This marks the first instance of Palestinians launching such incendiary devices into Israel since 10/25. Also along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Dayr al-Balah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home and 3 makeshift residential structures under construction near Salfit. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. IDF troops arrest 12 Palestinians during raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Jenin, Nablus, and Hebron. Israeli settlers assault and injure 2 Palestinians and smash the windows of a Palestinian store in central Hebron. Palestinian witnesses say that the settlers assaulted the first Palestinian after he objected to their loud music and use of foul language. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Sources in the defense minister’s office say that the move comes in the context of the Israeli government’s efforts to maintain calm along Gaza’s border fence. (AS, YA 10/31)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. A small group of protesters detonate an explosive along the border fence, ripping a hole in the barrier that allows approximately 20 of them to cross into Israel; 3 are killed when Israeli soldiers open fire on the group. Throughout the day, IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 4 more Palestinians are killed at approximately 150 are injured. The killings bring the death toll stemming from the Great March of Return to 177. In the West Bank, Israeli settlers throw stones at a Palestinian vehicle south of Nablus, killing 1 occupant and injuring the other. IDF troops arrest 4 Palestinians during raids near Bethlehem and Tulkarm; and patrol near Hebron, Nablus, and Qalqilya. They also violently disperse Palestinians gathering in Ras Karkar near Ramallah and Kafr Qaddum near Qalqilya to protest the Israeli occupation; 7 Palestinian are injured. Israeli forces seal off all entrances to Hadida, the northern Jordan Valley village where they demolished several structures yesterday. Israeli border security guards arrest a Palestinian attempting to cross into Israel near Qalqilya armed with a knife. In central Israel, an incendiary balloon is found on the side of the street in Rishon Lezion, causing no damage or injuries. A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Lieberman previously barred fuel transfers for a few weeks in 8/2018 after a similar surge of resistance activities in Gaza. (HA, TOI 10/12; MNA, TOI, TOI, YA 10/14)

Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The Tel Aviv District Court rejects an appeal from Lara Alqasem, the U.S. student who was denied entry to Israel on 10/2, determining that her ongoing support for BDS is grounds for denial. Her lawyers may still petition Israel’s High Court of Justice. (HA, TOI 10/12)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no reported damage or injuries. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Qaryut near Nablus overnight. They also throw stones at Palestinian homes near Nablus, sparking a minor confrontation between their IDF escort and the Palestinian residents; 4 Palestinian homes are reported with minor damage. IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Tulkarm, Nablus, and Hebron; and patrol near Nablus and Hebron. Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. The announcement comes a day after the first shipment of Qatari-funded diesel fuel for Gaza’s only power plant entered Gaza. (MNA, YA 10/11)

Dozens of Arab and Jewish Americans gather outside the PLO office in Washington to protest the Trump administration’s order to close the office by today (the office formally closed on 9/13, but employees were permitted to remain until today). They criticize the Trump administration’s treatment of the Palestinians and call for the office to be allowed to re-open. (TOI 10/10; AFP, TOI, WAFA 10/11)

After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Meanwhile, Israeli prime minister Benjamin Netanyahu blames PA president Mahmoud Abbas for “suffocating” Gaza. “I am trying to find a solution that will restore quiet and security,” he says. “I am not interested in getting into needless wars.” A Hamas spokesperson rejects allegations that Hamas will benefit from the $60 million that Qatar recently pledged to support Gaza. “The funds that came from Qatar through international associations are directed to the Gaza power plant in a move to partially ease [the burden] on Gazans in terms of electricity,” he says. “Hamas has absolutely nothing to do with the money.” (MNA, HA, HA, JP, TOI, YA 10/9)

A U.S. State Department spokesperson comments on the case of U.S.-Palestinian student Lara Alqasem, who the Israeli authorities denied entry to Israel and have detained since 10/2. “We are aware of her case. Our embassy is providing consular access as we would to all American citizens,” she says. “Ultimately it is up to the government of Israel to decide who it wants to let into the country.” Later, Israel’s Strategic Affairs Minister Gilad Erdan says he would reconsider allowing Alqasem entry if she publicly condemns the BDS movement. Israeli defense minister Avigdor Lieberman orders the reduction of the fishing zone off Gaza’s coast from 9 nautical miles to 6 nautical miles, citing concerns about the recent violence along Gaza’s border. “The defense minister’s decision was made following the violent rioting over the weekend near the fence and attempts to harm IDF forces and launch confrontational flotillas,” according to a Defense Ministry statement. This marks the 2d time in the past few months that Lieberman has ordered a punitive reduction of the fishing zone. (MNA, TOI 10/6)

Al Akhbar reports that the UN has agreed to pay the salaries of Gaza’s civil servants for 3 months and that Israel has agreed in principle to permit 5,000 Gazan merchants to enter Israel for business. The report comes days after similar reports of a deal under which Qatar would pay $60 million for fuel for Gaza’s sole power plant. Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. Also, a senior Fatah official calls UN Special Coordinator Mladenov a “servant” of the Trump admin., presumably in response to the UN official’s work to facilitate transfers of aid to Gaza without PA involvement. “He should not be intervening in internal affairs,” the official continues. “It is not his right or mandate to interfere, but he puts his nose in everything.” (AH, TOI, TOI, WAFA 10/6; TOI 10/8; TOI 10/9)

Elsewhere in the West Bank, an Israeli settler driver rams a flock of Palestinian-owned sheep near Hebron, killing several. IDF troops arrest 2 Palestinians during a raid near Salfit; and patrol near Nablus, Hebron, and Jerusalem. Late at night, Israeli aircraft conduct an air strike on a medical facility in southern Gaza, causing moderate damage. In southern Israel, Israeli forces demolish a Palestinian home near Beersheba. Jerusalem mayor Nir Barkat announces plans to remove UNRWA from East Jerusalem, accusing the agency of operating illegally and inciting violence against Israelis. He says that all the schools, clinics, athletic facilities, and other services that UNRWA currently operates in the city will continue operations under Israeli control. Barkat does not say when he intends to implement this plan. UNRWA schools in East Jerusalem currently serve approximately 1,800 students. (AP, YA 10/4; TOI 10/5; AP, HA 10/6)

Hamas sources say that the PA blocked the transfer of 3 truckloads of Qatari-funded diesel fuel to Gaza this morning. Later, sources in Ramallah tell the Israeli press that the PA made threats to an Israeli gas company and to UN employees in an effort to obstruct the transfer. Earlier in the day, the Israeli press reports that Qatar has agreed to purchase $60 m. worth of fuel for Gaza’s sole power plant in an effort to increase the electricity supply in Gaza. Bahrain, Egypt, Saudi Arabia, and the United Arab Emirates sever economic and diplomatic ties with Qatar, citing Doha’s support for so-called terrorist groups, including Hamas, inter alia. In a 5th day of cross-border violence in Gaza, Palestinian fighters fire 2 mortar shells into s. Israel overnight, causing damage and no injuries; Israeli forces respond with air strikes on 2 Hamas targets nr. Khan Yunis and artillery fire on areas nr. Rafah, causing damage. Following the morning’s violence, Israel and Hamas agree to deescalate tensions along Gaza’s border. Israeli forces pull back from the so-called Access Restricted Areas along the border fence and Hamas fighters maintain a cease-fire. Qatar, Egypt, and the UN were reportedly involved in the deescalation talks. Meanwhile, Israeli officials say they plan to continue anti-tunnel operations in the coming weeks. In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s. Gaza into the area along Israel’s side of the border (it is set for demolition in the coming days), lift a gag order on the news that Israeli forces arrested a Hamas operative in early 4/2016 who, after interrogation, divulged key information about Hamas’s tunnel operations. Anonymous Hamas officials say that recent tax revenues enabled the payment of salaries from 10/2013–5/2014, though there is speculation in the media that the money was donated from a regional partner, like Qatar. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. Hebron, at the funeral for a man killed the previous day in al-‘Arub r.c., causing no serious injuries. IDF troops shoot and wound 6 Palestinians with live ammunition in n. Bethlehem, during clashes nr. Rachel’s Tomb. In Bayt Furik nr. Nablus, IDF troops injure 5 with live ammunition during clashes with residents. In the morning, U.S. Secy. of State Kerry and senior European diplomats, including the FMs of France, Britain, Germany, and Italy, as well as their counterparts from Qatar and Turkey, meet in Paris and call for an extension of the 12-hour humanitarian cease-fire. The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Nabi Salih, where 1 is hit by a bullet, and Ni‘lin, where another is hit by a bullet. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day.
