A Palestinian driver allegedly rams his vehicle into a group of Israeli soldiers near Bethlehem, lightly injuring 4. Elsewhere in the West Bank, IDF troops throw a stun grenade at a Palestinian minor in Hebron; he loses 3 fingers when the grenade detonates. It’s unclear what prompted the attack. Israeli soldiers also shoot and injure a Palestinian at a checkpoint near Bethlehem. The IDF arrests 12 Palestinians and issues 1 arrest summons during raids near Ramallah, Bethlehem, Tulkarm, and Hebron; and patrols near Tulkarm. Meanwhile, hundreds of Palestinians gather in Ramallah to protest the PA’s punitive restrictions on Gaza, chanting “scrap the sanctions” and calling for national reconciliation. In contrast with their response on 6/13, PA security forces do not violently disperse the demonstration. Along Gaza’s border fence, 7 fires break out in Israeli farmland near the fence. Later, an Israeli drone bombs a site allegedly used as a staging area for the incendiary kite and balloon attacks that sparked the fires. Separately, IDF troops open fire on Palestinian shepherds working along the border fence near Jabaliya refugee camp, causing 1 minor injury. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

In the evening, the IAF conduct air strikes on a Hamas site and a vehicle near al-Bureij refugee camp, completely destroying the vehicle and injuring 2 Palestinians allegedly preparing to fly an incendiary kite into southern Israel. Meanwhile, Israeli firefighters put out approximately 21 fires in the border area allegedly caused by such attacks. Separately, IDF troops violently disperse Palestinians gathering near Khan Yunis and Jabaliya refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces begin dismantling and evacuating 10 buildings in the illegal settlement outpost West Tapuah near Nablus. The settler-residents throw bleach, sticks, and eggs at the Israeli forces, sparking minor clashes; 11 Israeli police are lightly injured. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron and Bethlehem, and patrol near Hebron. The Israeli cabinet convenes to discuss the recent spate of incendiary kite and balloon attacks emanating from Gaza. PM Netanyahu and DM Lieberman support the IDF’s position that direct attacks on the perpetrators are likely less effective than retaliatory strikes on Hamas infrastructure. Israeli public security minister Gilad Erdan and education minister Naftali Bennett reportedly push for the IDF to target the perpetrators directly. (HA 6/17; YA 6/18)

Israeli and Arab sources say that the U.S. delegation scheduled to visit the Middle East this week plans to call on wealthy Gulf states to invest up to $1 billion in an effort to strengthen Gaza’s economy. They reportedly plan to ask for Egypt and Israel to help administer the funds. “This is an issue that is urgent, and at the same time, can be dealt with relatively quickly,” one source says. Approximately 2,000 Palestinians, including Hamas leader Ismail Haniyeh, gather along Gaza’s border fence to perform the traditional morning prayer marking Eid al-Fitr. IDF troops then violently disperse hundreds of Palestinians who joined protests after the prayer near Rafah and Khan Yunis. For the third time in as many days, the IDF attacks Palestinians reportedly preparing to fly incendiary kites into Israel. An Israeli drone bombs a Hamas observation post near Rafah, causing no reported injuries. Armed Gazans fly a number of incendiary kites across the border fence throughout the day, sparking at least 11 fires in Israel. Separately, IDF troops arrest a Palestinian attempting to cross into Israel near Jabaliya refugee camp. In the West Bank, IDF troops patrol near Qalqilya and Hebron and violently disperse Palestinians gathering in Kafr Qaddum near Qalqilya to protest the Israeli occupation; 2 Palestinians are arrested. U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner and U.S. special representative Jason Greenblatt meet with UN secretary-general António Manuel de Oliveira Guterres in New York City, days ahead of their week-long trip to the Middle East for meetings on their long-awaited peace plan. The trip is set to include stops in Israel, Jordan, Egypt, Qatar, and Saudi Arabia. (HA 6/17)

IDF troops violently disperse Palestinians protesting along Gaza’s border for a 5th day in a row; 1 protester is killed, bringing the death toll stemming from the Great March of Return to 17. In the West Bank, IDF troops shoot and kill a Palestinian citizen of Israel after he allegedly rams his car into a bus stop near the Ariel settlement. IDF troops shoot and injure 2 Palestinian amid clashes sparked by a patrol near Nablus; arrest 8 Palestinians; issue 1 arrest summons during late-night raids in and around Ramallah, Nablus, Jericho, and Tubas; and patrol near Hebron and Nablus. Organizers of the ongoing Great March of Return, which commenced with a 30,000- strong protest in Gaza on 3/30, say that preparations are underway for renewed protests this week. “We welcome all participants of all factions, and appreciate their work for the success of this action that embarrassed Israel throughout the world,” they write, also calling on participants not to approach the border fence, for fear of giving Israeli troops an excuse to open fire. Israeli PM Netanyahu and U.S. president Trump speak briefly by phone in the evening. According to a White House statement, they discussed “recent developments in the Middle East,” and Trump “reiterated the commitment of the U.S. to Israel’s security.” Two White House officials describe the call as “tense” because of Netanyahu’s concerns about the reported U.S. plans to withdraw from Syria. For an 8th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in and around Nablus, Jenin, Tulkarm, the Old City of Jerusalem, and along Gaza’s border near Jabaliya refugee camp and Bayt Hanun. At least 36 Palestinians are injured. Meanwhile, IDF troops patrol near Hebron during the day. Approximately 233 Israeli settlers tour Haram al-Sharif in the morning, marking the start of Hanukkah. A spokesperson for the Israeli Knesset announces that U.S. VP Pence’s trip to Israel, which was set for 12/17–19, has been postponed amid the growing unrest across the Middle East over U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “[The Americans] told us it was because of the votes on tax reform in Congress,” he says. (HA, TOI, YA 12/14)

In the West Bank, Israeli settlers set up a mobile home on Palestinian land east of Nablus. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol near Hebron. In East Jerusalem, Israeli forces demolish the foundation of a building under construction in Shu‘fat refugee camp. They also arrest 3 Palestinians during raids in Bayt Hanina and al-Tur. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Later, the U.S. Consulate General in Jerusalem issues a travel warning calling on U.S. citizens to avoid the West Bank and the Old City of Jerusalem. (HA, TOI 12/5)

Israeli forces shoot and seriously injure a Palestinian after he allegedly stabs and lightly injures an Israeli police officer in Netanya. They arrest the man, a resident of Tulkarm, and take him to a hospital (he will succumb to his injuries on 5/25). In the West Bank, IDF troops shoot and injure a Palestinian youth allegedly throwing stones at them outside Silwad nr. Ramallah. They also arrest 1 Palestinian during late-night raids in and around Hebron and Nablus, and patrol nr. Hebron. Along Gaza’s border, IDF troops violently disperse Palestinians nr. al-Bureij r.c. and nr. Khan Yunis protesting in solidarity with the prisoners on hunger strike; 1 Palestinian is seriously injured. On the 2d and final day of his visit to Israel and the oPt, U.S. pres. Trump meets briefly with Palestinian Authority (PA) pres. Mahmoud Abbas in Bethlehem before returning to Israel for a short tour of Yad Vashem. According to a White House statement released in the evening, Abbas tells Trump he is ready to “begin negotiating [with Israel] immediately,” without mentioning any preconditions . In a joint press conference with Abbas, Trump says, “I truly believe if Israel and the Palestinians can make peace, it will begin a process for peace in the Middle East. Abbas assures me he is ready to work toward that goal in good faith, and [Israeli PM] Netanyahu has promised the same.” He then says, “Peace can never take root in an environment where violence is tolerated, funded, and even rewarded,” referring to allegations that the PA is fostering anti-Israeli incitement. Later, on Trump’s flight from Israel to Rome, a senior U.S. official says that the pres. is hoping to reach a “common set of principles” on which to restart peace talks. Palestinians, Israelis, and international activists gather across the West Bank to mark a “Day Of Rage” in solidarity with the 1,500-plus Palestinian prisoners who have been on hunger strike since 4/16. IDF troops violently disperse protests outside Ofer Prison nr. Nablus, at the Qalandia checkpoint, and in and around Hebron; tens of Palestinians are injured. Unidentified assailants throw stones at Israeli settlers’ vehicles outside Sinjil village nr. Ramallah, causing minor damage. The IDF then detains a number of Palestinians and confiscates 12 vehicles in the village. IDF troops patrol nr. Qalqilya, sparking clashes with stone-throwing youths; 1 Palestinian is injured. Israel’s Construction Minister Yoav Galant says that plans to build 25,000 new homes in Jerusalem, including 15,000 outside the pre1967 armistice lines, are back on the table. The plans were suspended while Obama was U.S. pres., and some Israeli officials say that a formal announcement may coincide with U.S. pres. Trump’s proposed visit to Israel in late 5/2017. The U.S. Defense Security Cooperation Agency announces that the State Dept. has approved a “possible foreign military sale” of 13 76mm naval guns and a variety of naval maintenance tools to Israel for an estimated price of $440 m. “This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic regional partner that has been, and continues to be, an important force for political stability and economic progress in the Middle East,” the press release reads. The IDF imposes several punitive measures on Husan village nr. Bethlehem in response to reports of stone throwing in the area. They bar residents from entering nearby Beitar Ilit settlement, where many work, and confiscate several vehicles. Elsewhere in the West Bank, Palestinian youths throw a Molotov cocktail at an IDF patrol in Shuqba village nr. Ramallah, causing no injuries. Israeli PM Netanyahu meets with U.S. pres. Trump in Washington for the first time. They discuss the Israeli-Palestinian conflict, Iran, and other issues related to the Middle East. In a joint press conference, Trump says that both the Israelis and Palestinians must make concessions to reach a final deal. He also says that, although he would prefer a 2-state solution, he “could live with” either a 1-state or a 2-state solution. The White House later issues a statement about the meeting, saying that Trump and Netanyahu “agreed to continue [discussions about settlement construction] and to work out an approach that is consistent with the goal of advancing peace and security.” (AP, EI, HA, JP, NYT 2/15; HA, JP, TOI, WAFA 2/16; ALM 2/19)

In the West Bank, Palestinian and international activists protest the expansion of the separation wall in Bayt Jala nr. Bethlehem (construction began on 8/17); IDF troops violently disperse protesters, arresting 1 Palestinian. Israeli forces demolish an agricultural structure in a village nr. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announces that, due to a recent string of donations, its budget shortfall has been alleviated sufficiently to allow the 2015–16 school year to proceed on time in its 685 schools across the Middle East. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. In the West Bank, IDF troops shoot and injure a Palestinian during a raid in c. Nablus. Less than an hour later, they shoot and injure a Palestinian photojournalist attempting to cover the story. The IDF also conducts raids in a village nr. Jenin, confiscating property and arresting 2 Palestinians; patrols in 2 villages nr. Jericho and 1 nr. Hebron. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 5 are injured and 2 are arrested. The IDF conducts a late-night raid nr. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. Fearing that the continued tax revenue freeze could spark an uprising in the West Bank, Senior IDF officers say that the IDF has issued 10,000 permits for Palestinian laborers in the West Bank and has directed its troops to engage in clashes with Palestinian protesters less frequently. UN Coordinator for Middle East Peace Robert Serry announces that the UN has brokered a deal to enable reconstruction work in the Gaza Strip, satisfying Israel’s conditions that materials would not be diverted to Hamas. In East Jerusalem at night, Israeli settlers kidnap 16-year-old Mohammed Abu Khdeir from Shu‘fat, burn him alive, and leave his body in the Jerusalem Forest. PA Pres. Reps. of Iran and the P5+1 group begin the 6th and final scheduled round of talks ahead of the 7/20 deadline for agreeing to a deal on Iran’s disputed nuclear program. Israel cancels an official visit by a UNESCO delegation, scheduled to inspect historical sites in Jerusalem’s Old City. The fact-finding commission was set to spend 5 days in Jerusalem before submitting a report at UNESCO headquarters in Paris.
