In the West Bank, Israeli settlers set fire to a field planted with wheat crops near al-Mughayyir, causing extensive damage. Israel deployed more forces to the West Bank, increasing the number of military forces by 50%. Israeli forces seized 1 excavator east of Yatta. 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters by the Damascus Gate plaza, injuring 3. Israeli forces also violently dispersed Palestinian protesters at the Hebrew University near Issawiyya, injuring 2 and arresting 3; 3 Israeli police officers were reportedly lightly injured. Earlier, Israeli settlers attacked 1 Palestinian in the area, leading to several other Palestinians coming to his defense. Elsewhere, Israeli forces closed off Shaykh Jarrah to prevent Palestinians from entering the neighborhood and violently dispersed Palestinians in the area, leading to 19 injuries, including 5 that required treatment at a hospital. 6 Palestinians were arrested during raids in and around the Haram al-Sharif compound, Bayt Hanina, Shu‘fat, and Sur Bahir. In Gaza, Israel said incendiary balloons from Gaza started several fires in Israel. 2 rockets were also reportedly fired from Gaza toward Israel; no damage was reported. Israeli forces subsequently attacked Dayr al-Balah, causing damage. Israeli forces also violently dispersed Palestinian protests against Israeli aggression in East Jerusalem near the Gaza fence east of Khan Yunis, injuring 1 protester with live ammunition and 2 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters east of al-Bureij refugee camp; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, Palestinian citizens of Israel protested Israel’s aggression against Palestinians in East Jerusalem in Haifa and Nazareth. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Just as every nation builds its capital and builds in its capital, we also reserve the right to build Jerusalem and build in Jerusalem. This is what we have done, and this is what we will continue to do.” His comments came after days of international condemnation of Israeli efforts to evict Palestinians in East Jerusalem, replacing them with Israeli settlers. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. In the West Bank, Israeli forces shot and killed 2 Palestinians and critically injured a 3d after claiming that the 3 had opened fire at Israeli soldiers at an Israeli military installation near Jenin; no Israeli was reported injured. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The High Follow-up Committee for Arab Citizens of Israel called on Palestinians in Israel to support Palestinians in East Jerusalem after the Israeli attacks on worshipers at the Haram al-Sharif compound and on protesters in Shaykh Jarrah. (MEMO, WAFA 5/8)

The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, Israeli settlers threw stones at 1 Palestinian man, who was hospitalized for his injuries, in the Masafer Yatta area. Israeli settlers also threw stones at Palestinian vehicles near al-Mughayyir and Madama, causing damage. 3 Palestinians were arrested during late-night raids in and around Tubas and Bethlehem. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah demonstrating against Israeli threats of evictions to several families in the neighborhood; 22 were injured, including 6 by rubber-coated bullets. At a counter-protest, the Kahanist lawmaker Itamar Ben-Gvir from Otzma Yehudit (Jewish Power) had set up an outdoor office protected by dozens of Israeli police officers. In a video of the counter-protest, the deputy mayor of Jerusalem Aryeh King was filmed yelling to a Palestinian activist, while standing next to Ben-Gvir, “Abu Hummus [the Palestinian activist], how is your ass? Did they take the bullet out of your ass? Did they take it out already? It is a pity it did not go in here,” pointing to his head. Nearby, 1 Israeli settler-owned vehicle was set on fire, to which 3 Israeli settlers armed with live ammunition fired at unarmed Palestinians; no injuries were reported. 1 Israeli settler also used pepper spray on Palestinians eating an iftar meal near 1 of the houses Palestinians are threatened with eviction; clashes subsequently broke out. In a separate incident, 1 Israeli settler stabbed 1 Palestinian at his workplace, who was hospitalized for his injures. 15 Palestinians were arrested in Shaykh Jarrah. 1 Palestinian Waqf guard was also arrested at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya, damaging 1 boat; no injuries were reported. The lawyer representing the Palestinian families under the eviction threat in Shaykh Jarrah said the families reached an agreement with the Israeli settlers supposed to take over their homes, as was asked of them by an Israeli judge. The lawyer also said he had asked the court to allow more data to be presented on behalf of the Palestinians proving their ownership. 1 Palestinian reporter said that she was beaten by a Hamas police officer for not wearing a headscarf while working on a news story on 4/25. The Hamas interior ministry said it would present an apology to the reporter, as the police officer had acted in violation of policy. (AP 5/6; ALM 5/11)

Foreign minister of Jordan Ayman Safadi called on Israel to protect the ownership rights of the Palestinians facing eviction in Shaykh Jarrah, saying that Jordan has provided the PA with documents that proves “beyond doubt” that the Palestinians own the homes. At a military court in the West Bank, Israel charged a Spanish woman with financially aiding the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. The woman lives in the West Bank and works for a Palestinian health NGO. (AP 4/6)

For the 2d day in a row, Israeli forces attacked Syria. In this attack, an Israeli helicopter fired near Quneitra; there were no reports of damage nor injuries. (REU 5/5; HA 5/6)

A group of 185 Israelis, including prize winners, professors, authors, activists, and military personnel wrote a letter to the ICC, saying not to trust Israel’s own conclusions from investigations into war crimes, suggesting that the ICC instead work with Israeli human rights organizations. In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. In the West Bank, Israeli forces shot and injured 1 Palestinian, using live ammunition, during a late-night raid in Tubas. Israeli forces also shot and injured 1 Palestinian as Israeli settlers toured Joseph’s Tomb in Nablus; others suffered tear-gas related injuries. Elsewhere, Israeli forces confiscated 30,000 NIS ($9,126) from a family in Dura during a house raid. 3 Palestinians were arrested during raids in Bayt Umar, Yatta, and Tubas. In East Jerusalem, Israeli forces prevented a Palestinian family from celebrating the release of a family member who had spent 11 years in Israeli prison and arrested the former detainee’s brother. A Palestinian man arrested last year by Hamas for participating in a Zoom meeting with Israeli peace activists told AP that he had been tortured and forced to divorce his wife, the daughter of an exiled Hamas official. The man was released in October of 2020, after 6 months in prison. (AP 4/1)

The possible kingmaker in the Israeli elections, Ra’am (United Arab List) chairman Mansour Abbas held a press conference, where he told Jewish-Israelis and Palestinian-Israelis to find common ground rather than focusing on the 2 groups’ differences. Benjamin Netanyahu ally and chairman of the Otzma Yehudit (Jewish Power) party Itamar Ben-Gvir said Abbas was trying to portray himself as a “cute bear,” but that he sanctifies infant killers. Jordan sent a letter of complaint to the Israeli foreign ministry condemning the Israeli violation of the status quo of the Jerusalem holy sites. Jordan particularly pointed out that Israel continues to allow Jewish worshipers on the Haram al-Sharif compound, which violates the status quo agreement. Saudi foreign minister Faisal bin Farhan Al Saud said during an interview that “the normalization of Israel’s status within the region would bring tremendous benefits to the region as a whole,” but that Saudi normalization of Israel depends on the creation of a Palestinian state. (AJ 4/2)

In the West Bank, Israeli forces violently dispersed a Land Day rally in Sabastiyya, leading to tear-gas related injuries. 10 Palestinians were arrested, including 8 during raids in and around Yasuf, Qarawat Bani Hasan, Jenin, Ramallah, and Hebron, and 2 were arrested at a checkpoint near Jenin refugee camp. In East Jerusalem, Israeli forces raided the home of a former Palestinian prisoner released on 3/29, after 20 years in prison, and assaulted his relatives who were preparing for a reception in celebration of his release; the Israeli forces arrested the former detainee again, and he was rereleased on 3/31 and warned not to hold a reception. Azzam al-Ahmad and Ahmad Majdalani of the PLO executive committee said that the upcoming Palestinian legislative elections could not be held without participation of Palestinians in East Jerusalem. (WAFA 3/30)

The U.S. state department released its annual report on human rights abuses and continued the Trump administration’s practice of not referring to the Palestinian territories as occupied in the section on Israel. Instead, the section was called “Israel, West Bank and Gaza.” A state department official said the language reflected the department’s “practices generally. EU representation in Jerusalem said that Israel is delaying granting visas to EU election observers for the Palestinian legislative council elections. It said that it had sent the request to the Israeli foreign ministry on 2/8. (WAFA 3/30; JP 3/31)

In the West Bank, Israeli settlers demolished part of a Palestinian-owned house in Hebron. Israeli settlers also stole 40 olive saplings in Jalud. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state.
