In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Luban al-Sharqiyya. Israeli settlers also raided several Palestinian hamlets in Masafer Yatta; no injuries were reported. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Jaba‘, leading to tear-gas related injuries. 1 Palestinian was arrested in Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Thousands of Israelis demonstrated against Israeli prime minister Benjamin Netanyahu near his official residence for the 30th Saturday in a row. The protesters are demanding that Netanyahu steps down due to the corruption cases against him, the Israeli economy, and his COVID-19 response. (HA 1/16)

Yesh Atid leader Yair Lapid said in an interview that he is ready to form a government supported by Palestinian-Israeli members of Knesset and that he wanted to do so after the last Israeli election but his then coalition partner, and now deputy prime minister and defense minister, Benny Gantz, refused. The U.S. designated the UAE and Bahrain as “major security partners,” tying the decision to the 2 countries’ normalization deals with Israel. (AJ, HA 1/16)

In the West Bank, Israeli forces seized 1 tractor south of Hebron. 17 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, Hebron, Ramallah, Jenin, Tulkarm, Salfit, and Shu‘fat refugee camp. In East Jerusalem, 1 Palestinian was arrested during a late-night raid. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis; no injuries were reported. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days as cases continued to rise in the West Bank. (WAFA 12/2)

The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The announcement came as the PA also said it received more than $1 billion from Israel, which had been withheld by Israel since February. (AJ, REU, WAFA, WAFA 12/2; ALM 12/3)

The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. The PA summoned the Czech Republic’s representative to Palestine to protest the decision, demanding it be reversed. (HA, REU 12/2; WAFA 12/3)

Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes 4 homes in 2 communities in the n. Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. Calling it the hardest decision of his life, Israeli Arab political leader Ahmad Tibi withdraws his candidacy for a Knesset seat, endorses Peres for PM--despite the closure on the self-rule areas, the 4/96 assault on Lebanon--in hopes of uniting Israeli Arab voters behind propeace candidates, against Netanyahu. In Washington, France, Israel, Lebanon, Syria, the U.S. continue talks on cease-fire monitoring comm. Lebanese FM Faris Buwayz says parties have agreed the comm. will be security/military, not political. In a move destined to change the Israeli political system, Knesset votes to allow direct election of prime minister beginning with first Knesset elections after the upcoming 6/23 vote [first scheduled elections after that would be in 1996]. The law also lowers number of votes needed to bring down government from 70 to 61, and gives Knesset authority to approve cabinet. (WP, MM 3/19)

State Dept. announced Bush administration has issued a proposal to Israel whereby U.S. would grant $10 billion in loan guarantees over six years providing that Israel restrict settlement activity to completing housing started before 1/1/92. $300 million would be provided immediately under the plan, but the rest would be contingent upon a settlement freeze. Announcement also indicated that the administration is calling for a freeze on settlements throughout 1967 territories, the first time that the administration has used language suggesting that it seeks to halt settlement activity in E. Jerusalem as well as in W. Bank and Gaza. (WP 3/19)
