In East Jerusalem, Israeli forces demolish 3 agricultural structures in Silwan and Jabal Mukabir and the foundation of a mosque in Sur al-Bahir overnight. In the West Bank, Israeli forces demolish a residential structure and a community center in Umm al-Khayr village and a water well nr. Hebron, as well as a residential structure outside Bayt Jala nr. Bethlehem. IDF troops conduct a raid in Nablus late at night, sparking clashes and a brief firefight between their PASF escort and armed Palestinians; 1 Palestinian is killed and 3 PASF troops are injured. The IDF arrests 2 Palestinians and confiscates a number of appliances during further raids in Ramallah and nr. Hebron; and patrol during the day nr. Hebron. Meanwhile, the Israeli authorities announce that they have approved a master plan for future development of Tinnik village nr. Jenin. Israel, which rarely permits Palestinian building in Area C, has been authorizing new projects in the context of DM Lieberman’s “carrot-and-stick” policy. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage. They arrest 2 fishermen and confiscate their boat. Initial reports of the clashes say that IDF snipers were aiming at Palestinian youths’ lower bodies; an autopsy of the fatally injured youth later shows that he was shot in the heart. B’Tselem will report on 9/9 that the Palestinian killed did not, in fact, take part in the clashes, despite media reports at the time. The IDF remains deployed in the camp for nearly 24 hours. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development.
