In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli foreign minister Yair Lapid called the march “a provocation that causes us damage.” 4 Palestinians were arrested in the Old City, including 3 minors. Israel announced that it is closing all crossings from the West Bank and Gaza to East Jerusalem and Israel from 5 P.M. on 4/21 until an unspecified time on 4/23 for the Jewish holiday of Passover. Exceptions will be made for Palestinians from the West Bank with permits to pray at the Haram al-Sharif compound for the Friday prayers on 4/22 and for humanitarian and medical crossings. (HA 4/21)

Hamas convened with leaders of militant groups in Gaza at Hamas leader in Gaza Yahya Sinwar’s office. Hamas sources said that Sinwar urged the militant leaders to coordinate after a militant faction fired a rocket at Israel on 4/18. (HA 4/19)

In the West Bank, 1000s of Israeli settlers with military protection marched to the partially evacuated Homesh settlement outpost, leading to a confrontation with Palestinians protesting the march; 79 Palestinians were injured. Israeli defense minister Benny Gantz had originally warned that Israeli forces would not protect the settlers, but reversed that decision. The march was attended by Yamina MK Idit Silman and Religious Zionist MK Itamar Ben-Gvir. Israeli settlers also vandalized 40 olive trees in Jaba‘. Elsewhere, Israeli settlers vandalized solar panels, electric poles, and a water tank in Wadi Qana. Israeli forces shot and injured 1 Palestinian man using live ammunition in Hebron. 2 Palestinians were arrested in Wadi as-Samen. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to make way for Israeli settlers touring the site. U.S. secretary of state Antony Blinken spoke with PA president Mahmoud Abbas, Jordanian foreign minister Ayman Safadi, and Israeli foreign minister Yair Lapid in an effort to calm the situation at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also spoke with Israel’s president Isaac Herzog about the situation at the compound. The UN security council convened to discuss the Israeli incursions into the Haram al-Sharif compound, which led to nearly 200 Palestinian injuries over the weekend. The meeting was requested by Jordan. (HA 4/19)

Citizen Lab found that spyware from the Israel company Cytrox was found on a CNN Greece journalist’s phone. The journalist was working on covering a Greek corruption scandal when his phone was infected with the spyware known as Predator. (HA 4/19)

In the West Bank, 1 Palestinian high school student who was shot by Israeli forces on 4/9 using live ammunition on her way home from school in Deir Ghazaleh succumbed to her injures. Israeli forces shot and seriously wounded 2 Palestinians during a raid in al-Yamun; 1 would later succumb to his injuries on 4/22. Israeli forces also shot and injured 3 Palestinians during a raid in Qarawat Bani Zeid. Elsewhere, Israeli forces placed dirt mounds on rural roads in the Masafer Yatta area and seized 1 school vehicle in al-Fakhit. 15 Palestinians were arrested during late-night raids in Husan, al-Yamun, Ramallah, and Fasayil. In East Jerusalem, 561 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian was arrested during a late-night raid. In Gaza, 1 rocket was launched at Israel, causing no damage or injuries. Israel subsequently fired a missile at Khan Yunis, causing damage. Hamas said it had fired an anti-aircraft missile at the jet conducting the air strike but that the missile had failed to hit the jet. Jordan summoned the Israeli charge d’affaires for questioning about the Israeli-led violence on the Haram al-Sharif compound on 4/15 and 4/17. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. In the West Bank, Israeli forces violently dispersed Palestinians marking Prisoners’ Day in Hebron and Bethlehem, injuring 1 with live ammunition and others with tear gas in Bethlehem and 1 with live ammunition and others with tear gas in Hebron. Israeli forces also confiscated 1 excavator in Deir Istiya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound and inside al-Aqsa Mosque, injuring 17 Palestinians, including 5 who were taken to hospitals for treatment. More than 728 Israeli settlers toured the compound. Palestinians threw stones at buses carrying Israeli settlers to the compound, injuring 7 settlers. 18 Palestinians were arrested. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. Israel bears full responsibility for the consequences of the current escalation that is thwarting efforts invested to bring about calm,” in response to the many Palestinian injuries at the compound in the past days. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. PA president Mahmoud Abbas spoke with Turkish president Recep Tayyip Erdoğan, who condemned the Israeli violence. Hamas and Islamic Jihad also slammed the Israeli-led violence on the compound. The United Arab List (UAL) froze its membership of the Israeli coalition in response to Israeli punitive measures against Muslim worshippers at the Haram al-Sharif compound. Members of the UAL are expected to start working with the government coalition again after the end of the month of Ramadan, which is before the Knesset recess ends on 5/8. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds in al-Mughayyir. Israeli forces beat 1 Palestinian man walking with his child in Hebron, causing cuts and bruises. In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Kafr Dan on 4/14. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Qaryut, Beita, and Bazariya, leading to tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound, including inside al-Aqsa Mosque, injuring more than 152 Palestinians with baton rounds, batons, and tear gas, including 8 who were admitted into intensive care facilities. Several Palestinian journalists at the compound were violently beaten by Israeli police, causing broken limbs. 3 Israeli police officers were lightly injured. Some 470 Palestinians were arrested at the compound before noon prayers, where some 50,000 worshippers were praying, about half from the West Bank. Around 440 were released within 24 hours, some of whom were banned from entering the compound until after the end of Ramadan. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. In the West Bank, Israeli settlers threw stones at Palestinian vehicles west of Ramallah and south of Hebron, causing damage. Israeli settlers also threw stones at 1 Palestinian vehicle near Silwad, causing damage. Elsewhere, Israeli settlers attacked 1 Palestinian American man working his land in Mukhmas near the Ramat Migron settlement outpost, causing severe injuries. The man was arrested by Israeli soldiers before being released after showing proof that he owns the land during his interrogation. Israeli settlers also opened fire at 1 Palestinian vehicle traveling in Tarqumiyah, injuring 1. Israeli forces shot and injured 2 Palestinians during a late-night raid in Turmus ‘Ayya. Israeli forces also shot and injured 3 Palestinians during a late-night raid near Tulkarm. In East Jerusalem, between 50,000-80,000 Muslim worshippers prayed at the Haram al-Sharif compound on the 1st Friday in the month of Ramadan. Some 25,000-40,000 of them were from the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. 3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. The PA health ministry released a report on Israeli forces’ attacks on Palestinians in 2021. The report said that 355 Palestinians were killed by Israeli forces and more than 16,500 were injured. 265 Palestinians were killed in Gaza, mainly in May 2021, and 90 in the West Bank and East Jerusalem. 87 of the Palestinians killed by Israel in 2021 were children. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

In Lebanon, 1 member of the PA National Security Forces was shot and killed in the Ain al-Hilweh refugee camp. It was unclear who the perpetrator was. (JP 4/4)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he had stabbed and injured 1 other Israeli settler with a screwdriver in a bus near the Efrat settlement south of Bethlehem. Israeli settlers threw an incendiary device at 1 Palestinian minor in Jinba, causing burns to his face and hands. Elsewhere, Israeli settlers attacked 1 Palestinian herder near Fasayil, throwing stones and releasing a dog on him, causing injuries. Israeli forces shot and killed 2 Palestinians and injured 14 others during a daytime arrest raid in Jenin refugee camp. Israel said that the arrest raid was related to the attack on 3/29 in Bnei Brak in which 5 were killed; 31 were arrested during the raid. PA president Mahmoud Abbas condemned the raid, saying Israel wants to escalate tensions ahead of the start of Ramadan. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. Palestinians were reported to have thrown stones at an Israeli bus near Hizma, injuring the bus driver who was hit by broken glass. Israeli settlers threw stones at Palestinian vehicles near Burqa, injuring 4 and causing damage. Israeli settlers also raided Ramin and Deir ‘Ammar; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz.
