Israeli forces delivered demolition notices against electric poles supplying 60 houses with electricity near Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Hamas-run interior ministry in Gaza announced that 5 Palestinians had been executed, including 2 convicted of spying for Israel and 3 convicted of murder. Elsewhere, Israeli forces placed cement blocks at an entrance to al-Twana. 15 Palestinians were arrested, including 11 during late-night raids in Bethlehem, al-Mughayyir, and Hebron, 4 were arrested at flying checkpoints near Nablus and Tulkarm. In Gaza, 2 Palestinians died of wounds sustained from Israel’s attacks on Gaza over the weekend, including 1 child. Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Gaza; no injuries were reported. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 child with live ammunition. U.S. ambassador to Israel Tom Nides said in an interview that the U.S. fully backed Israel’s attack on Gaza over the weekend, calling Islamic Jihad “bad guys.” Ambassador Nides further said that the U.S. was not informed about Israel’s Operation Breaking Dawn beforehand but was not surprised. In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Israeli forces also demolished 5 residential structures and 4 agricultural structures in Arab al-Ka‘abneh. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israeli forces also issued notices that it will seize land near Sa‘ir to expand a settler road. 15 Palestinians were arrested during late-night raid in Ramallah, Silwad, Marda, Beit Furik, Jamma‘in, Ya‘bad, Bethlehem, Halhul, and Beit Kahel. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, Israeli forces delivered notices that it will seize 170 dunams (42 acres) of land in Qusra, affecting 20 families. Israeli forces also demolished 1 sheep pen in Qalandia. 20 Palestinians were arrested during late-night raids in Silat al-Harithiya, Nur Shams refugee camp, Nablus, al-Khader, Bethlehem, Halhul, and Dheisheh refugee camp. In Israel, 50 Palestinians returning to the West Bank after working in Israel were forced off a bus in Bnei Brak to allow 3 Jewish Israeli men on the bus who did not want to ride with Palestinians. Israeli forces shot 1 Palestinian man near a military post in Huwwara; the unarmed man who was collecting bottles died of his wounds on 7/30. Members of slain Palestinian American journalist Shireen Abu Akleh’s family met with U.S. secretary of state Antony Blinken at the White House. The family said that they demanded a U.S.-led investigation into the Israeli killing of Abu Akleh and that they want to speak to U.S. president Joe Biden about the lack of accountably for the killing. In the West Bank, unknown assailants opened fire at a car carrying 4 settlers to Joseph’s Tomb, causing the driver to lose control of the vehicle, lightly injuring the 4 settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. In the West Bank, Israeli forces delivered demolition notices for 4 houses, 8 water wells, and 1 agricultural structure in a-Tabban in the Masafer Yatta area and stop-work notices for 2 water wells and 1 agricultural structure in Zif. Israeli forces also sealed a well in Beit Lid. Elsewhere, Israeli forces prevented Palestinians from working their land in Qusra. Israeli forces also fired tear gas at Palestinians trying to enter Israel for work at the separation wall near Jenin. 15 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In East Jerusalem, representatives from the EU and UN visited Palestinians in Silwan who are threatened by Israeli demolitions and displacement. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. PA prime minister Mohammed Shtayyeh said that the PA leadership was “surprised by and deplore the election of Israel's ambassador to the United Nations for the position of Vice President of the United Nations General Assembly, which we consider an attempt to promote and legitimize the colonial occupation regime on the land of the State of Palestine.” (JP 6/7; TOI 6/8; MEE 6/9; WAFA 6/13)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in al-Rakiz in the Masafer Yatta area, causing injuries from assault and tear gas. Israeli forces also shot and injured 1 Palestinian minor during a raid in Hebron. 3 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Bethlehem, and Jaba‘. Off the coast of Gaza, Israeli naval forces opened fire at 2 Palestinian fishermen, injuring both with baton rounds and seizing their boat; both were transferred to a hospital for treatment. Israeli naval forces also arrested 2 fishermen within 2 nautical miles and confiscated their boat; neither was injured. Meanwhile, Israeli naval forces opened fire at Palestinian fishermen 550 yards from the shore, damaging 2 boats and 15 searchlights. In Gaza, 2 Palestinians were arrested near the Gaza fence. Meretz MK Michal Rozin said at an event that her party will support Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. Rozin explained that her party is doing so to ensure that the government coalition does not dissolve. The regulation is set to expire at the end of June and Israeli justice minister Gideon Sa’ar is seeking to extend it for 5 years. A UK-based Iranian opposition group, Iran International, reported that an Iranian engineer, Ayoob Entezari, was assassinated by poison at a dinner in Yazd. Iran denied the reporting, saying Entezari died of a disease. It was reported that Entezari was working on drone and missile technology. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. In the West Bank, up to 70 Israeli settlers attacked Palestinian shepherds with stones and clubs in Sa‘ir, causing fractures and bruises to an elderly man and his nephew. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. Israeli forces fired a missile at Syria from a fighter jet flying over Lebanese air space. Syria then fired an anti-aircraft missile at the fighter jet, missing it. Turkish foreign minister Mevlüt Çavuşoğlu said that Turkey would not abandon its commitments to Palestine if the country normalizes its relations to Israel. The PLO Central Council convened for its 31st session in Ramallah. PA president Mahmoud Abbas said he seeks to hold presidential and legislative elections as soon as they can hold them in all the Palestinian territories, including East Jerusalem. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. Meretz and the United Arab List (UAL) opposed the bill, while centrist parties in the government coalition such as the Blue and White party and Labor supported it. The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The new AU Chairperson Macky Sall of Senegal told reporters that a committee had been set up to discuss the issue to avoid a conflict about Israel’s membership amongst the AU nations. Officials said that 6 countries will be represented in the committee, including South Africa, Algeria, Rwanda, the Democratic Republic of the Congo (DRC), Cameroon, and Nigeria.
