The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Axios reports that U.S. secretary of state Antony Blinken has instructed the State Department to review and present policy options on U.S. and international recognition of a Palestinian state. A senior U.S. official tells Axios that some people in the Biden administration think that recognition of a Palestinian state should be the first step toward ending the Israeli occupation rather than the last. A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. Hamas issues a report titled “Our Narrative” explaining Operation Al-Aqsa Flood, calling it a “natural response” to the Israeli attempts to kill the Palestinian cause. Among the reasons given for the attack are the Israeli settlement campaign, the Judaization of the West Bank and Jerusalem, and the killing of thousands of Palestinian civilians since 2000. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian Americans and Arab American civil rights organizations filed a lawsuit against the U.S. government, stating that the government is endorsing discrimination against Palestinian Americans by admitting Israel into its Visa Waiver Program. American-Arab Anti-Discrimination Committee national executive director Abed Ayoub said the organization will hold the government “accountable for any actions that create separate classes of U.S. citizens.” The other plaintiffs were 3 Palestinian Americans and the organization Democracy for the Arab World Now. The plaintiffs argued that the U.S.-Israeli memorandum, which was kept secret, for the creation of the trial period “differentiate treatment to U.S. citizens who are ‘residents’ of the occupied West Bank, no including East Jerusalem; U.S. citizens who are residents of the occupied Gaza Strip; U.S. citizens who are registered on the [Palestinian Population Registry] but not residents in either the West Bank or Gaza Strip; and U.S. citizens who are not of Palestinian nationality.” Israeli foreign minister Eli Cohen announced that Israel had been admitted to the program on 9/25 2 days before the U.S. made an official announcement on 9/27. The Israeli Justice Ministry’s police misconduct unit indicted an Israeli soldier for shooting a 16-year-old Palestinian girl in the back with a baton round while she was in her yard in Sheikh Jarrah in 2021. PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, Palestinians set an Israeli settler vehicle on fire in Turmus ‘Ayya after an Israeli settler drove his car into the town. The settler was unharmed. Israeli settlers brought their livestock to graze on Palestinian crops in the Masafer Yatta area, causing damage. Israeli forces injured 112 Palestinians, including 109 by tear gas, during a raid in Beita. Israeli forces also raided Beit Furik, causing tear-gas related injuries. Elsewhere, Israeli forces raided Tulkarm refugee camp, injuring 4 Palestinians, including 2 by live ammunition and 2 who were rammed by a military jeep. Israeli forces also shot and wounded 1 Israeli settler, believing he was a Palestinian, outside of the Ma’ale Levona settlement. The Israeli cabinet approved a 5-year plan that will see $850 million invested in developing East Jerusalem, including in infrastructure, education, employment, and welfare. The cabinet also approved 2,000 new housing units for Palestinian residents. Hamas members in Israeli prisons warned they may go on strike in protest over harsher treatment by the Israel Prison Service, including increased use of solitary confinement. 50 rockets were fired from Gaza toward the sea in what Hamas called an equipment test but also a warning to Israeli authorities over the treatment of prisoners. The U.S. approved the sale of Israel’s Arrow-3 missile defense system to Germany. Worth $3.5 billion, it is Israel’s largest military deal. It was reported that days before the deal was announced German chancellor Olaf Scholz blocked a foreign ministry statement on the German assessment of the legality of the Israeli occupation that was seen as too pro-Palestinian. At a town hall event held by the U.S. Office of Palestinian Affairs to explain new polices related to Israel’s bid to become part of the U.S. Visa Waiver program, the chief of American Citizens Service at the U.S. embassy to Israel, Wilbur Zehr, referred to Israeli checkpoints as “pedestrian crossings.” Zehr said in response to questions that the new policies will not apply to U.S. citizens in Gaza until 9/15 and that separate rules apply for U.S. citizens living in the West Bank and U.S. citizens living in the West Bank but holding PA IDs, as the latter must enter Israel via checkpoints by foot. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa.
