In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. The Palestine Liberation Organization (PLO) releases a statement condemning the “nation-state” bill that Israel’s cabinet passed on 11/23. PA Pres. Abbas and Israeli pres. Reuven Rivlin separately denounce the bill. (TOI, WAFA, YA 11/25; GDN 11/26)

The Palestinian prisoner’s club at Rimon prison declares a state of emergency after clashes on 11/24 and increasing restrictions in the prison. (PNN 11/25)

Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. Lapid says that a cabinet vote would be required for a transfer of this magnitude. (HA 11/25; IMEMC 11/26)

In the West Bank, IDF troops shoot and kill a 14-year-old Palestinian during a weekly protest in Silwad nr. Ramallah. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. In East Jerusalem, Israeli authorities deny men under 40 entry to Haram al-Sharif. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. In the Gaza Strip, IDF troops conduct a limited incursion along the border fence nr. Khan Yunis to level land, before withdrawing. In the West Bank, the IDF opens fire on Palestinians protesting the arrival of 1,400 Jewish worshippers at Joseph’s Tomb in Nablus, injuring 7. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm in the afternoon; patrols in 1 village nr. Jenin in the morning, and in 1 village nr. Jenin at night. PA Pres. Mahmud Abbas meets with EU foreign policy chief Catherine Ashton in Paris, as well as French pres. Francois Hollande, discussing with both the peace process. (WAFA 9/12)

U.S. Secy. of State Kerry meets Russian FM Sergey Lavrov in Geneva to discuss Moscow’s proposal of securing and destroying Syria’s chemical weapons stockpile, talks that were described by Kerry afterward as “constructive.” Israeli Strategic Affairs Minister Yuval Steinitz expresses cautious support for the plan, speaking to Israeli media. Meanwhile, 3 stray mortar shells land in the Israeli-occupied Golan Heights, causing no damage or injuries. (AFP, AP, JP, REU 9/12)

Egyptian interim pres. Adly Mansour extends a nationwide state of emergency for a further 2 mos. On the Rafah border, 2 Egyptian army tanks cross the initial border fence on the Egyptian side for the 1st time. Iranian Amb. to the IAEA Reza Najafi says that Tehran will cooperate with the agency to “overcome existing issues once and for all,” speaking at his 1st board meeting. Distinct from the P5+1 (permanent mbrs. of the UNSC plus Germany) talks, the IAEA has held 10 rounds of talks since early 2012 to resume inspections into suspected weapon research. (REU 9/12)

In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)

Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. Nearly 100 senior Fatah security and admin. officials flee Gaza for Egypt by boat (Egypt has already returned the 40 PA presidential guards who fled on 6/13). At the same time, the IDF occupies hills outside Bayt Lahiya to prevent rocket fire into Israel. With Gaza under almost complete Hamas control, Abbas declares a state of emergency, fires Haniyeh, and dissolves the national unity government. He also for the first time orders PA/Fatah forces to take offensive action against Hamas. Late in the evening, Hamas gains control of Abbas’s Gaza City offices, the only remaining Gaza institution still in the hands of Fatah/the PA. In the West Bank, PA forces under Abbas’s control begin rounding up 10s of Hamas mbrs. In and around Nablus and in Jenin, Tulkarm, masked AMB mbrs. raid offices affiliated with Hamas, Change and Reform, looting and sometimes setting fire to them, exchanging fire with Hamas mbrs., leaving at least 13 Palestinians injured. The AMB also abducts 5 Hamas mbrs. in Jenin. Meanwhile, Abbas’s national security adviser Muhammad Dahlan (the U.S. and Israel’s hope for restoring order to Gaza) returns from an extended stay in Egypt, where he underwent minor surgery, going to Ramallah instead of Gaza to confer with Abbas. Meanwhile, the IDF sends an undercover unit into Saida nr. Tulkarm, driving a car with Palestinian license plates, assassinating wanted AMB mbr. Muhammad Twair in a driveby shooting, also wounding 2 bystanders; sends patrols in Ithna nr. Hebron, Kafr Dan and Kafr Ra’i nr. Jenin, firing on residential areas and on stone-throwing youths who confront them, seriously wounding 1 Palestinian. Jewish settlers burn 10s of olive trees nr. Tulkarm; the IDF bars firefighters fr. reaching the scene. In Gaza, 5 Palestinian children (ages 10–15) are killed and 4 (ages 9–16) are wounded by IDF UXO nr. Shuka while collecting scrap metal; the 8 children are from 3 families: 2 Mansour boys are killed, 2 Hessi boys are killed, and 1 Barbakh boy is killed and 4 are wounded. Sharon authorizes the widening of the IDF’s campaign to include Hamas. Later 4 rockets fired fr. n. Gaza hit the Israeli town of Netiv Haasara, killing 1 Israeli woman, wounding 1; Hamas, the AMB each claim responsibility (the AMB for the fatal strike, which it says was in retaliation for the 7/10 assassination attempt); as many as 21 mortars and rockets are fired during the day, also damaging an IDF post. The IDF also continues operations in and around Tulkarm; launches arrest raids targeting Islamic Jihad nr. Bethlehem, in Abu Dis and Asira al-Qibliyya, and in and around Hebron. Abbas declares a state of emergency, placing PA security forces in Gaza on high alert and ordering them to prevent any fire on Israeli targets. PA police later fire on a car that fails to stop at a checkpoint in Bayt Lahiya, sparking a clash with Hamas gunmen in the car that leaves 5 Hamas mbrs., 3 policemen wounded; Hamas mbrs. later attack a PA police post, torch 2 police cars in retaliation. Abbas goes to Gaza to hold emergency talks with Hamas leaders regarding clashes in Bayt Lahiya. An Israeli wounded in the 7/12 bombing dies, bringing that toll to 5. Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.) The U.S. says that “we have repeatedly told the government of Syria that it is on the wrong side in the war on terror and that it must stop harboring terrorists.” Bush phones Sharon after the attack on Syria, expresses condolences on the 10/4 bombing, agrees with Sharon on “the need to continue fighting terrorism,” does not criticize Israel’s strike. In Cairo, Egyptian FM Musa, PA Planning M Nabil Shaath end 2 days of consultations on the peace process. Shaath also meets with Arab League secy. gen. Israeli Education M Yossi Katz, who handles Labor party relations with the PA, says Israel bears some responsibility for the Palestinian refugee problem, should allow 100,000 Palestinian refugees to return to areas inside the Green Line. Labor says it may remove Katz fr. his party posts because of his comments. PM Barak says no refugees will be allowed to return to Israel in a final settlement. The Israeli cabinet asks the Knesset to renew the state of emergency law for 6 mos. rather than 1 yr. as has been the case since the law was adopted in 1948. The 6-mo. extension would be the 1st legislative step toward abolishing the state of emergency, under which Israel may legally hold Arabs without charge or trial and confiscate civilian goods for military use. Arab World: At Tunis press conference, PLO Deputy Chairman Abu lyad says PLO opposes terrorist acts, individual and state-sponsored, following Karachi and Istanbul incidents (FJ 9/12). U.S. Assistant Secretary of State Murphy in Damascus for talks with Syrian President al-Asad; Asad stresses importance of international conference (MEI 9/14). Syria has ordered most of Abu Nidal's group in Damascus to leave, and detained 14 (including Abu Nidal's nephew 'Abd al-Karim al-Banna, who was released after two weeks following Libyan intervention), according to al-Ittihad (Abu Dhabi) (AFP 9/7).

Other Countries: Nonaligned movement conference in Hararends; accuses U.S. of ''state terrorism" in bombing of Libya; calls on U.S. to "end unprovoked aggression against Libyas well as military maneuvers in Gulf of Sidra (NYT 9/8).
