Israeli settlers also threatened Palestinians in the al-Ka’abneh community near Jericho with death if they did not flee their village; the settlers threw stones at Palestinians, vandalized a vehicle and stole another. Meanwhile, Israeli settlers with military escort also attacked Palestinians in Qarawat Bani Hassan, stealing cash and vandalizing property. Israeli settlers also attacked Palestinian shepherds in the Masafer Yatta area and vandalized 50 olive trees in Qusra. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 1 child during a riad in Sa’ir. More than 15,180 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 242 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 63 children. More than 3,200 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Red Crescent said Israeli forces prevented aid trucks from entering Gaza via the Rafah crossing. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. UN secretary-general spokesperson Stephane Dujarric said “[w]e need to make sure that there’s agreement and everybody is ok with the people we send,” calling Israeli slander against Hastings “unacceptable.”  (AJ, HA 12/1)

The New York Times reported that staff at the World Food Programme were angered at Executive Director Cindy McCain’s timid response to the situation in Gaza and that she had compromised the neutrality of the organization by sharing a stage on 11/18 with former Israeli prime minister Ehud Barak as a prize named after her late husband John McCain was awarded to the “People of Israel.” (NYT 12/1)

A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. In East Jerusalem, Israeli forces punitively demolished the family home, in Shu‘fat refugee camp, of 1 Palestinian man who was killed after killing 1 Israeli settler and injuring 4 others in the Old City on 11/21/2021. In Gaza, Israeli forces made incursions and leveled agricultural land east of Khan Yunis and north of Bayt Lahiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. The UK and Germany also said they disagreed with the terminology of apartheid used in the report. The PA foreign ministry welcomed the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Israel’s Central Command extended defense minister Benny Gantz’s order to declare 6 Palestinian rights organizations “terror groups,” from 10/22, to the West Bank. The extension to the West Bank, where the 6 Palestinian rights organizations operate, means that the Israeli military will be able to arrest their employees, raid their offices, and confiscate their equipment. According to statistics from the Israeli ministry of defense, 8 Palestinians have been killed in 2021 during protests in the West Bank by Israeli soldiers using the Ruger rifle, which Israel uses as a crowd-dispersal tool. In comparison, 1 Palestinian was killed by Israeli soldiers using the Ruger rifle in 2020 and a total of 12 were killed by soldiers using the rifle between 2016 and 2021, according to the Israeli  data. The statistic was released as part of a parliamentary question by Gaby Lasky of Meretz (Vigor), who argued that Israeli forces should stop using the weapon at Palestinian demonstrations. (HA 11/7)

In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. From the senate floor, U.S. senator Bob Menendez criticized senate republicans for fast-tracking legislation that would block all U.S. aid to Gaza, saying the republicans are using Israel as a pawn for their own “partisan political purposes.” Senator Menendez said the republican-proposed legislation “is written so broadly, that, for example, before delivering clean water or water infrastructure, the president would effectively have to certify that anyone related to Hamas would never drink that water or drink from a water fountain that carried that water. The Zionist anti-occupation organization Americans for Peace Now announced it had changed its position on U.S. military aid to Israel, saying it supports conditioning the aid. ICC chief prosecutor Fatou Bensouda’s 9-year term ended and UK lawyer Karim Khan took over the job as top ICC prosecutor overseeing probes into war crimes potentially committed in the Palestinian occupied territory, Afghanistan, Myanmar, and the Philippines. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children.
