In the West Bank, Israeli settlers vandalized some 100 Palestinian-owned olive trees in al-Mughayyir. Israeli forces uprooted 60 olive trees and razed land in Salfit. Elsewhere, Israeli forces demolished 1 house in Taybeh. 12 Palestinians were arrested in and around Sabastiyya, Dura, Bethlehem, Jenin, Jericho, Ramallah, and Huwwara. In East Jerusalem, 1 Palestinian family started demolishing their own home in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Issawiyya; during the raid, clashes erupted, leading to tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki called for an international peace conference to resolve the Palestinian-Israeli conflict. (WAFA 10/26)

The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands near Sabastiyya. Israeli settlers also assaulted Palestinians harvesting olives in Dayr al-Hatab, forcing the farmers to leave. Elsewhere, in the northern part of the Jordan Valley, Israeli settlers set up a cow shed and brought cows to Palestinian-owned land. Israeli forces demolished 1 market stall in Qalqilya and delivered stop-work orders for 3 houses and dozens of other structures in Qalandia. 5 Palestinians were arrested during raids in and around Tulkarm, al-‘Arub refugee camp, and Jericho. In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

In the West Bank, Israeli settlers stole Palestinian-owned olive crops in al-Jaba‘. Israeli settlers also attacked Palestinians harvesting olives in Burqa, injuring 2; the settlers also attacked an Israeli news crew that was in the area covering the olive harvest. Elsewhere, Israeli settlers attacked Palestinians harvesting olives in Ni‘lin, injuring 1 and stealing olive-harvesting equipment. Israeli settlers also fenced off Palestinian-owned land in preparation to make a new settlement outpost in Kisan. Israeli forces delivered stop-work notices for 4 agricultural sheds in al-Khadir. Israeli forces also seized 1 road grader owned by the municipality of al-Zawiya as it was working to refurbish a rural road. 8 Palestinians were arrested during late-night raids in Qaddura refugee camp, Bayt Liqya, Jalazun refugee camp, Tulkarm, and Kafr Qaddum; during the raid in Qaddura refugee camp, Israeli forces clashed with Palestinians; no injuries were reported. In the West Bank, Israeli settlers in the Yitzhar settlement erected a sign saying, “[e]ntry for Arabs is dangerous.” Israeli settlers also stole olive harvests in Burin. Elsewhere, Israeli settlers attacked Palestinians harvesting olives in Burqa, injuring 5 with rocks and damaging vehicles. Palestinians accessing their land on the other side of the separation barrier from where they live found some 60 olive trees were vandalized and olive crops were stolen. Israeli forces blocked off several roads to villages in the Jenin area, preventing Palestinians from harvesting their olive crops. 11 Palestinians were arrested during raids in and around Halhul, Kafr Qaddum, Nablus, and Ya‘bad. In East Jerusalem, 1 Palestinian was arrested in Shu‘fat refugee camp. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. In the 3d installment of a 3-part interview with al-Arabiya TV, Saudi prince Bandar bin Sultan bin Abdulaziz said that Saudi Arabia should weigh its own security challenges over its grievances with Israel related to Palestinians. Prince Bandar, a former ambassador to the U.S., said that Palestinian leaders are allying themselves with Turkey and Iran, countries that to varying degrees are adversaries to Saudi Arabia as well as Israel. In the West Bank, Israeli settlers stormed Bidya and leveled 16 dunams of land using bulldozers, destroying some 950 olive, almond, fig, grape, and citrus trees, and 1 caravan, and fenced off some 20 dunams (4.95 acres) of Palestinian-owned land in Kisan. Israeli forces demolished shacks used for farming in Tarqumiyya and ordered stop-work on 1 house in Taqqua, seizing 1 concreate mixer. Israeli forces also demolished 1 Palestinian-owned house in Bayt Sira. 13 Palestinians were arrested during late-night raids in and around Hebron, Yatta, Jenin, Tulkarm, and Ramallah. In Israel, Israeli forces raided cells and assaulted Palestinian prisoners in Megiddo prison. Israeli forces also demolished the Bedouin village al-Araqib for the 178th time since 2000. In Lebanon, leaders of Hezbollah’s political wing accused the U.S. of obstructing the formation of a new Lebanese government as a deadline for forming a government passed on 9/15. (HA 9/17)

A bipartisan group of members of the U.S. House of Representatives introduced a resolution supporting the normalization deal between Bahrain, the UAE, and Israel, and called on other Arab and Muslim countries to join. The resolution also called on the U.S. government to ensure that U.S. weapons sales does not harm Israel’s qualitative military edge. (HA 9/18)

Israeli forces shot and injured 2 Palestinians using live ammunition as they were trying to enter Israel using a gate in the separation wall. Israeli forces and Palestinians clashed in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Jenin refugee camp. In Gaza, 5 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets by the Gaza fence as some 300 Palestinians protested. Israel and militants in Gaza exchanged rockets; 4 Palestinians were injured, including 2 minors and 2 women, in al-Bureij, and extensive damage was reported in and around Khan Yunis; 2 houses in Sderot in Israel were damaged. Israeli forces also razed 2 dunams (0.5 acres) of Palestinian-owned agricultural land and uprooted some 100 olive trees in near Bethlehem. 6 Palestinians were arrested, including 5 during late-night raids in and around Qalqilya and Yatta, and 1 at a checkpoint west of Nablus. In East Jerusalem, Israeli forces demolished 3 apartments in Silwan, displacing 25 people. 2 Palestinian families also demolished their own homes to avoid exorbitant Israeli demolition fees in Shaykh Jarrah. In Gaza, Israel closed the Kerem Shalom crossing, mainly used for commercial goods, citing fires from incendiary balloons as the reason. Israeli forces clashed with Palestinians in Balata refugee camp; during the raid, 2 Palestinians were injured by live ammunition and 1 was arrested. 4 Palestinians were arrested during late-night raids in and around Tulkarm and Hebron. PA security forces also arrested 20 Palestinians who were planning to protest against corruption in the PA; the PA said the activists were arrested for violating the ban on gatherings during the COVID-19 crisis. In East Jerusalem, the PA governor of Jerusalem Adnan Gheith was arrested during a house raid in Silwan. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against a pending demolition of a Muslim cemetery; 4 were arrested. The Jerusalem district court denied a request by the Greek Orthodox Patriarchate to void the sale of its property in the Old City to the settler group Ateret Cohanim, ending a 16-year-long legal battle. (HA 6/26)

U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

Israeli forces also confiscated 1 residential caravan in Bayt Dajan. 26 Palestinians were arrested during raids in and around Bayt Umar, Dura, Hebron, Bethlehem, Ramallah, Ya‘bad, Jenin, Nablus, and Qalqilya. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. In East Jerusalem, 3 Palestinians were injured in 2 separate attacks by unidentified perpetrators; 1 4-year-old girl was hit in the head by a bullet in Issawiyya and 1 man and his child were shot while working in a store in Shu‘fat. 1 Palestinian was arrested in Issawiyya. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. 18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. The new Israeli government was sworn in. The new government is headed by Benjamin Netanyahu and has 36 ministers and 16 deputy ministers from 9 different parties. Benny Gantz will be deputy prime minister and defense minister for 18 months, when the coalition deal stipulates that Gantz will become the prime minister for the 2d half of the government term. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital.
