In the West Bank, Israeli settlers assault 2 Palestinians during a raid in al-Rakiz in the Masafer Yatta area. Israeli settlers also attempt setting fire to property in Burqa but are chased away by Palestinians. Israeli forces shoot and kill a Palestinian man during a raid in Silat al-Harithiya. Israeli forces also shoot and injure a Palestinian child at the Qalandia checkpoint. Elsewhere, Israeli forces arrest 3 Palestinians during late-night raids in Beita and Awarta. 7 Israeli soldiers are injured in an attack outside of the Homesh settlement outpost. In East Jerusalem, Israeli forces assault Palestinians at the Haram al-Sharif compound. Israeli forces also close much of the Old City to restrict movement during the annual settler marathon. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Dayr al-Balah, Jabalia refugee camp, and Gaza City, killing at least 78 people. 5 Palestinians are killed and others injured when they are hit by an airdropped aid parcel after the parachute did not open in Shati’ refugee camp. 3 children die of starvation at al-Shifa Hospital, bringing the death toll from starvation to at least 23 people. More than 30,878 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,402 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 417 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 246 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 236 trucks carrying aid enter Gaza. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. UNRWA says some of its employees that have been arrested by Israeli forces in Gaza have been forced, under torture, to falsely state that they support Hamas and took part in Operation Al-Aqsa Flood. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. U.S. secretary of state Antony Blinken discusses ceasefire negotiations with Egyptian foreign minister Sameh Shoukry and Saudi foreign minister Faisal bin Farhan Al Saud in separate calls. In the West Bank, Israeli settlers with a military escort raided Jalud, leading to a confrontation between Palestinians protecting themselves and Israeli forces; 2 were injured with baton rounds and others with tear gas. Israeli forces shot and injured 1 Palestinian minor before arresting him near Fawwar refugee camp. Israeli forces also raided Beita twice, injuring 3 with rubber-coated bullets and others with tear gas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli national security minister Itamar Ben-Gvir toured the Gilboa Prison. During his tour, Palestinians’ cells were raided and sound bombs were fired in sections 1 and 3 of the prison. (WAFA 10/4)

A source working on the Egyptian efforts to reduce tension between Israel and Hamas told Haaretz that continued Israeli settler tours of the Haram al-Sharif compound will likely lead to an escalation in tensions. Hamas reportedly conveyed to Egyptian and Qatari mediators that it wants Israel to increase the number of work permits to 30,000 and wants Israel to help UNRWA promote job creation in Gaza. Several Israeli ministers, including Prime Minister Benjamin Netanyahu, condemned spitting attacks by Israeli settlers on Christians in the Old City of Jerusalem. In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. Israeli forces also violently dispersed Palestinians marking the 29th anniversary of al-Ibrahimi Mosque massacre, injuring 1 with a concussion bomb to his face and others with tear-gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 40 with tear-gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Rammun, injuring 1 with a baton round, 1 by physical assault, and others with tear gas. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, Israeli settlers razed a tract of Palestinian-owned farmland near al-Farisiyya. 1 Israeli settler also hit 1 Palestinian minor with his vehicle near Beita, causing fractures. Israeli forces opened fire at a vehicle it claimed had tried to ram Israeli soldiers at the Hizma checkpoint; no injuries were reported and the driver fled the scene. 4 others were arrested as additional suspects. Israeli forces also delivered a stop-work order for a house in al-Khader and a demolition notice for a residential structure in al-Arroub refugee camp. Elsewhere, Israeli forces injured 6 Palestinians, including 3 with live ammunition 1 with a baton round, and 2 by ramming them with a car in Mazra‘a al-Gharbiya. In Syria, Israeli forces fired missiles at the southern part of Damascus from the Israel-occupied Golan Heights, killing 3 people and causing damage. It was also reported by Syrian media that the missiles created a fire at the Damascus international airport. (AP, HA 5/20; AJ, REU 5/21)

In the West Bank, Israeli forces shot and killed Shireen Abu Akleh, a prominent Palestinian-American Al Jazeera journalist, while her and colleagues, wearing press uniforms, were covering a raid in Jenin refugee camp, 1 other journalist was injured (for more see below). Israeli forces subsequently raided the home of Abu Akleh in East Jerusalem, where her friends and family were gathered; the Israeli forces confiscated Palestinian flags. Israeli forces also shot and killed 1 Palestinian with a baton round in al-Bireh; several others were also injured with baton rounds. Elsewhere, Israeli forces demolished 19 structures in Masafer Yatta, including 9 residential structures and delivered demolition notices for another 19 structures, including 6 homes. The demolitions followed a high court of justice ruling on 5/4, allowing Israel to displace more than 1,000 Palestinians in the area. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. The Israeli diaspora minister Nachman Shai acknowledged in an interview “that Israel’s credibility is not very high in such events.” Several countries called for an investigation into Abu Akleh’s death. Israel later said that its initial investigation into the death of Abu Akleh was inconclusive. Israel’s interior minister Ayelet Shaked signed an order to merge the unrecognized village of Dahmash with the city of Ramle, despite opposition to the merger from the village’s Palestinian residents. The residents of Dahmash had begun making their own plans for merging with Sdot Dan Regional Council because the council includes several farming communities like Dahmash, but the interior ministry advised against this due to Sdot Dan being predominantly Jewish. United Arab List leader Mansour Abbas told reporters that his party would give the Israeli government coalition another chance after temporarily suspending its membership of the coalition last month after days of Israeli-led violence at the Haram al-Sharif compound during the month of Ramadan. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Crossings between Gaza and Israel will close during this period. Israel also announced that the restrictions on Jenin will end with the curfew on 4/17. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. In the West Bank, Israeli forces sealed off parts of the Old City in Hebron and forced Palestinian shops to close. Israeli forces also delivered a stop-work order for 2 houses in Kafr ad-Dik. 16 Palestinians were arrested, including 15 during late-night raids in Dura, al-Arroub refugee camp, Aqraba, Beita, Tulkarm, Qabatiya, and Sa‘ir, and 1 was arrested at the Container checkpoint near Bethlehem; Israeli forces shot and injured 1 Palestinian protesting the raid in Aqraba, claiming he had opened fire on the Israeli soldiers. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Haaretz reported that Israel is allowing Israelis to do their national service through pro-settler organizations that police settlement outposts to protect Israeli settlers in the West Bank. The Israelis doing their service in settlement outposts have been reported to prevent Palestinians from cultivating their nearby lands. (HA 3/17)

Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. The memo said that the program was “highly controversial” and that the trips to Israel could lead to police misconduct in the U.S. (GDN, JC, 3/17)

In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. According to Ignatius, former U.S. official Jared Kushner had grown frustrated with King Abdullah II because he refused to give up the custodianship of the Holy Places in Jerusalem, which Saudi Arabia’s crown prince Muhammad bin Salman required to formalize a normalization deal with Israel. Prince Hamza and people in his inner circle worked with Saudi Arabia, according to Ignatius, to undermine King Abdullah II. Ignatius also said that Israeli intelligence assured the Jordanian king that it was not involved in the scheme but implied that Netanyahu personally was. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. In the West Bank, Israeli settlers attacked a Palestinian bicyclist near Turmus ‘Ayya, injuring 2, including 1 that needed medical treatment. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Jalazun refugee camp. In East Jerusalem, 1 Palestinian family demolished their own home in Jabal Mukabir to avoid exorbitant Israeli demolition fees; 5 people were displaced. 6 Palestinians were arrested during raids in Issawiyya and the Old City.
