A 2d Palestinian, suspected of aiding the Ubayyat assassination on 11/9, is shot dead by a Palestinian gunman. A 3d Palestinian dies of injuries received earlier. 2 Egyptians are wounded by Israeli gunfire at the Rafah border. The convoy of UNHRC Robinson is fired on as she tours Hebron's Jewish enclave, damaging 1 vehicle. IDF tank fire, shelling are reported in and around Bayt Jala, Bayt Sahur, Bethlehem, Jericho, al-Khadir, Ramallah; the Jericho casino is severely damaged. The Clinton-Barak mtg. in Washington is delayed several hrs. when a Russian plane is hijacked to Israel in an incident unrelated to the Middle East crisis. When the pair finally meet, they make no progress toward halting the violence. Barak reportedly tells Clinton that Israel will not "sit idly on its hands" in the face of Palestinian actions, complains that the PA is trying to internationalize the conflict by getting the UN involved. After another mtg. btwn. Arafat and Barak in Ramallah, this time attended by U.S. special envoy Ross, Ross announces that Israel, the PA will resume negotiations in the U.S. after Id al-Adha holiday ends on 3/20. The sides still aim to conclude a full final status agmt. by 9/13. Ross says there have been "constructive" talks on interim issues. Israel's High Court rules (4-1) that an Israeli Arab family cannot be barred fr. living in a cooperative Jewish community. Although the decision affects the 1 family only, the court's determination that separate Arab and Jewish communities are "inherently unequal" and discriminate against Arabs sets legal precedent that may be used in future cases. Syria's cabinet resigns. Pres. Asad names Aleppo governor Muhammad Mustafa Miru as the new PM, charging him with forming a new government to "modernize the administration." This is seen as a move by Asad to accelerate economic and social reform, to reduce the Ba`th party's political role (Miru is a low-level Ba`th official), to inject new blood into the cabinet and is not expected to affect negotiations with Israel. U.S. special envoy Dennis Ross returns to the Middle East to try to revive the stalled Israeli-PA negotiations, meets with PM Barak upon his arrival. Barak proposes 5/00 as a new target date for completing a FAPS; says Israel is willing to offer the PA a confidence-building package, including a release of prisoners, payment of some of taxes, minor changes to maps of the 3d stage of the 2d further redeployment (FRD). In Cairo, Pres. Mubarak receives Kuwaiti FM Shaykh Sabah al-Ahmad al-Sabah for talks on Israel attacks on Lebanon. Kuwait says it would attend a pan-Arab summit, even if Iraq were to participate; also says it does not oppose Arab states opening a dialogue with Iraq, though it would not do so until Baghdad apologizes for the 1990 invasion.
