Haaretz reported that 6 serious complaints were recently filed to the Israeli ministry of justice by Palestinians against East Jerusalem police officers and only 1 indictment has been filed against 1 police officer. 1 case involved 1 Palestinian minor who was taken to a bathroom and told to strip naked before he was beaten while lying handcuffed on the floor. The police officers allegedly further threatened him with rape. The minor was never charged with any crime or given a reason for his arrest or abuse by the Israeli forces. Another complaint was filed by the prominent activist Abu Hummus family in Isawiya that has been harassed by Israeli police because of their activism, including arbitrary arrests and late-night raids. The Israeli-run Jerusalem municipality announced that construction of an Israeli settlement in the Qalandia (Atarot) airport area was postponed on environmental grounds. The decision follows pressure from U.S. officials for Israel to drop the plans, which would create 9,000 new settlement units in East Jerusalem. The environmental survey is expected to take 1 year to complete. Regional cooperation minister Issawi Frej spoke at the committee meeting discussing the plan, arguing for reestablishing the airport for joint Israeli and Palestinian usage, but his suggestion was rejected. The lawyer of 1 Palestinian prisoner complained that his client was convicted of a crime that he allegedly committed outside of prison while being in Israeli custody. The man is convicted of throwing rocks at Israeli forces in June of 2019 in Jalazun refugee camp. He was in prison at that time. (HA 11/11)

The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. 6 progressive-leaning members of U.S. congress, including Jamaal Bowman (D-NY), Mondaire Jones (D-NY), Rosa DeLauro (D-CT), Barbara Lee (D-CT), Melanie Stansbury (D-NM), and Mark Pocan (D-MN) met with Israel’s prime minister Naftali Bennett during a J Street-sponsored trip to Israel and Palestine. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. On 7/20, Prime Minister Bennett called the CEO of Unilever, the parent company of Ben & Jerry’s, to criticize the decision and Israel’s ambassador to the U.S. Gilad Erdan urged states with anti-BDS laws to take legal action against Ben & Jerry’s. A survey conducted between 6/28-7/1 on 800 Jewish-American voters by the Jewish Electorate Institute showed that 25% of the respondents said that Israel is an apartheid state and 34% said that “Israel’s treatment of Palestinians is similar to racism in the U.S.” 22% agreed that Israel is committing genocide against the Palestinians. 20% of the respondents under 40 believed that Israel does not have right to exist and 38% of that group agreed with the statement that Israel is an apartheid state. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured.
