In the West Bank, Israeli forces install iron gates and place cement blocks at the entrances to Maeen, Shaab al-Butum, and Umm al-Khair in the Masafer Yatta area. Israeli forces also deliver demolition notices for several structures in Hizma. Elsewhere, Israeli forces arrest 15 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Bethlehem. In East Jerusalem, Israeli settlers vandalize Palestinian shops in the Old City. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, and Dayr al-Balah, killing at least 107 people. Israeli forces also force Palestinians to evacuate al-Amal Hospital as it and al-Shifa and Nasser hospitals remain under siege. 8 rockets are fired at Israel; no damage is reported. More than 32,333 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,694 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 139 trucks carrying aid enter Gaza. At the UN Security Council, a resolution drafted by the council’s 10 elected members and demanding an immediate ceasefire through the month of Ramadan leading to a lasting ceasefire and the release of Israeli captives passes as the U.S. abstains and the 14 other council members vote in favor. The U.S. claims the resolution is non-binding, contrary to the stipulations of international law, and that the vote does not represent a shift in U.S. policy. U.S. ambassador to the UN Linda Thomas-Greenfield says the U.S. abstained because it does not agree with everything in the resolution, noting that the U.S.’s request to add condemnation of Hamas was ignored. Israeli prime minister Benjamin Netanyahu calls the U.S. abstention a “clear departure from the consistent U.S. position in the Security Council since the beginning of the war” and cancels an Israeli delegation’s visit to the White House that would have discussed alternatives to a ground invasion of Rafah. The PA calls the resolution a step in the right direction. Hamas says it is committed to the conditions of the resolution and calls on the world to oblige Israel to implement it. UN secretary-general Antonio Guterres says the resolution must be implemented and that it would be “unforgivable” if it is not. Fatah issues a statement attacking Hamas for its criticism of the choice of Mohammad Mustafa as the new PA prime minister, saying “whoever caused Israel’s reoccupation of the Gaza Strip …. Does not have the right to dictate national priorities.” (WAFA 3/25)

The U.S. says it finds Israel’s assurances that it is not using U.S.-supplied weapons in contravention of international law credible and finds that Israel is not impeding U.S. humanitarian assistance to Gaza. 17 U.S. senators urged the Biden administration on 3/22 to determine that the Israeli assurances were not credible. Israeli defense minister Yoav Gallant meets with U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan in Washington D.C. UN special rapporteur on the occupied Palestinian territories Francesca Albanese issues a report saying that there are “reasonable grounds” to believe Israel is committing genocide in Gaza. Albanese adds that, “Israel’s genocide on the Palestinians in Gaza is an escalatory stage of a long-standing settler colonial process of erasure.” Albanese calls on UN member states to implement an arms embargo on Israel in addition to other economic and political measures. In the West Bank, Israeli settlers razed a tract of Palestinian-owned farmland near al-Farisiyya. 1 Israeli settler also hit 1 Palestinian minor with his vehicle near Beita, causing fractures. Israeli forces opened fire at a vehicle it claimed had tried to ram Israeli soldiers at the Hizma checkpoint; no injuries were reported and the driver fled the scene. 4 others were arrested as additional suspects. Israeli forces also delivered a stop-work order for a house in al-Khader and a demolition notice for a residential structure in al-Arroub refugee camp. Elsewhere, Israeli forces injured 6 Palestinians, including 3 with live ammunition 1 with a baton round, and 2 by ramming them with a car in Mazra‘a al-Gharbiya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. 8 Palestinians were arrested during late-night raids in Ni‘lin, al-Midya, Nur Shams refugee camp, and Hebron. In Syria, Israeli forces fired missiles at the southern part of Damascus from the Israel-occupied Golan Heights, killing 3 people and causing damage. It was also reported by Syrian media that the missiles created a fire at the Damascus international airport. (AP, HA 5/20; AJ, REU 5/21)

In the West Bank, 1 Israeli settler was injured in a stabbing incident near Hizma; Israeli forces later arrested 1 Palestinian man for the stabbing and for a similar stabbing against an Israeli settler on 3/2. Israeli forces also violently dispersed Palestinians protesting a raid in Nablus, injuring 2 with rubber-coated bullets. Elsewhere, Israeli forces demolished 1 agricultural structure in Kardala. 21 Palestinians were arrested during late-night raids in Kobar, Ramallah, Nablus, Bayt Dajan, Jenin, Aqabat Jaber refugee camp, Harmala, Hebron, and Yatta. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Saudi Arabian state news agency SPA reported that Saudi crown prince Mohammed bin Salman said Israel could become an ally of Saudi Arabia if Israel “solve[s] its problems with the Palestinians.” Crown Prince bin Salman also said Saudi Arabia will continue talks with Iran to solve the 2 countries’ conflict. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful. In the West Bank, 7 Palestinians were arrested during late-night raids in and around Hizma, al-Asakra, Budrus, Biddu, and Beit Sira. In East Jerusalem, Israeli forces assaulted Palestinians in the Old City after a confrontation between Israeli settlers and Palestinians. 6 Palestinians were arrested during late-night raids in Wadi al-Juz and al-Tur. A coalition of 26 organizations released a report, “Don’t Buy into Occupation,” exposing the financial flows into illegal Israeli settlements and detailing how 672 European financial institutions are part of financing 50 businesses operating in Israeli settlements. The report says that the financial institutions provide loans and underwritings of $114 billion and hold $141 billion in shares and bonds to the companies. (AHQ, WAFA 9/29)

Axios reported that U.S. president Joe Biden rejected meeting PA president Mahmoud Abbas at the UN. President Abbas’s aides had reached out to the U.S. administration several weeks before the UN general assembly convened last week but had had their proposal for the 2 to meet rejected. Abbas ended up attending the assembly virtually. (AX 9/29)

In the West Bank, Israeli settlers razed a tract of agricultural land in Ein al-Beida. Israeli settlers with military escort also toured Wadi al-Far’a. Israeli forces violently dispersed Palestinians protesting against the Evyatar settlement outpost near Beita, injuring 10 with live ammunition, 15 with rubber-coated bullets, and at least 45 with tear gas. Israeli forces also violently dispersed Palestinian protesters In Kafr Qaddum, causing tear-gas related injuries. Palestinians protested the construction of a military road near Hizma. 6 Palestinians were arrested during late-night raids in Ya‘bad, Marah Rabah, and Shufa. In the West Bank, Israeli forces violently dispersed Palestinian protesters demonstrating against the Evyatar settlement outpost near Beita, injuring 31 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Hizma, leading to tear-gas related injuries. Israeli forces also raided a mosque near Jaba‘ to prevent restoration work. 4 Palestinians were arrested during late-night raids in and around Tulkarm, Sa‘ir, and Hebron. UN special rapporteur on human rights in the Palestinian territories Michael Lynk urged members of the UN Human Rights Council to make sure that Israel’s occupation of Palestinian territories will not remain “cost-free,” calling Israeli settlements a war crime. (AJ, HA, MEE, MEMO, REU 7/9)

In the West Bank, Israeli forces started construction of a settler-only road near Hizma. Israeli forces also razed land in Jalud. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in al-Twana. Israeli forces also demolished an irrigation pool in Bardala. 9 Palestinians were arrested during late-night raids in and around Dahaysha refugee camp, Awarta, Bayt Ibia, and Bayt Rima. In East Jerusalem, 3 Palestinians were arrested during a house raid in al-Tur; during the raid, Israeli forces sprayed skunk water on protesters. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and within 6 nautical miles west of Dayr al-Balah; no injuries were reported. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. It was unclear if the Fatah and Hamas delegations were in direct or indirect talks. (ALM, HA, REU 6/8)

Israel’s security cabinet postponed the controversial Flag March, where Israeli right-wingers and settlers provocatively march throughout the Old City of East Jerusalem from 6/10 to 6/15. 6/15 would be 2 days after the new Israeli government is sworn in. (AJ, AP, HA, REU, TOI 6/8; ALM, JP 6/9)

Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. The spyware enables the operator to view all information in the phone’s storage and use the phone’s microphone to eavesdrop. (HA 6/8)

Israel released 2 Jordanian citizens who had crossed into Israel from Jordan on 5/17. Jordan had earlier complained that its diplomats could not offer legal aid to the 2. (HA 6/8)

Israeli forces conducted air strikes in Syria while using Lebanese air space, reportedly killing 11 people near Homs. Israel also attacked Damascus, but the missiles were said to have been intercepted. (AP, HA, REU 6/8; AJ, FOX 6/9)

In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

The Financial Times reported that Iranian and Saudi Arabian officials met in Baghdad on 4/9 to see if the 2 countries could move toward repairing relations. It was reported that no agreement was reached. (AJ, HA, REU 4/18; REU 4/19; AP 4/21)

In the West Bank, Israeli settlers vandalized 1 electrical panel in Asira. 1 Israeli settler rammed his car into a Palestinian-owned flock of sheep in the northern Jordan Valley, killing 4 of the sheep and injuring several others; according to the Palestinian owner of the sheep, he was forced to pay for the repairs to the settler’s car by Israeli forces. Israeli forces seized 1 Palestinian-owned tractor in Birin and demolished 2 agricultural barracks in Fasayil. 19 Palestinians were arrested during raids in and around Hizma, Bayt Kahil, Hebron, Jenin, and Abu Dis. In East Jerusalem, Israeli settlers set fire to the Romanian Church Monastery in the Old City, causing damage. Israeli forces demolished 1 Palestinian-owned home in Issawiyya and 1 Palestinian family demolished their own house in Silwan to avoid exorbitant Israeli demolition fees. 1 Palestinian minor was arrested in Issawiyya. Israel sentenced the Palestinian lawmaker Khalida Jarrar to 2 years in prison for holding a position in the Popular Front for the Liberation of Palestine (PFLP), which Israel considers a terror organization. Jarrar will serve 7 months of the sentence, as she has been held in administrative detention since October 2019. Jarrar has served several years in Israeli prison for her membership to the PFLP. Several Palestinian NGOs called on the PA to investigate rumors that some PA officials have been getting COVID-19 vaccines ahead of their turn in the formal vaccination scheme. There were also rumors about a black market for COVID-19 vaccines smuggled from Israel and available for purchase in the West Bank. (HA 3/3)

The Israeli government approved a plan to combat gun violence in Palestinian towns in Israel, allocating $45.5 million to 5 police stations and a special police unit to combat crime in the Palestinian community. Palestinian-Israeli members of Knesset criticized the plan for deferring the larger portion of it to after the Israeli elections and said that the government approvals were “crumbs” of the Israeli police budget. Prime minister elect of Kosovo Albin Kurti said he might change the location of Kosovo’s future embassy to Israel from Jerusalem to another city after meeting with the Turkish ambassador in Pristina. Turkish prime minister Recep Tayyip Erdoğan has warned Kosovo about the repercussions of opening an embassy to Israel in Jerusalem. (AP 3/1; HA 3/2)

In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli forces deliver stop-work orders to 4 Palestinian homes under renovation in al-Khadir village near Bethlehem and a Palestinian home under construction in Bayt Umar near Hebron. IDF troops assault and arrest 1 Palestinian, arrest 8 others, and issue 1 arrest summons during raids near Ramallah, Jenin, and Hebron; and patrol near Jenin, Nablus, Hebron, and Tulkarm. Israeli settlers throw stones at a Palestinian vehicle near Qalqilya, injuring a Palestinian infant. In East Jerusalem, Israeli forces raid the PA’s Ministry of Jerusalem Affairs headquarters and another Palestinian administrative office in al-Dahiya, confiscating files related to the sale of a home in the Muslim Quarter of the Old City and lightly injuring 5 Palestinians who confront them. Separately, Israeli forces arrest 7 Palestinians during raids in Qalandia refugee camp, al-Tur, Hizma, and Silwan. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. Later, an incendiary device flown from Gaza into Israel sparks a small fire at Kibbutz Nahal Oz, causing minor damage. An Israeli tank then shells a Hamas post near Gaza City for the second time today, causing damage. In the West Bank, IDF troops arrest a Palestinian activist at Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition. They arrest 2 more Palestinians during late-night raids near Hebron and Jenin, and patrol near Hebron. While no Israeli official has confirmed the terms of the 7/20 cease-fire on the record, a senior Israeli official says that Hamas offered to put a stop to “the fire terror” and the “terror at the fence” in exchange for an end to the air strikes, contradicting a Hamas official’s depiction of the deal on 7/20. “Hamas suffered a serious blow yesterday, and requested a cease-fire via Egypt, while promising to stop the arson terror and terror at the border fence,” the official says. “If Hamas violates the truce they will pay an even heavier price.” Later, Hamas officials say that they will not work to stop the incendiary kite and balloon attacks until Israel lifts restrictions on Gaza. Israeli PM Netanyahu announces that the IDF demolished 2 underground tunnels in Gaza overnight.
