In the West Bank, Israeli settlers uproot or otherwise destroy approximately 370 grape vines and 30 olive trees outside al-Khadir village near Bethlehem, 50 olive tree saplings outside Tell village near Nablus, 22 olive trees from a grove near Qalqilya, and 100 olive trees outside al-Mughayyir near Ramallah. Separately, an Israeli settler driver runs over 2 Palestinians near Qalqilya, injuring both. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. The Israeli cabinet approves NIS 22 million (approximately $6.1 million) to expand the Israeli settlements in Hebron. The plan calls for the construction of 31 housing units, 2 new kindergartens, a daycare center, and a public park on the site of a former IDF post. (HA, JP, MNA, TOI 10/14)

Along Gaza’s border fence, IDF troops open fire on a group of Palestinians congregating near the Great March of Return tent camps outside Gaza City; 2 Palestinians are injured. Later, an incendiary balloon reportedly flown from Gaza lands on a street in Beersheba, causing no damage. Israeli firefighters put out 6 small fires allegedly sparked by similar devices closer to the border fence throughout the day. In two separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops arrest 12 Palestinians and issue 4 arrest summons during late-night raids in and around Qalqilya, Jenin, Ramallah, and Bethlehem; and patrol near Hebron and Nablus. Israeli settlers slash the tires of 8 Palestinian cars and leave racist graffiti on nearby walls in al-Mughayyir village near Ramallah. Hundreds of Palestinians march through al-Suwana, East Jerusalem, to mourn Ali Abu Gharbiyeh, the Palestinian whose body washed ashore at Lake Tiberias on 6/30. Israeli forces fire stun grenades at protesters “shouting slogans” and “acting disorderly,” according to an Israeli police spokesperson. At least 35 Palestinians are lightly injured in the ensuing clashes. It is still unclear how Abu Gharbiyeh died. In the West Bank, IDF troops conduct a raid in al-Mughayyir village nr. Israeli PM Netanyahu announces a temporary suspension of his ban on Israeli MKs and ministers visiting Haram al-Sharif, following a petition from MK Yehuda Glick, leader of the messianic Temple Mount movement and ultranationalist mbr. of Likud. Hamas accuses Israel of fabricating claims of rocket fire on 6/26 to justify air strikes on the group’s military sites. “The Israeli claim of a rocket being fired from Gaza . . . justify[ing] the escalation and an attack of resistance positions are part of a dangerous and transparent Israeli game,” a statement reads. After 3 days of cross-border violence in the Golan Heights, the IDF declares an area along the border a closed military zone, barring most civilians from entering (farm workers are allowed to continue their work). The move comes in response to the growing crowds of tourists, both local and foreign, at an observation point overlooking Qunaytra. One business owner in the area calls it “war tourism.” (HA 6/27)

Palestinians, Israelis, and international activists hold protests across the West Bank in solidarity with the 1,500-plus Palestinian prisoners who have been on hunger strike since 4/17. IDF troops violently disperse them in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, 2 villages nr. Nablus (Beita and ‘Azmout), and Bayt Umar nr. Hebron; at least 9 Palestinians are injured and 1 is arrested. The IDF also patrols in al-Mughayyir nr. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and killing of a Palestinian youth in Jalazun r.c. on 3/23 in 5 villages nr. Ramallah (Nabi Salih, Bil‘in, Kafr Malik, al-Mughayyir, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and in c. Hebron; 5 Palestinians are injured. They also arrest 2 Palestinians during raids nr. Ramallah and Nablus and patrol nr. Nablus and Hebron. In East Jerusalem, Palestinians conduct a sit-in outside the gates of al-Aqsa Mosque to protest Israel’s withholding of corpses of Palestinians killed in confrontations with the IDF. Unidentified assailants shoot and kill senior Hamas military official and former Israeli prisoner Mazen Fuqaha in s. Gaza City. In a statement released later in the day, Hamas implies that Israel was likely behind the killing. (HA, JP, TOI 3/24; MNA 3/25)

UN special coordinator Nickolay Mladenov tells the UN Security Council that Israel has not complied with UNSC Res. 2334, which passed on 12/23/2016. Israeli settlement construction has increased in the past 3 mos., despite the resolution’s call for a halt in such activity, according to Mladenov. Meanwhile, the UNHRC adopts 4 res. on the Israeli-Palestinian conflict: the first calls on mbr.-states to avoid ties with Israel’s settlements in the oPt, the 2d reaffirms the Palestinians’ right to self-determination, the 3d concerns human rights in the oPt, and the 4th condemns Israel for violating the human rights of Syrian Druze of the Golan Heights. There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. IDF soldiers violently disperse Palestinians, Israelis, and international activists taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 2 villages nr. Israel boycotts a periodic review at the UN Human Rights Council (UNHRC), becoming the 1st country to do so. Israel cut its ties with the UNHRC in 3/2012 after the council approved a fact-finding mission to investigate Israeli settlements in the West Bank. (JP, REU 1/29)

A Palestinian man stabs and wounds an Israeli teenager at Tapuach Junction in the West Bank, and is subsequently arrested by Israeli security forces. Also in the West Bank, the IDF patrols in 1 village nr. Hebron in the afternoon, firing tear gas and stun grenades at stonethrowing Palestinians; conducts house searches and arrest raids in Bethlehem, Jenin, and 1 village each nr. Bethlehem and Jenin at night. In the case of alMughayyir village nr. Jenin, around 400 IDF soldiers participate in the raid, conducting house searches in 50 residences, and asking people to stand outside their homes to be photographed holding their ID numbers. In East Jerusalem, IDF soldiers deliver demolition notices to Palestinian families in a neighborhood of Anata village, affecting around 200 people; Israel plans to remove the neighborhood because of its proximity to Anatot military base. In the Gaza Strip, the IDF shoots and wounds a Palestinian collecting scrap metal close to the border fence nr. Bayt Hanun. The IDF also opens fire on Palestinians in another incident nr. Meanwhile, Israel imposes a general closure on the West Bank, seals Gaza’s crossings for Sukkoth. Overnight, Jewish settlers fr. Adei Ad outpost nr. Ramallah steal olives and destroy olive trees in nearby al-Mughayyir village, sparking fights with Palestinian farmers who arrive in the morning to harvest the groves; no serious injuries are reported. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

The IDF shells Jabaliya r.c. fr. the surrounding hills to the east; carries out an air strike on the camp, killing 1 Hamas mbr., 2 AMB mbrs; fatally shoots a 65-yr.-old Palestinian woman eating dinner in her Jabaliya home. In the evening, the IDF withdraws troops to the periphery of most n. Gaza population centers, formally ending Operation Days of Penitence.
