In the West Bank, Israeli settlers set fire to 2 Palestinian-owned vehicles and sprayed graffiti on a wall in Far’ata village west of Qalqilya. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. The Jerusalem District Electricity Company, a Palestinian-owned company supplying Palestinians in the West Bank, said in a statement that the Israeli Electricity Company (IEC) will increase the daily power cuts from 2 hours to 3 hours in December. The IEC started cutting electricity for Palestinians in the West Bank because the PA owes the company money that it has not been able to pay due to Israel withholding PA tax revenue. (WAFA 11/23)

In the West Bank, Israeli forces demolished 2 Palestinian-owned houses in Shuqba near Ramallah. 7 Palestinians were arrested in and around Hebron, Tulkarm, Nablus, and Salfit. In East Jerusalem, Israeli forces raided a Palestinian school in the Old City, alleging that the PA operates inside of the school; Israeli forces confiscated files from the building, raided and shut down Palestine TV’s office in East Jerusalem and banned it from operating for 6 months, and similarly raided and shut down for 6 months the Education and High Education Directorate in Jerusalem. 1 journalist from Palestine TV was summoned for interrogation and the head of the Education and Higher Education Directorate in Jerusalem was arrested. An Israeli border police officer was indicted for shooting a Palestinian in the back using a rubber-coated bullet at a checkpoint in the West Bank near Jerusalem “for the fun of it” on 5/25/2018. A video of the incident shows that he was slowly walking away from the officer with his hands in the air as she shot him in the back. The officer was charged with battery, hasty and negligent handling of a weapon, and obstruction of justice. (HA 11/21)

In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. In the West Bank, Israeli forces seized 3 barracks and a water pump generator in Za’atra near Bethlehem. Israeli forces also handed demolition notices to several families in Qalandia. 2 Palestinians were arrested during late-night raids in Jenin. In East Jerusalem, a Palestinian man was killed by Israeli policemen in Issawiyya. The policemen said after the incident that they shot the man because he was lighting firecrackers in their vicinity. Other Palestinians were injured by rubber-coated bullets during the incident. Earlier in the day, Palestinians and Israeli activists were protesting the Israeli raids that have occurred in Issawiyya in the past 3 weeks. At least 5 Palestinians were arrested in East Jerusalem, including 4 in Wadi al-Juz. In Israel, Israeli officials reported 17 fires allegedly ignited by incendiary balloons launched from Gaza. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. In the West Bank, Israeli forces shot and injured a Palestinian in ‘Araba near a military checkpoint after he allegedly fired shots toward Israeli soldiers. Israeli forces razed land and uprooted dozens of olive trees on a Palestinian-owned plot of land near Bethlehem. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah and Qalqilya. In the Jordan Valley, Israeli authorities delivered stop-work orders for the construction of solar panels. In East Jerusalem, Israeli forces demolished a car repair shop in al-Thouri, 2 residential structures that left 5 Palestinians homeless, and several animal sheds. A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. In the West Bank, for the 2d day in a row, Israeli forces fired tear gas in and around schools in Hebron, causing dozens of students and teachers to suffer from tear gas inhalation. The hunger strike organized by Palestinian prisoners in Israel ended after 8 days when the Israeli Prison Service (IPS) agreed to install public phones, allowing prisoners to make calls to relatives up to 3 times a week.
