In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and confiscated their boats within 6 nautical miles northwest of Rafah; the 2 were released through the Erez crossing on 5/25. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers and Israeli forces attacked Palestinian journalists filming in the vicinity of the Ariel settlement. Israeli settlers also began construction on a tract of land in ‘Ayn Bus. Israeli forces seized and demolished residential tents in Khirbet Humsa provided by humanitarian agencies to displaced residents after Israeli forces demolished and confiscated and demolished 46 residential structures on 2/1 and 2/3. Israeli forces also demolished 1 water well in al-Mughayyir and 2 residential structures in Khirbet Yarza. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against stop-work orders delivered in al-Twana, leading to tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid near Jenin. Meanwhile, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work near the separation barrier in Barta‘a. 14 Palestinians were arrested, including 13 during late-night raids in and around Jalazun refugee camp, Hebron, Nablus, Qabatiya, and al-Bireh, and 1 was arrested at a checkpoint near Nablus. The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. In the West Bank, armed Israeli settlers raided the Masafer Yatta area, entering several Palestinian homes and assaulting the owners. Israeli settlers also destroyed water pipes and orange trees in Luban al-Sharqiyya. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Jenin, damaging 4. Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet, hitting his head, during clashes in Kafr Malik. Israeli forces also violently dispersed Palestinian protesters in al-Mughayyir; during the protest, Israeli settlers armed with guns and clubs fired shots and threatened to release attack dogs on Palestinians. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, leading to tear-gas related injuries; Palestinians managed to shoot down 1 Israeli drone with stones. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Meanwhile, Israeli forces set up 2 metal gates on agricultural roads in the Jordan Valley. 5 Palestinians were arrested, including 3 during raids in and around al-‘Izzariya, Zabbuba, and Jenin; 2 were arrested at checkpoints near Tulkarm and Bethlehem. The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, stone-throwing Israeli settlers injured 3 Palestinians traveling in a vehicle, and damaged vehicles and buildings in Burin. Israeli forces injured 5 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 5 Palestinians were arrested during late-night raids in and around Jenin and Bethlehem. In a call with Israeli prime minister Benjamin Netanyahu, Sudanese prime minister Abdalla Hamdok and transitional council head Abdel-Fattah al-Burhan, U.S. president Donald Trump announced that Sudan had decided to normalize ties with Israel, being the 3d country to do so since August. As part of the agreement, the U.S. will remove Sudan from the U.S. list of countries of state sponsors of terrorism. In order to finalize the agreement, Sudan’s legislative council, which has not yet formed, will have to approve the deal. U.S. officials said that a signing ceremony would be held at the White House in a couple of weeks. The deal met condemnation from the PA, Fatah, Hamas, and Islamic Jihad. During the call with the 2 Sudanese leaders and Netanyahu, President Trump sought to have Netanyahu make alienating statements toward U.S. Democratic presidential candidate Joe Biden by asking if Netanyahu thought that “Sleepy Joe could have made this deal, Bibi, Sleepy Joe . . . Prime Minister Netanyahu said that Israel agreed not to oppose the U.S. sale of F-35 fighter jets to the UAE after Israeli defense minister Benny Gantz had talks with the Pentagon; however, Gantz said in a statement that the negotiations relating to the sale of F-35s to the UAE was kept hidden from him and the defense ministry. Netanyahu has previously denied that sales of F-35 were part of the UAE-Israel normalization deal. (AJ, HA, REU 10/23; HA 10/24)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands, damaging crops in Luban al-Sharqiyya. 23 Palestinians were arrested during raids in and around Hebron, Ramallah, Jenin, Nablus, Bethlehem, and Tubas; during a raid in Jenin, 1 Palestinian was shot in the foot before being arrested. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. Gender, Justice and Resistance” because of pro-Israel activists lobbying against the webinar as 1 of the speakers would be Laila Khaled. Khaled was part of 2 PFLP hijackings in 1969 and 1970. U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr. Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem). The move leaves more than 50,000 Palestinians living in Shu’fat r.c. and several surrounding Jerusalem suburbs (Ras Shihada, Ras Khamis, al-Salam, and part of ‘Anata) who hold Jerusalem IDs completely isolated fr. Jerusalem. In the West Bank, the IDF clashes with mourners taking part in the funeral for Palestinian activist Mustafa Tamimi (see 12/10), causing no serious injuries; conducts daytime patrols in 3 villages nr. Salfit, 2 nr. Qalqilya, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Hebron, in Bethlehem, and in Tulkarm; conducts late-night patrols in 1 village nr. Qalqilya. The Israeli cabinet unanimously approves $160 m. for the next stage of construction of the security fence along the border with Egypt, expansion of detention centers, and increased policing of companies that hire illegal workers. Since 1/2006, nearly 50,000 illegal workers, mostly fr. Eritrea and Sudan, have entered Israel via the Sinai, raising concerns among Israelis that the mounting influx of illegal African workers could undermine Israel’s Jewish character. (NYT, WP 12/12)
