In the West Bank, PA governors imposed lockdowns of several governates and cities, including Hebron city, Abu Falah village, and Nablus governate for 5 days, and several towns and villages in the Bethlehem governate for 7 days, to curb the spread of COVID-19. Later, the PA said it would impose a 5-day lockdown in the West Bank starting 7/3. Palestinians protested in Ramallah against Israel’s plans to annex parts of the West Bank. Israeli settlers razed land in ‘Ayn Bus and southeast of Qalqilya. 13 Palestinians were arrested during late-night raids in and around Ramallah, Jalazun refugee camp, Birzeit, Kafr al-Dik, and Nablus. In East Jerusalem, Israeli forces demolished 1 house in Jabal Mukabir and 1 residential shack in Issawiyya. 11 Palestinians were arrested during late-night raids in and around al-Tur, Silwan and Bayt Hanina. Israel’s foreign minister Gabi Ashkenazi told Israel’s Army Radio that, “[i]t seems unlikely to me that this [announcement of plans for annexation of parts of the West Bank] will happen today . . . I reckon there will be nothing today.” Israel’s prime minister Benjamin Netanyahu had previously announced that annexation of parts of the West Bank would begin on 7/1. (AJ, HA, REU 7/1)

The Syrian, Russian, and Turkish president issued a joint statement condemning Israel’s attacks on Syria and U.S. president Donald Trump’s decision to recognize the occupied Golan Heights as part of Israel. (AJ, HA 7/1)

In an op-ed in the Israeli newspaper Yedioth Ahronoth, UK prime minister Boris Johnson warned Israel against annexation of parts of the West Bank, saying that it would be a violation of international law and that the “UK will not recognize any changes to the 1967 lines, except those agreed between both parties.” (HA, YNET, REU, WAFA 7/1)

In the West Bank, Israeli forces prevented Palestinians from reaching a rally against annexation and Palestinian officials from reaching a meeting in Fasayil in the Jordan Valley, leading to tear-gas related injuries. Israeli forces also demolished 1 house under construction in Bayt Sira and 1 house in Beitunia. Elsewhere, Israeli forces delivered an eviction notice to 1 Palestinian in al-Khadir. Israeli settlers destroyed 85 Palestinian-owned olive trees near Bardala. 22 Palestinians were arrested during late-night raids in and around Qalqilya, ‘Azun, Jenin, Awarta, Nablus, Baytin, Ramallah, Hebron, and Qalandia. In East Jerusalem, Israeli setters seized a tract of Palestinian-owned land in Issawiyya. Israeli forces also demolished 1 Palestinian-owned home in Bayt Hanina. The Jerusalem district court denied a request by the Greek Orthodox Patriarchate to void the sale of its property in the Old City to the settler group Ateret Cohanim, ending a 16-year-long legal battle. (HA 6/26)

U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. Conway also characterized concerns over potential reactions in the Middle East to Israeli annexation as overblown. (AJ 6/24; HA 6/25)

At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

In the West Bank, Israeli forces shot and killed 1 Palestinian at the Container checkpoint near Bethlehem. Israeli forces claimed that he had attempted to ram Israeli soldiers with his car, a claim his family dismissed as he was on his way to pick up his sister for her wedding. Later, Israeli forces violently dispersed protests in the deceased man’s hometown of Abu Dis, leading to tear-gas and rubber-coated bullet related injuries. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. Israeli settlers attacked 3 Palestinians in Ras Karkar and sealed of a main road between Nablus and Jenin. Elsewhere, settlers set fire to Palestinian-owned agricultural lands planted with almond trees in Burqa. Israeli forces assaulted 2 Palestinians in Hebron. Israeli forces also seized historical artifacts in Bayt Umar and equipment from a smith workshop in al-Sawahara. 7 Palestinians were arrested during late-night raids in and around Jericho, Bethlehem, Kobar, and Qalandia. In East Jerusalem, Israeli forces demolished 1 Palestinian house in Silwan. 10 Palestinians were arrested by Israeli forces in Silwan and Issawiyya during late-night raids. In Gaza, Israeli forces opened fire on Palestinian shepherds east Bayt Hanun; no injuries were reported. In Israel, about 1,500 people protested against annexation of parts of the West Bank; among the speakers at the protest were several retired Israeli generals. Israeli defense minister Benny Gantz said at a press briefing that Israel “won’t keep waiting for the Palestinians” in relation to peace talks and annexation. He further stated, “We won’t get into the Palestinians’ deep shit . . . The Palestinians continue to reject dialogue and to remain in their ‘deep shit.’” (HA 6/23)

The Syrian army said that Israel conducted air strikes in at least 3 different areas of Syria, killing 2 soldiers and wounding 4 others. According to the London-based Syrian Observatory for Human Rights, 7 people were killed in the attacks. (AJ, HA, REU, TOI 6/23; AJ 6/24)

In a report submitted to the UN Security Council 1 day ahead of its biannual meeting on the Israeli-Palestinian conflict, the UN secretary general António Guterres called on Israel to abandon its annexation plans and called annexation a “most serious violation of international law.” (AJ 6/23)

In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

Reuters reported that sources had told the news agency about plans to build a 5-mile settler bypass road in East Jerusalem to connect settlements in the south, central, and north West Bank. (AJ, REU 6/15)

According to reporting by Al Akhbar, Israel approved a $50 million transfer from Qatar to Gaza. (HA 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

In the West Bank, Israeli settlers attacked 1 Palestinian man in Burqa, causing fractures and bruises. An Israeli settler also set a car on fire and wrote racist graffiti in Zeita, south of Nablus. Israeli forces destroyed a 200-meter-long water pipe near Bardala and took measurements for a punitive demolition of the home belonging to the family of an alleged attacker in Ya‘bad. 11 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, and ‘Azun. U.S. president Donald Trump announced sanctions on the ICC and ICC personnel in retaliation to investigations into potential U.S. war crimes committed in Afghanistan. While Israel was not mentioned in Trump’s executive order, the country was mentioned in the accompanying press release: “the International Criminal Court has taken no action to reform itself and continues to pursue politically motivated investigations against us and our allies, including Israel.” (HA 6/11; WAFA 6/12)

More than 50 members of the U.S. congress called, in a letter, on U.S. ambassador David Friedman to condemn violence committed by Israeli settlers in the same manner he condemns violence committed by Palestinians. The letter noted the rise in cases of violence committed by Israeli settlers against Palestinians in recent months. (HA 6/11; WAFA 6/12)

The European Court of Human Rights ruled that the French courts had violated freedom of expression when 12 people from the BDS movement were convicted of inciting racism and anti-Semitism for distributing leaflets calling for boycotts of Israeli goods. In the West Bank, Israeli forces handed demolition notices to a Palestinian family in Jenin and for several houses and animal barns in Fasayil in the Jordan Valley. Israeli forces also demolished a water irrigation pipeline in Bardala. 12 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Tulkarm, and Jericho. During the raid near Jericho, 2 Palestinians were injured and hospitalized after confrontations with Israeli forces. Israeli settlers threw stones at 1 Palestinian-owned vehicle near Nablus, causing damage. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in Bayt Hanina and a house under construction in Jabal Mukabir. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Khan Yunis; 1 Palestinian was injured and damage to equipment was reported. In Gaza, Israeli forces opened fire on Palestinian bird hunters east of Jabalia; no injuries were reported. Israeli forces also made incursions to level land near Khan Yunis. Israeli prime minister Benjamin Netanyahu backtracked on his announcement that Israel would immediately start annexing the Jordan Valley following his meeting with U.S. president Donald Trump on 1/28. Prime Minister Netanyahu now said that Israel would start annexing the Jordan Valley after the Israeli elections on 3/2. Netanyahu’s decision to wait was reportedly made after pressure from U.S. senior advisor to the president Jared Kushner. (HA 2/4)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. Palestinians, according to the plan, would have 4 years after the “peace deal” was signed to achieve the right to their own state. (BBC, NPR, NYT, REU 1/28; AJ, HA 1/29; HA 1/30)

The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli forces seized a bulldozer and an excavator working on a school courtyard in Susiya. Israeli forces also issued demolition orders for 4 Palestinian-owned houses under construction in ‘Ayn al-Rummana and handed a stop-work order for a Palestinian house near Yatta. 19 Palestinians were arrested during raids in and around Jenin, Ramallah, Bethlehem, and Hebron. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Khan Yunis; no injuries were reported. In Washington, D.C., U.S. president Donald Trump, alongside Israeli prime minister Benjamin Netanyahu, confirmed that he would be releasing his peace plan with Prime Minister Netanyahu on 1/28. President Trump said that the Palestinians “probably won’t want it initially . . . But I think in the end they will.” After Trump’s remarks, he met with Israeli Blue and White leader Benny Gantz. Gantz subsequently declared that the peace plan “is a significant and historic milestone.” According to PA officials, PA president Mahmoud Abbas refused to take a phone call from President Trump. In the West Bank, Israeli forces injured 2 Palestinians using rubber-coated bullets during clashes in Bayt Umar; 1 was hospitalized for his injures. Israeli forces demolished a water well in al-Zawiya and delivered demolition orders for 4 residential structures near Jenin. In East Jerusalem, the Jerusalem Magistrate’s Court ruled to evict 26 Palestinians from their family home in Silwan. It was the 2d ruling this week in which Palestinians were ordered evicted based on claims that their homes were built on land that was owned by Jews prior to 1948. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage, after alleging that incendiary balloons were launched at Israel. 2 days before U.S. president Donald Trump was to unveil the U.S. peace plan, Israeli defense minister Naftali Bennet said, doing a speech at West Bank settlement, that “In no case, under no condition, will we allow for the establishment of a Palestinian state or recognition of such a state and we will not relinquish a single centimeter of the land of Israel to Arabs.” (HA 1/26)

In Iraq, 5 rockets were fired at the U.S. embassy compound in Baghdad. 1 hit a restaurant inside the compound, injuring 1. (HA 1/27)

U.S. president Donald Trump told reporters that he would likely release the long-awaited U.S. peace plan on 1/28 after meeting with Israeli prime minister Benjamin Netanyahu and Blue and White leader Benny Gantz separately on 1/27. In the West Bank, Israeli settlers cut down 50 olive trees in al-Sawiya south of Nablus. 12 Palestinians were arrested during late-night raids in and around Bayt Awa, Bayt Fajjar, Ramallah, al-‘Arub refugee camp, and Abu Dis. During a raid in Jericho, 6 Palestinians were injured by rubber-coated bullets and others suffered tear-gas related injuries after clashes broke out between Israeli forces and Palestinians. Israeli defense minister Naftali Bennett told reporters that he had created a task force to develop plans for the future of Area C, to which he said, “[t]he State of Israel’s policy is that the land in Area C belongs to [Israel].” (HA 1/9)

U.S. secretary of state Mike Pompeo said via video during a Jerusalem policy forum that changing U.S. policy on the Israeli settlements in the West Bank was returning to a “balanced and sober” approach to the peace process and reiterated the administration’s position that Israeli “settlements don’t inherently violate international law.” (REU 1/8)

U.S. president Donald Trump responded to the Iranian strikes on U.S. bases in Iraq on 1/7 by announcing additional sanctions on Iran. (AJ 1/8)

In the West Bank, Israeli forces arrested 6 Palestinians during late-night raids in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces arrested 14 Palestinians, including 12 during late-night raids in Issawiyya; 2 were arrested in the Old City. (WAFA 1/5; PCHR 1/9)

The Iraqi parliament passed a resolution demanding that the Iraqi government end the mandate which allows foreign troops in the country. U.S. president Donald Trump said that Iraq would have to pay for an airbase the U.S. had built during its occupation of Iraq and that the U.S. would sanction Iraq. Iran announced that it was leaving the Joint Comprehensive Plan of Action due to U.S. violations of the deal. Iran, however, will continue to cooperate with the International Atomic Energy Agency. In the West Bank, Israeli forces raided a Palestinian-owned house in Kaubar and took measures to punitively demolish it; 2 of the house’s occupants are detained by Israel. Israeli forces also arrested 11 Palestinians, including 4 during late-night raids in and around Tulkarm, Jenin, and Ramallah; 1 on a street near Nablus; and 7 during daytime raids in and around Ramallah, Nablus, ‘Ayn al-Hilwa, and Hebron. During a daytime raid in Nablus, Israeli forces confiscated a tractor, and separately during a different raid in Nablus, Israeli forces seized carpentry equipment. 1 Palestinian was shot by Israeli forces after he allegedly attempted to carry out a stabbing by the Gush Etzion junction. Israeli forces also seized and impounded a PA health ministry vehicle providing medical services to 1,500 Palestinians in rural areas south of Hebron. In East Jerusalem, Israeli forces fired tear gas and arrested 3 Palestinians at Bab al-Rahma in the Haram al-Sharif compound. 9 Palestinians from Issawiyya in East Jerusalem were placed under nighttime curfew between 8 p.m. and 6 a.m. 6 of the men were told that they were facing a nighttime curfew on 12/29, but the curfew did not take effect until 1/2. The Israeli military cited a 1945 Mandate-era regulation to justify placing the 9 under nighttime curfew. (HA 1/2)

The U.S. assassinated Iranian major general in the Islamic Revolutionary Guard Corps (IRGC) and commander of the IRGC’s special forces Quds Force Qasem Soleimani and the deputy chairman of the Iraqi government-sanctioned militia Popular Mobilisation Forces, Abu Mahdi al-Muhandis, along with several other Iranian and Iraqi officials at Baghdad International airport. The assassinations were carried out by an American MQ-9 drone that fired missiles at the officials’ convoy as it was leaving the airport. The Pentagon released a statement saying that the strike was directed on behest of U.S. president Donald Trump and was aimed at “deterring future Iranian attack plans.” Iran’s supreme leader Ayatollah Ali Khamenei said in a statement that Iran would have 3 days of mourning followed by a retaliation. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. U.S. president Donald Trump signed an executive order titled “Combatting Anti-Semitism” at a White House Hanukkah party. The order, which folds anti-Semitism under Title VI of the Civil Rights Act of 1964, is officially aimed at combatting anti-Semitism in the U.S. education system. However, the order explicitly mentions the highly controversial International Holocaust Remembrance Alliance’s working definition of anti-Semitism which conflates criticism of Israel with anti-Semitism. Many thus fear that the new executive order is intended to stifle criticism of Israel rather than protecting Jewish people against anti-Semitism. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israel’s Interior Ministry announced the U.S. congresswomen Ilhan Omar (D-MN) and Rashida Tlaib (D-MI) would not be allowed to enter Israel and the West Bank for their planned visit. The ministry stated that the 2 congresswomen were denied entry on the basis of their involvement in the BDS movement. U.S. president Donald Trump had hours earlier tweeted that “[i]t would show great weakness if Israel allowed Rep. Omar and Rep. Tlaib to visit. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. Palestinian refugees in Lebanon protested throughout the country against the Lebanese government’s crackdown on businesses using foreign workers that do not have a work permit. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The U.S. delegation brought Netanyahu a gift from U.S. president Donald Trump: an updated State Department map with the Golan Heights incorporated into Israel proper.
