand the list of tax-free imports to the PA.
