The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. The IDF attempts to assassinate senior Islamic Jihad mbr. Muhammad Sidir by firing missiles at his car in Hebron; Sidir is injured, 2 Palestinian children are killed, 6 others are injured. (1 of the dead, 5 of the injured are bystanders.) A 3d Palestinian is killed in al-Bireh by an IDF tank shell. The IDF also shells, destroys a PSF headquarters in n. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. In Brussels, EU FMs call on Arafat to dismantle the "terrorist networks" of Hamas and Islamic Jihad; to declare, in Arabic, the end to the "armed intifada." The IDF fatally shoots 4 Palestinians in the West Bank; 1 Palestinian dies of injuries received earlier. An Israeli dies of injuries received in the 12/1 Jerusalem bombing. The IDF also enters PA-controlled Rafah to bulldoze 2 PSF posts; directs heavy machine gun fire on residential areas of Khan Yunis, Rafah. Palestinians fire a mortar at Gush Katif settlement, causing no injuries. In Jerusalem 500 Israelis attend a Peace Now protest against Israeli military actions. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists." IDF soldiers guarding Rachel's Tomb in Bethlehem open fire on stone-throwing Palestinian youths, killing a 13-yr.-old Palestinian boy. In retaliation for the 11/24 mortar attack on Kefar Darom, the IDF shells, destroys the PA military intelligence office in Khan Yunis, a naval police post in Sudaniyya, and a Fatah office in Dayr al-Balah, injuring 3; bulldozers demolish 3 Palestinian homes in Dayr al-Balah. The IDF also directs heavy machine gun fire at residential areas of Bayt Lahia, Khan Yunis, Rafah, Tal Sultan. The IDF claims the action was in response to Palestinian gunfire aimed at Neve Dekalim. In response to the mortar attack on Gilo on 10/18, the IDF sends tanks, bulldozers into Bethlehem, Bayt Jala; occupies 10 Palestinian buildings in Bethlehem (including 2 hotels to house troops), several in Bayt Jala. The incursions spark clashes, which leave 3 Palestinians dead and at least 16 Palestinians, 1 IDF soldier injured. In Ramallah, 2 Palestinians are killed by IDF shelling; a 6th Palestinian is killed in Gaza. IDF tanks completely surround Bayt Sahur, Nablus, Qalqilya. The U.S. says it has more evidence linking Bin Laden to the 9/11 attacks. Laying the groundwork for a military response, Bush labels the attacks "acts of war," begins to rally "an international coalition to combat terrorism." The U.S. presses Pakistan in particular to cooperate with any U.S. military action against neighboring Afghanistan, Bin Laden's base of operations. Congress adopts (100-0 in the Senate, 408-0 in the House) a joint resolution that the admin. says frees the White House from having to seek a formal declaration of war to carry out military action. The cabinet reportedly approves IDF Chief of Staff Shaul Mofaz's revisions to the IDF's 6/2 assault plan, entitled "The Destruction of the Palestinian Authority and Disarmament of All Armed Forces," which he recommends be implemented after the next big suicide bombing inside Israel that causes heavy casualties. Low-level Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. In a predawn raid, the IDF sends bulldozers and tanks into Rafah, under cover of shells and machine gun fire, to demolish at least 19 Palestinian homes. Jewish settlers close the Hebron-Bethlehem road, attack Palestinian vehicles. Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. PA Information M Yasir `Abid Rabbuh appeals to Congress to support the recommendations of the Mitchell Comm., the U.S.-led international inquiry into the causes of the al-Aqsa intifada headed by fmr. U.S. sen. George Mitchell. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The comm.'s final report is expected in 1 wk. The State Dept. says Secy. of State Colin Powell is considering meeting with Sharon, Arafat on the sidelines of his trip to Africa, Europe 5/22+n30. In Washington, U.S. Pres. George W. Bush holds a strategy session on the Middle East with his top foreign policy advisers, including Secy. of State Powell, Secy. of Defense Donald Rumsfeld, National Security Adviser (NSA) Condoleeza Rice. Powell advocates using the recommendations of the Mitchell Comm. and the Jordanian-Egyptian initiative as the base for a cease-fire plan. Israeli-Palestinian clashes continue. Late this evening, the IDF helicopter gunships, naval boats shells PSF posts across the Gaza Strip specifically targeting, destroying at least 8 PSF armored personnel carriers, not aiming at adjacent PSF buildings; 3 PSF officers are wounded. The IDF says the attacks were in response to the "unprecedented number of mortar attacks" (they report 17) on Jewish settlements in Gaza in the past wk. As Israeli-Palestinian clashes continue, 2 Jewish settler teenagers (1 of whom is a dual U.S.-Israeli citizen) are found beaten to death in a cave nr. Bethlehem; the pair have been missing since 5/8. Sharon calls the murders a "new escalation," blames the PA. The IDF detains 15 Palestinians for questioning. Israeli-Palestinian clashes continue. In a predawn strike, IDF bulldozers move into Brazil camp in PA-controlled Rafah under cover of tank, machine gun fire to demolish 20 Palestinian homes, killing 1 Palestinian, wounding at least 14, leaving 150 homeless. In Washington, Israeli FM Peres discusses with Secy. of State Powell Israel's position on the Jordanian-Egyptian initiative, urges the U.S. to help arrange a cease-fire. Powell, echoing Israel's positions, says the U.S. it supports the Arab proposal as the "beginning of a dialogue. But, of course, that dialogue cannot get underway until violence is brought down" significantly; he does not mention the Israeli attack on Brazil hrs. earlier.
