The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. More than 22,438 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,697 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 318 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 80 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Israeli government ministers Bezalel Smotrich and Itamar Ben-Gvir, along with 11 members of the Likud Party, sent Prime Minister Netanyahu a letter demanding that Israeli-Saudi normalization not be tied to improvements for the Palestinian people. (HA 9/21; HA 9/22)

Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. Israeli prime minister Benjamin Netanyahu’s office announces that the prime minister is planning to visit Chad soon to re-establish diplomatic ties. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. Occupied Palestine/Israel: Report issued by 6 Israeli doctors concludes IDF should stop using high velocity bullets that have left 15 people fully or partially paralyzed. Report also accuses the army of misusing tear gas. Faysal al-Husayni is released after 9 months without charge or trial [WP 6/10, LAT 6/12]. Ya'akov Orr, military commander of the Gaza Strip, states that 25% of the 200 Palestinian police that resigned during the uprising have returned to work [WP 6/9].

Arab World: At Arab summit, Arab states pledge to support Palestinian uprising with "all possible means," refuse to state dollar amount of support. Arab leaders also refuse to dismiss George Shultz' peace plan, while reaffirming the PLO's position as sole representative of the Palestinian people [WP 6/10, LAT 6/10].

Other Countries: Israeli P.M. Shamir and Soviet F.M. Shevardnadze meet for 2 hours at the UN, announce that planned visit of Israeli consular team to Moscow will take place in July. Shevardnadze also states diplomatic relations between the 2 will not be restored until Israel agrees to international peace conference [NYT 6/10]. Palestine/Israel: Demonstrations in honor of the 6-month anniversary of the uprising erupt on the W. Bank leaving 2 Palestinians dead, at least 4 more injured. In Sebastiya a 16-year-old isshot dead while trying to hurl a rock at soldiers [WP 6/10, FJ 6/12]. 18-year-old male and 12-year-old girl are shot during demonstrations in Tulkarm.
