The Ministry of Health in Gaza said at least 9,770 Palestinians have been killed, including 4,008 children and 2,500 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. Bahrain’s undersecretary for political affairs Shaykh Abdullah bin Ahmed al-Khalifa met with Israel’s president Isaac Herzog and foreign minister Yair Lapid in Jerusalem, where he announced plans to start direct flights between the 2 countries. A Saudi Arabian court handed sentences of up to 22 to years in prison to a large number of Palestinian and Jordanian residents of the country who were charged with being linked to unnamed terrorist organizations. A total of 69 Palestinians and Jordanians received either prison sentences or were acquitted. It was unclear how many of the 69 were acquitted; all were detained in March 2018. Among the Palestinians to receive prison sentences was Hamas representative to Saudi Arabia Mohammed al-Khodari, who was sentenced to 15 years in prison. The U.S. department of justice said that the Israeli spy Jonathan Pollard finished his parole and is now free to move to Israel. It had been uncertain if Pollard would have his parole extended since U.S. national security officials have objected to allowing Pollard’s parole to expire. Pollard was arrested in 1985 for spying on the U.S. on behalf of Israel and was handed a life sentence. He was released in 2015 but with limitations on his movement and he was banned from making public statements as part of his parole. Pollard was given Israeli citizenship in 1995 and Israeli prime ministers have long sought to have him released to Israel, where he is perceived as a hero. The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. Ramallah, Dayr Nizam/al-Nabi Salih in the north central West Bank, and Bayt Jala and al-Ma‘sara nr. Bethlehem. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, most imports except limited humanitarian and consumer goods and small amounts of construction materials for UN-supervised projects, and most crossborder transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 nautical miles elsewhere. In the West Bank, the IDF raids Palestinian municipal inspector offices in al-Gazzazin in Hebron’s old city, sealing the office and evicting the staff (unarmed police who maintain public order); fires tear gas to disperse Palestinian, Israeli, and international activists conducting a nonviolent march to the separation wall outside Bayt Jala nr. Bethlehem, arresting 8 demonstrators. In Gaza, batonwielding, Hamas-affiliated police beat and evict Palestinians fr. at least 25 homes in s.
