Palestinian shops, schools, government offices, banks, and other businesses across the oPt observe a general strike in protest of U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital on the occasion of U.S. VP Pence’s visit to Israel. IDF troops violently disperse protests in al-Bireh, Aida refugee camp near Bethlehem, central Hebron, and nearby Sa‘ir village; 2 Palestinians are arrested. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. The IDF closes the checkpoint after the incident. IDF troops arrest 9 Palestinians during late-night raids in and around Hebron, Ramallah, Salfit, Jenin, and Bethlehem; and patrol near Hebron. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin. In an interview with Reuters, Pence discusses the U.S. peace initiative. “The White House has been working with our partners in the region to see if we can develop a framework for peace,” he says. “I think it all just depends now on when the Palestinians are going to come back to the table.” (HA, JP, REU, TOI, YA 1/23)

The IDF launches its deepest ground incursions into Gaza City since OCL began, conducting a 2-front assault from the north and the south; troops pull back to the outskirts of Gaza City by nightfall. To accommodate expanded operations, the IDF commits its first significant influx of reservists into Gaza, numbering in the 1,000s, using them to hold IDF positions, freeing up regular combat troops to thrust deeper into Gaza City.

Combat notes: The intensified IDF assault on Gaza City begins before dawn, with tanks and troops based in the fmr. Netzarim settlement advancing fr. the southwest, supported by helicopter gunships and F16s, resulting in some of the heaviest fighting since OCL began, especially in Shaykh Ajlin. Simultaneously, the IDF steps up attacks on the northern outskirts of the city. The IDF reports (IDF 1/11) finding 10s of booby-trapped houses, buildings, and tunnels, accusing Hamas of booby-trapping 30 homes in one neighborhood (location not given). Ground forces also move into Khuza in s. Gaza under heavy artillery fire, bulldozing several homes and razing tracts of agricultural land before withdrawing late in the evening.

The IDF reports hitting nearly 70 targets across Gaza today and making more than 40 air strikes. Targets hit include 23 smuggling tunnels (including 2 located under the homes of Hamas mbrs.), at least 15 “armed cells,” 11 suspected weapons depots, several rocket-launching sites. Air strike target areas include Bani Suhayla, Bayt Hanun, Bayt Lahiya, Gaza City (Shaykh Ridwan), Khan Yunis, al-Maghazi, al-Mughraqa, Nussayrat, Rafah, al-Shabura r.c., Yibna r.c., al-Zawayda (c. Gaza). Heavy tank and artillery fire is reported in Bayt Hanun (white phosphorus use confirmed by Amnesty International), Gaza City (al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya, Khuza, Khan Yunis (possibly involving white phosphorous).

Palestinians fire 20 rockets and 8 mortars into Israel, including at least 1 Grad that hits an empty kindergarten in Ashdod (damage but no injuries) and 2 rockets that hit Beersheba (some light injuries). The IDF reports sustaining no casualties but killing around 45 armed Palestinians, bringing the estimated Palestinian toll to at least 876 dead, 3,600 wounded.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull but does not release figures on the number of trucks permitted entry.

Of note: Today’s IDF air strikes on tunnels along the Rafah border damage 10 homes in Egyptian Rafah, seriously wound 2 Egyptian border policemen and lightly wound 1 border policeman, 2 Egyptian children (ages 2 and 5). Egyptian security officials say that the Israeli drones and planes have violated Egyptian air space daily since OCL began and that previous Israeli air strikes during OCL have damaged buildings and 1 mosque, shattered windows, and caused power shortages inside Egypt. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, damaging 2 boats but causing no injuries. Egyptian border police demolish 2 smugglers’ tunnels on the Rafah border. In the West Bank, the IDF patrols Sa‘ir nr. Nablus, firing on stone-throwing Palestinian youths who confront the troops, wounding 1; conducts arrest raids, house searches in Jenin town and r.c., Tulkarm town and r.c. Jewish settlers fr. About 600 police and border police stand guard outside al-Haram al-Sharif; 4 Palestinians are arrested on charges of inciting demonstration. Jerusalem Police Chief Yosef Yehudai asks for, receives emergency security powers; Jerusalem neighborhood of al-Tur is placed under curfew [WP 1/23]. Military closes al-Quds for 45 days [FBIS 1/22]. Israel reports capture of 8-member armed PFLP cell in W. Bank, alleges group was responsible for October 1987 murder of Yigdal Shahaf [FBIS 1/26]. Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].

Arab World: Egypt's Pres. Husni Mubarak calls for 6-month cease-fire in occupied territories, international peace conference on the Middle East as part of new peace initiative [WP, LAT 1/22]. Jordan's P.M. Zayd Rifa'i tells parliament that 23 PFLP members have been detained on charges of attempting to instigate disturbances in Jordan [FBIS 1/25].
