1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. Israeli forces delivered stop-work orders for 4 structures east of Yatta and agricultural structures east of Tubas. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. The PA handed the bullet that killed Palestinian American journalist Shireen Abu Akleh to U.S. security envoy Mike Fenzel, who brought the bullet to the U.S. embassy in Jerusalem for forensic analysis with Israeli representatives present. It was reported that the PA was under intense pressure from the Biden administration to hand over the bullet and had not been told that the Israelis would partake in the forensics analysis. PA general prosecutor Akram al-Khatib later said that the U.S. had given guarantees that Israel would not take part in the analysis of the bullet. Israel said it had shot down 3 Hezbollah drones at a gas drilling rig in a maritime area disputed between Lebanon and Israel. In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. Lebanese president Michel Aoun and prime minister Najib Mikati condemned Israel for placing an Israeli gas-drilling rig in a maritime zone that both countries claim is theirs. Prime Minister Mikati said “the Israeli enemy’s attempts to create a new crisis, by encroaching on Lebanon’s maritime wealth, and imposing a fait accompli in a disputed area in which Lebanon adheres to its rights, is extremely dangerous.” Israel claimed that the gas-drilling rig was placed outside of the disputed area. President Aoun and Prime Minister Mikati later, on 6/6, called on U.S. envoy Amos Hochstein to complete negotiations in Beirut on demarcating the 2 countries’ maritime borders to “prevent an escalation.” A Haaretz investigation using satellite images later suggested that the gas-drilling rig was not in the maritime area that both Israel and Lebanon claim. In the West Bank, Israeli settlers vandalized Palestinian property in Imreiha and assaulted 12 Palestinians in al-Mazra‘a al-Qibliya. Israeli forces seized 2 residential structures belong to 2 families in Markaz in the Masafer Yatta area, displacing 12 for a 2d time since 5/11, when Israeli forces also demolished their residential structures. Israeli forces also delivered stop-work notices for 6 residential structures in Artas. 12 Palestinians were arrested during late-night raids in Bayt Rima, al-Ubeidiya, al-Khader, Hebron, and Nablus. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis. The U.S. on 5/20 reiterated its call for a “thorough and transparent” investigation, while not directly addressing the Israeli decision not to launch a criminal investigation. 1 member of the Meretz party, Ghaida Rinawie Zoabi, said she was leaving the government coalition, making the coalition a minority government with 59 out of 120 seats at the Knesset. Rinawie Zoabi criticized the coalition for being right-wing and hawkish, specifically pointing out the Israeli-led violence at the Haram al-Sharif compound and the killing of Abu Akleh. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. Patriarch of the Orthodox Church of Jerusalem Theophilos III, Custos of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian wrote a letter to Israel’s environmental protections minister Tamar Zandberg, requesting that she stop plans to expand the Jerusalem Walls National Park. The plans would expand the park into the church properties on the Mount of Olives. The 3 Christian leaders called the plans “a brutal measure that constitutes a direct and premeditated attack on the Christians in the Holy Land,” saying “we cannot help but feel that various entities are seeing to minimize, not to say eliminate any non-Jewish characteristics of the Holy City by attempting to alter the status quo on this holy mountain. They have failed due to the objection and lack of cooperation from the Churches. After their attempts failed, they resorted to statutory powers by advancing a plan to declare vast parts of the mountain as a national park.” The proposal to expand the park was scheduled to be heard at the Jerusalem Municipality’s local planning and construction committee on 3/2. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. In promotional material for the upcoming book Trump’s Peace: The Abraham Accords and the Reshaping of the Middle East by Israeli journalist Barak Ravid, it was revealed that former U.S. president and likely candidate for the Republican presidential ticket in 2024, Donald Trump, made significant U.S. policy changes to help former Israeli prime minister Benjamin Netanyahu win elections in Israel. Former President Trump told Ravid that he recognized the Golan Heights as part of Israel and, separately, announced plans to move the U.S. embassy to Jerusalem to help Netanyahu, who was struggling in the Israeli elections. Trump also told Ravid that he left the Iran Nuclear deal because of Israel and dismissed the idea that it was due to Israeli intelligence, mocking the idea that Israel had presented anything new at the time. Ravid further reports in his book that Trump believes that Netanyahu never had any interest in making peace with the Palestinians. Trump explained to Ravid that PA president Mahmoud Abbas “was almost like a father” and that he thought Abbas wanted to make peace more than Netanyahu. Trump acknowledged to Ravid that his strategy of pressuring the Palestinian leadership back to negotiations after recognizing Jerusalem as the capital of Israel had failed, saying “[t]hese are hardened people.” Netanyahu and Trump had a significant personal fallout due to Israel’s push to annex most of the West Bank, outside of the framework of the Trump administration’s plan for a peace deal. It was also revealed that Trump now holds a grudge against Netanyahu because Netanyahu congratulated U.S. president Joe Biden on his election win in 2020, which Trump has falsely claimed to be fraudulent and has never officially conceded. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In the West Bank, Israeli forces delivered stop-work orders for 22 structures and 1 demolition order for an agricultural shed in Qusra and demolished 1 water well in Ni‘lin. Israeli forces also violently dispersed Palestinians protesting a late-night raid in Bethlehem, causing tear-gas related injuries. 8 Palestinians were arrested during late-night raids in ‘Anata, Abu Dis, al-Ubeidiya, Jenin, Burqa, and Sabastia. In East Jerusalem, Israeli municipality workers demolished a construction material shop in ‘Anata. 1 Palestinian was arrested during a house raid in the Old City. Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. The Israeli supreme court rejected an appeal from a Palestinian man whose 3 daughters and 1 niece were killed when Israeli tanks fired shells at his apartment in Gaza in 2009. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz. Israeli newspaper Calcalist reported that the Israeli government had limited the number of countries that can buy Israeli-made cyber technology, from 102 to 37. Australia announced that it intends to add all Hezbollah entities as terrorist organization. Australia added Hezbollah’s External Security Organization as a terrorist organization in 2003.
