PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. In an interview with the Jerusalem Post, Israeli prime minister Naftali Bennett reiterated his opposition to a Palestinian state, saying, “I think it would be a terrible mistake to create a Palestinian diplomatic entity in our land.” Prime Minister Bennett said he would not prevent his ministers from meeting with Palestinian representatives, as long as they did not talk diplomacy. Bennett also said that he had rejected U.S. pressure to reopen the U.S. consulate to Palestinians in Jerusalem. The PA condemned Bennett for rejecting negotiations with the PA. In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Greek Orthodox Patriarch of Jerusalem Theophilos III said that the Christian community’s “presence in Jerusalem is under threat,” in a piece published by The Times. Palestinian activist Ramy Shaath arrived in Paris after being deported by Egypt as he was released from Egyptian prison. Shaath, the son for former PA foreign minister Nabil Shaath, was arrested in June 2019 on charges related to his alleged ties to the Muslim Brotherhood. The Palestinian Central Elections Committee (CEC) said 89% of eligible voters had registered for the 2d phase of local elections, which will be held in cities and larger towns on 3/26. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. In the West Bank, Israeli settlers uprooted some 50 olive saplings in Kafr ad-Dik. A contractor working for the Israeli military intentionally rammed a 75-year-old Palestinian man, who was said to be in critical condition; the man was standing in front of a tow truck to prevent it from seizing cars from his village Umm al-Khair, when the truck driver plowed into him. Israeli soldiers at the scene did not assist the man after he was hit and instead left the area with the cars. Israel said that stones had been thrown at the truck leading up to the incident and that the driver had been hit by 1 of the stones. The man succumbed to his injuries on 1/17. 5 Palestinians were arrested during late-night raids in Burqa, Beita, and Abu Dis. During discussions of the legislation, Walid Taha of the United Arab List gave a speech in Arabic, angering members of the Likud party and leading Abbas to ask Taha to continue in Hebrew. 1 Jewish Israeli man was sentenced to 1 year in prison for partaking in a mob attack in Bat Yam that in May 2021 caused serious injury to 1 Palestinian man. Haaretz reported that, due to a technical error, the Israeli state archive had revealed censored material from the Israeli cabinet meeting during the Nakba in the summer of 1948. Amongst the information accidentally released was agricultural minister Aharon Zisling’s statement to other high-level Israeli leaders that he “can forgive instances of rape” by Jewish militants against Palestinian women, which he considered less severe than stealing from Jews. In another instance, Israel’s prime minister David Ben-Gurion told the cabinet that he is against “wholesale demolition of villages . . . but there are places that constituted a great danger and constitute a great danger, and we must wipe them out. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Municipal elections were held for representatives in 154 village councils in Area C of the West Bank. Some 400,000 Palestinians were eligible to vote in the elections. There were no elections held in Gaza, as Hamas boycotted the elections. A Hamas spokesperson said that Hamas refuses to “participate in partial elections that are tailored to Fatah, and conducted by the PA.” The Central Election Committee said the voter turnout was 65%. The 2d phase of the municipal elections is scheduled to take place on 3/26/2022, when Palestinians in towns and cities will vote. In Lebanon, an explosion killed 1 and injured 4 others in the Burj el-Shamali refugee camp. Sources in the camp said the explosion happened in a Hamas weapons depot; however, Hamas denied the claim, saying the explosion was due to an electrical fault in a warehouse storing oxygen and gas cylinders for COVID-19 patients. In promotional material for the upcoming book Trump’s Peace: The Abraham Accords and the Reshaping of the Middle East by Israeli journalist Barak Ravid, it was revealed that former U.S. president and likely candidate for the Republican presidential ticket in 2024, Donald Trump, made significant U.S. policy changes to help former Israeli prime minister Benjamin Netanyahu win elections in Israel. Former President Trump told Ravid that he recognized the Golan Heights as part of Israel and, separately, announced plans to move the U.S. embassy to Jerusalem to help Netanyahu, who was struggling in the Israeli elections. Trump also told Ravid that he left the Iran Nuclear deal because of Israel and dismissed the idea that it was due to Israeli intelligence, mocking the idea that Israel had presented anything new at the time. Ravid further reports in his book that Trump believes that Netanyahu never had any interest in making peace with the Palestinians. Trump explained to Ravid that PA president Mahmoud Abbas “was almost like a father” and that he thought Abbas wanted to make peace more than Netanyahu. Trump acknowledged to Ravid that his strategy of pressuring the Palestinian leadership back to negotiations after recognizing Jerusalem as the capital of Israel had failed, saying “[t]hese are hardened people.” Netanyahu and Trump had a significant personal fallout due to Israel’s push to annex most of the West Bank, outside of the framework of the Trump administration’s plan for a peace deal. It was also revealed that Trump now holds a grudge against Netanyahu because Netanyahu congratulated U.S. president Joe Biden on his election win in 2020, which Trump has falsely claimed to be fraudulent and has never officially conceded. In Ravid’s book Trump’s Peace, new details about the normalization agreement between Israel and the UAE are also revealed. According to Ravid, Avi Berkowitz, aide to senior advisor to the president Jared Kushner, suggested to Netanyahu on 6/30/2020 that he normalize relations with the UAE instead of moving ahead with annexation of parts of the West Bank. The UAE ambassador to the U.S. Yousef Otaiba had been in talks with the U.S. about normalization since March 2019 and had been pushing normalization with Israel. Ravid also writes in his book that UK ambassador to the UN Karen Elizabeth Pierce warned Berkowitz and U.S. special envoy to Iran Brian Hook that the UK and other countries would recognize the State of Palestine if Israel moved forward with annexing parts of the West Bank. The new U.S. ambassador to Israel Tom Nides arrived in Jerusalem. Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. Elsewhere, Israeli settlers threw stones and opened fire on Palestinians near Burqa; no injuries were reported. 6 Palestinians were arrested during raids in Jalazun refugee camp, Bayt Rima, Zeita, and Deir Sharaf; Israeli forces injured 3 Palestinians with rubber-coated bullets during the raid in Jalazun refugee camp. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel said it would allow 500 Christians living in Gaza—about half of Gaza’s Christian population—to enter Jerusalem and the West Bank for Christmas celebrations. Additionally, 200 Christians in Gaza will be allowed to travel to Jordan for journeys abroad. (HA 11/25)

The Israeli supreme court rejected an appeal from a Palestinian man whose 3 daughters and 1 niece were killed when Israeli tanks fired shells at his apartment in Gaza in 2009. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz. Israeli newspaper Calcalist reported that the Israeli government had limited the number of countries that can buy Israeli-made cyber technology, from 102 to 37. Among the countries said to be excluded are Mexico, Morocco, Saudi Arabia, and the UAE. The report follows a decision by the U.S. to place bans on 2 Israeli spyware companies earlier this month. Australia announced that it intends to add all Hezbollah entities as terrorist organization. Australia added Hezbollah’s External Security Organization as a terrorist organization in 2003. In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank.
