Israeli forces also shoot and kill a 15-year-old Palestinian, claiming he tried to stab 2 soldiers at the Tunnel checkpoint near Bethlehem. Elsewhere, Israeli forces demolish 2 commercial structures in al-‘Awja and issue a demolition notice for a home in Jenin refugee camp. Israeli forces arrest 6 Palestinians during raids in ‘Arura and Beit Umar. In East Jerusalem, 212 Israeli settlers tour the Haram al-Sharif compound. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israeli military spokesperson Daniel Hagari says Israel plans to force “a significant amount of the 1.4 million” people sheltering in Rafah to “humanitarian islands that we will create with the international community.” Hagari also says Israel will flood Gaza with aid. The EU, U.S., UK, Cyprus, UAE, and Qatar issue a joint statement calling on Israel to open more land crossings to Gaza to enable the delivery of aid. A UNIFIL investigation finds that Israel shot and killed Reuters journalist Issam Abdallah with a tank shell in Lebanon on 10/13/2023, despite there being no fire or active combat in the area for 40 minutes prior to the killing and Abdallah and the other journalists being clearly marked as journalists. 6 other journalists were injured in the attack. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Lebanese caretaker prime minister Najib Mikati says Israel is trying to pull Lebanon into its war on Gaza by assassinating Saleh al-Arouri in Beirut. Hezbollah says in a statement that it will retaliate. Hamas political leader Ismail Haniyeh calls the assassination an act of terrorism. Israeli cabinet secretary Yossi Fuchs instructs Israeli ministers not to comment on the assassination. Fatah announced a general strike in the West Bank in response to the assassination. The PA calls on Israel to immediately hand over a Palestinian baby that was kidnapped from Gaza by Israeli forces and brought to Israel. Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

Hamas political leader Ismail Haniyeh says Hamas has delivered its position on negotiations to Egypt and Qatar, which is based on a “complete cessation of the [Israeli] aggression.” (REU 1/2)

The Supreme Authority of Palestinian Tribes in the Gaza Strip denounces and rejects an Israeli proposal that would see Palestinian tribes have more political power in Gaza, saying it would create confusion and strife. (AJ, MEE 1/2)

Turkey says it arrested 34 people suspected of being part of a Mossad plot. 15 are later formally arrested by a Turkish court and 8 others are deported. (AJ, AP, HA, HA, REU 1/2)

Israeli prime minister Benjamin Netanyahu’s spokesperson Eylon Levy says Israel will defend itself at the ICJ after South Africa triggered proceedings by invoking the Genocide Convention on 12/29. Levy calls the South African accusations “blood libel,” saying “history will judge you, and it will judge you without mercy.” The hearings are scheduled to begin on 1/11 and 1/12. U.S. State Department spokesperson Matthew Miller calls comments by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of depopulating Gaza “inflammatory and irresponsible.” Ben-Gvir responds to Miller’s statement saying the U.S. “is our best friend, but first of all we will do what is best for the State of Israel: the migration of hundreds of thousands from Gaza.” French president Emmanuel Macron also tells Israeli war cabinet member Benny Gantz that the comments are unacceptable. EU high commissioner for foreign affairs Josep Borell also condemns Smotrich and Ben-Gvir’s statements. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. After raiding the hospital Israel changed its claim from the tunnels underneath being a Hamas command center to the tunnels being used by Hamas. (NYT, REU 1/2; HA 1/3)

U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. A poll conducted by the Israel Democracy Institute shows that 75% of Israeli Jewish respondents support continuing the same scale of indiscriminate bombing of Gaza, despite U.S. pressure to tone down the assault. (HA, HA 1/2)

The UN Security Council passed a resolution calling on the parties to “create the conditions for a sustainable cessation of hostilities . . . facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale,” and demanding parties “facilitate the use of all available routes to and throughout the entire Gaza Strip” for aid deliveries. It also requested a UN chief of aid disbursement and a UN official for accelerating aid, demanded the release of the captives, and demanded that enough fuel is allowed into Gaza to meet the humanitarian needs. 13 members voted in favor while the U.S. and Russia abstained. Previous versions called for an end to the fighting and later a suspension, but the U.S. rejected these two suggestions. After the vote, PA ambassador to the UN Riyad Mansour called the resolution a step in the right direction and said that Palestine, the Arab Group, and the OIC had 3 objectives: an immediate ceasefire, humanitarian assistance at scale, and no forced displacement. Hamas called the resolution insufficient. Israeli foreign minister Eli Cohen said Israel would continue its war on Gaza until all captives were released and Hamas was eliminated and said Israel would continue to screen all aid going to Gaza. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The exchange was delayed by 7 hours as Hamas said Israel had violated the agreement by only allowing half the agreed number of aid trucks to enter northern Gaza and not releasing Palestinians who had been imprisoned for a longer period than 2 years. U.S. military officials said that 500-pound bombs were too large to target urban areas. The Times also said that Israeli attacks on Gaza have killed more Palestinians faster than in any other conflict in the 21st century. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others.
