In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. Elsewhere, Israeli forces violently dispersed a funeral procession for a Palestinian minor killed on 10/12 in al-Arroub refugee camp, causing tear gas related injuries. 14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. The U.S. state department’s annual fiscal transparency report said that the PA has failed to provide complete data on its budget within the required period. The report noted that the budget was not approved by the Palestinian legislator and information about debt was incomplete. The State Department report called on the PA to publish its executive budget. U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf has in recent weeks met with Israeli and PA officials, calling on both parties to ensure that the PA is strengthened as both the U.S. and Israel have expressed concerns that the PA does not have the power to exert control over parts of Area A. The PA has said that the security instability in the West Bank is caused by Israeli raids and that calm would ensue if Israel stopped these raids. Haaretz also reported that Israeli officials have asked Qatar to pressure PA president Mahmoud Abbas to address issues in Jenin and Nablus. U.S. ambassador to Israel Tom Nides, at a counterterrorism summit in Israel, called the Israeli attacks on Gaza on 8/5-8/7 dubbed “Operation Breaking Dawn” “relatively calm” despite 49 Palestinians being killed during the assault. The UAE announced it will donate $25 million to the Makassed hospital in East Jerusalem. According to Axios reporting, the Biden administration had asked the UAE, Saudi Arabia, and Qatar to donate $100 million in total to Palestinian hospitals in East Jerusalem ahead of Biden’s visit where he is expected to announce a U.S. donation of $100 million to hospitals serving Palestinians in East Jerusalem. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 16 with tear gas. PA president Mahmoud Abbas spoke to Israeli prime minister Yair Lapid and Israeli president Isaac Herzog in phone calls. The phone calls come 1 day after defense minister Benny Gantz visited President Abbas in Ramallah and 1 week ahead of U.S. president Joe Biden’s visit to Palestine and Israel. It was the 1st direct call between Abbas and an Israeli prime minister since 2017. The Wall Street Journal reported that senior Israeli military officials partook in a meeting in March this year with top officials from Egypt, Jordan, Saudi Arabia, Qatar, the U.S., and representatives from Bahrain and the UAE in Sharm El Sheikh. At the secretive meeting, the officials were reported to have discussed efforts to combat Iranian missile and drone capabilities. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. The Israeli government approved a plan to double the settler population in the occupied Golan Heights. Al Monitor reported that Qatar and Israel had agreed to a bilateral agreement on allowing diamond trade between the 2 countries. U.S. senator Rand Paul (R-KY) blocked the passage of $1 billion in additional military aid to Israel, allegedly to replenish the Iron Dome arsenal. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. Hamas’s official in charge of prisoner affairs Zaher Jabarin said that Hamas had made a new proposal for a prisoner swap with Israel. According to the Lebanese newspaper Al Akhbar, 1 proposal included swapping 2 Israeli prisoners and the remains of 2 Israeli soldiers held by Hamas in exchange for the 6 Palestinians who escaped Gilboa prison on 9/6 and were later rearrested, along with all women and children held by Israel. A 2d proposal included providing information about the 2 Israelis held by Hamas in exchange for the release of women, children, and some of the Palestinians rearrested after a prisoner swap in 2011, followed by the release of thousands of Palestinians and the release of the Israelis held in Gaza. A new poll by the Palestinian Center for Policy and Survey Research found that 78% of the 1,270 Palestinians surveyed in the West Bank and Gaza wanted PA president Mahmoud Abbas to resign. The poll also found that 63% of the people polled believe that the PA or PA security leaders ordered the murder of Nizar Banat in order to silence his criticism of the PA. Progressive members of the Democratic Party in the house of representatives opposed adding $1 billion to funding of the Israeli Iron Dome to a stopgap government funding bill. Half the members of the progressive caucus said they would vote no on the bill if the Iron Dome funding was not removed, citing a need for transparency in military aid. The $1 billion, an addition to the $3.8 billion that Israel receives in military aid each year, will likely pass later either as a stand-alone bill or as an addition to the 2020 Defense Appropriations bill. House majority leader Steny Hoyer spoke to Israel’s foreign minister Yair Lapid, assuring him that Israel would receive the extra billion from the U.S, calling the issue a technicality. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. The Commission for Detainees and Ex-Prisoners Affairs said, after a lawyer visited the 4 recaptured Palestinian prisoners who escaped Gilboa prison on 9/6, that Zakaria Zubeidi had been severely beaten and drugged by Israeli forces. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The Commission also said Mohammad Arda had been beaten, sleep deprived, and humiliated while in Israeli custody. Both denied Israeli officials’ allegations that they had any interaction with anyone after escaping. 6 Palestinian prisoners, including the former al-Aqsa Martyr Brigade leader Zakaria Zubeidi, escaped Gilboa prison in Northern Israel near the West Bank, using a tunnel dug over a period of at least 10 months. All other prisoners in the Gilboa Prison were relocated to other prisons as Israeli authorities investigated the flaws in the prison structure that facilitated the escape. The Israeli prison service also restricted yard exercise time from 4 hours to 1 hour a day as a collective punishment. PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. Israel’s attorney general Avichai Mendelblit said he would not intervene in the eviction case against Palestinian families in Shaykh Jarrah. The Knesset passed a bill that would allow the Shin Bet to place citizens of Israel in West Bank prisons, in the 1st of 3 votes. Israel’s ambassador to the U.S. and UN, Gilad Erdan, visited the Associated Press headquarters in New York, meeting with AP’s president and CEO Gary Pruitt “to restore the relations between Israel and the Associated Press” in the wake of Israel’s air strike demolishing AP’s offices in Gaza on 5/15. Ambassador Erdan justified the air strike that demolished the high-rise by alleging that Hamas was using an office in the 14-story building to jam the Iron Dome missile defense system. Representative Ilhan Omar (D-MN) asked secretary of state Antony Blinken, during a house foreign affairs committee hearing, where victims of Israeli crimes should seek justice, if the U.S. opposes investigations by the ICC. In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. The Qatari envoy to Gaza Mohammad al-Emadi said Qatar had brokered a deal between the PA and the Israeli gas company Delek to deliver natural gas to Gaza and to install a gas pipe to the Gaza power station from an offshore rig. According to the deal, European countries will fund the maritime parts of the gas pipe within Gaza’s maritime borders and Qatar will fund the extension to the gas rig. The Jewish National Fund’s (JNF) leadership approved a change in policy that will allow the JNF to purchase land in the West Bank for Israeli settlement expansion. The JNF’s board of directors still needs to approve the new policy and is said to decide after the 3/23 Israeli elections. The JNF leadership also approved allocating $11.7 million for buying land in the West Bank, a decision that also needs the board of director’s final approval.
