In the West Bank, Israeli settlers attacked and injured 1 Israeli soldier and damaged 3 vehicles in the Yitzhar settlement as Israeli forces tried to remove 1 settler-erected tent. Israeli settlers also installed water pipes on Palestinian-owned land in Ein al-Sakout. 14 Palestinians were arrested, including 13 during late-night raids in Beita, al-Khader, Umm Salamuna, and Yatta; 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza using stun grenades and skunk water; 2 Palestinians were arrested. Israeli forces also opened fire at municipal workers at a landfill near Juhor ad-Dik; no injuries were reported. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. Israeli prime minister Naftali Bennett said that Israel will never renounce its claim to the Israeli-occupied Golan Heights, even if Syria or its president Bashir al-Assad gains favor with the world. In the West Bank, some 20 Israeli settlers attacked Palestinian shepherds in Dahariya, bruising 1 Palestinian who was taken to a hospital for treatment. Israeli settlers also uprooted dozens of olive trees in Taybeh. Israeli forces violently dispersed Palestinians protesting an Israeli raid in Biddu, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinians during a protest in Beita, injuring 2 with rubber-coated bullets and 34 with tear gas. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. Israeli public security minister Omer Bar-Lev supported the district court’s decision, saying that a change to the status quo could ignite a new wave of confrontations. In Syria, 2 people were killed and 6 injured in air strikes at the T-4 military base near Homs. Several media outlets reported that Israel had conducted the strikes. (AP, HA 10/8)

Human Rights Watch (HRW) called for an independent investigation into Facebook’s censorship of Palestinians and their supporters on its platforms, including Instagram. HRW said that Facebook’s acknowledgement of the censorship was insufficient, and that Facebook needs to be more transparent about its decisions to censor people and groups on its platforms. Israeli forces also violently dispersed Palestinian protesters in Beit Duqqu, injuring 2 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 11 with rubber-coated bullets and 17 with tear gas. Israeli forces also violently dispersed Palestinians protesting in Kafr Qaddum, injuring 1 child with a rubber-coated bullet. Meanwhile, Israeli forces seized 1 excavator working on an agricultural road east of Dura. 8 Palestinians were arrested during late-night raids in Qabatiya, Hebron, Dura, and Beit Ula. UNRWA commissioner-general Philippe Lazzarini said that the agency is facing an “existential” budget crisis and currently needs $120 million to keep running its education and health care service. Commissioner-General Lazzarini said that many donors had decreased their funding due to the COVID-19 pandemic’s impact on their economies. In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. In West Jerusalem, 1 Palestinian bus driver was stabbed and injured by 3 Jewish Israelis in the Givat Shaul neighborhood. It was reported that the Israeli prison service had agreed to move all Islamic Jihad prisoners back to their original cells after dispersing them to various prisons in the immediate aftermath of the Gilboa prison break on 9/6. (HA 9/17)

The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, Israeli settlers opened fire at 1 Palestinian-owned house in Hebron, causing damage, and vandalized 3 Palestinian-owned vehicles. Israeli settlers also uprooted 50 olive seedlings in Kisan. Israeli forces violently dispersed a protest in Beita, injuring 1 journalist with a rubber-coated bullet. Israeli forces also violently dispersed a protest in Beit Umar; no serious injuries were reported. In East Jerusalem, 1 Israeli settler opened fire at Palestinians in al-Ram; no injuries were reported. Israeli forces shot and killed 1 Palestinian man by the Lion’s Gate in the Old City, claiming that he had tried to stab an Israeli soldier; 1 Israeli soldier was lightly injured by a stray bullet fired by another Israeli soldier. Israeli forces let the man bleed to death without providing aid. Israeli forces also forcefully removed Palestinians during a sit-in protest at the Haram al-Sharif compound, arresting 3. In Gaza, 1 rocket was launched at Israel and was intercepted, after 2 of the Palestinian escapees were arrested. Israel subsequently conducted air strikes at 3 different locations in Khan Yunis and Dayr al-Balah; causing damage. Qatar’s ambassador to Gaza Mohammed al-Emadi said that the PA no longer will partake in facilitating getting Qatari aid to Palestinians in Gaza because of fears that banks in the West Bank could be exposed to lawsuits as Hamas is considered a terrorist organization in several countries. In the West Bank, Israeli forces violently dispersed Palestinian protesters near Beita, injuring 12 with rubber-coated bullets and some 50 others with tear gas. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 1 Palestinian with a rubber-coated bullet to his head. 9 Palestinians were arrested during late-night raids in and around Rantis, Beit Fajjar, Husan, and Aqabah. In Gaza, 3 Palestinians were found dead in tunnels near Rafah. Hamas said it would investigate the incident and there were reports that the deaths were caused by toxic gas pumped into the tunnel from Egypt. PA prime minister Mohammed Shtayyeh met with a delegation of U.S. senators, including Chris Murphy (D-CT), Richard Blumenthal (D-CT), Chris Van Hollen (D-MD), and Jon Ossoff (D-GA) in Ramallah. During the meeting, Prime Minister Shtayyeh called on the U.S. to reopen its consulate to Palestinians and remove the PLO from the U.S. terror list. In the West Bank, Israeli soldiers beat 1 Palestinian child after stopping him at a checkpoint in Hebron when he was on his way to school. Israeli forces also delivered stop-work orders for 1 mosque and 9 houses under construction in Nahalin. 2 Palestinians were arrested during late-night raids in Beita and Rujeib. In East Jerusalem, Israeli forces demolished parts of a Palestinian-owned house in Jabel Mukaber. 3 Palestinians were arrested during raids in Silwan and al-Tur. In Gaza, Israeli forces violently dispersed a protest east of Khan Yunis, injuring 3 with live ammunition and 3 with tear gas. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. In both the West Bank and Gaza, there are mandates for vaccines for public employees and students over 16. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. During the 1st of a 2-day visit to Washington D.C., Israeli prime minister Naftali Bennett met with U.S. secretary of state Antony Blinken, secretary of defense Lloyd Austin, and national security advisor Jake Sullivan. Prime Minister Bennett, who is scheduled to meet President Joe Biden on 8/26, also met with AIPAC’s CEO Howard Kohr and President Betsy Berns Korn. Secretary of Defense Austin said that the Biden administration was working fulfil Israel’s request of $1 billion to replenish the Iron Dome missile defense system after Israel’s attack on Gaza in May. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. A Saudi Arabian court handed sentences of up to 22 to years in prison to a large number of Palestinian and Jordanian residents of the country who were charged with being linked to unnamed terrorist organizations. A total of 69 Palestinians and Jordanians received either prison sentences or were acquitted. It was unclear how many of the 69 were acquitted; all were detained in March 2018. Among the Palestinians to receive prison sentences was Hamas representative to Saudi Arabia Mohammed al-Khodari, who was sentenced to 15 years in prison. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. Elsewhere, Israeli forces shot and injured 7 Palestinians during a protest in Bayt Dajan; others suffered tear-gas related injuries. Israel handed over the body of 1 Palestinian woman shot and killed on 6/12 at the Qalandia checkpoint to her family. 8 Palestinians were arrested during late-night raids in Tubas, Tammun, Qabatiya, and Beita; during the raid in Beita, Israeli forces violently dispersed Palestinians, injuring 1. In Gaza, Hamas forces shot and killed 1 Palestinian at a checkpoint in the Tuffah neighborhood east of Gaza City; the man was said to have sped through the checkpoint before the Hamas forces opened fire, killing him. Israeli forces also violently dispersed Palestinian protesters In Kafr Qaddum, causing tear-gas related injuries. Palestinians protested the construction of a military road near Hizma. 6 Palestinians were arrested during late-night raids in Ya‘bad, Marah Rabah, and Shufa. Israeli forces shot and injured 1 Palestinian shepherd leading a herd of sheep near the Yitzhar settlement. Israeli forces also demolished 1 agricultural structure and delivered 2 demolition orders in Nabi Samwil, demolished 11 residential structures in al-Qabbun, and seized 1 tractor, water tanks, and solar panels. Elsewhere, Israeli forces arrested 33 Palestinian students from Birzeit University after detaining 45 students who were visiting the family who were victims of an Israeli punitive demolition in Turmus ‘Ayya on 7/8; 12 of the 45, all females, were released the same day. 16 other Palestinians were arrested during late-night raids in and around Beita, Tulkarm, al-Far‘a refugee camp, and Tuqu’; during the raid in al-Far‘a refugee camp, Israeli forces violently dispersed Palestinians, injuring 1 with live ammunition. A spokesperson for Turkish president Recep Tayyip Erdoğan’s Justice and Development Party said that President Erdoğan and Israel’s president Isaac Herzog agreed to improve the 2 countries’ ties, including on trade and tourism, in a phone conversation on 7/12. The Israeli military said that its Iron Dome missile defense system almost shot down a fighter jet, mistaking it for a rocket during Israel’s assault on Gaza in May, dubbed Operation Guardian of the Walls. A Palestinian citizen of Israel appealed to the Israeli supreme court to be released from administrative detention. The man has been held without charge or trial since 5/17. 14 others are held in administrative detention in Israel, including 2 Palestinian citizens of Israel and 12 Palestinian residents of East Jerusalem. There are more than 500 Palestinians from the West Bank held in administrative detention by Israel. (HA 7/5)

Norway’s largest pension fund KLP divested from 16 companies linked to Israeli settlements in the West Bank, including Alsom and Motorola. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 135 with rubber-coated bullets and tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Salfit, leading to 2 injuries from rubber-coated bullets in Salfit. 4 Palestinians were arrested during raids in and around Dura, Hebron, Tulkarm, and Qiffin. In East Jerusalem, Israeli settlers seized 1 building in Wadi Hilweh.
