Hamas issues a report titled “Our Narrative” explaining Operation Al-Aqsa Flood, calling it a “natural response” to the Israeli attempts to kill the Palestinian cause. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Turkish president Recep Tayyip Erdoğan said “I consider even the debating of this plan as disrespectful to my Palestinian siblings. Russian president Vladimir Putin met with UAE president Mohammed bin Zayed Al Nahyan in Abu Dhabi and Saudi crown prince Mohammed bin Salman in Riyadh, discussing energy cooperation, the situation in Gaza, and Russia’s invasion of Ukraine. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Reuters reported that an “orientation note” circulated among EU foreign ministers ahead of a meeting showed the EU was considering tougher sanctions on Hamas and imposing sanctions against violent Israeli settlers. At least 7,000 people were missing in rubble, including 1,700 children. 231 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 56 children. More than 3,150 people have been injured. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 200 trucks carrying aid entered Gaza via the Rafah crossing. 40 trucks carrying aid entered northern Gaza. 34 wounded Palestinians and 18 foreign nationals entered Egypt while 300 Palestinians returned to Gaza. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. Lebanon’s state run news agency said 2 Lebanese shepherds were killed by Israeli forces while grazing their herds by the Wazzani river. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. The Indonesian Hospital’s main generator stopped working, putting the hospital’s oxygen station, ventilators, air-conditioners, and fridges in the morgue out of commission. 14 out of 35 hospitals in Gaza were out of commission. The UN said 11 out of 20 bakeries in Gaza have been destroyed in Israeli airstrikes since 10/7. The Israel Prison Service said 6,704 Palestinians were imprisoned in Israel, including 2,070 who were held in administrative detention. 1,512 were imprisoned during the month of October. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. Palestinian Prisoners Society spokesperson Amani Sarahneh said a medical report issued by the Israel Prison Service showed that Omar Daraghmeh, who died in Israeli custody on 10/23, had “internal bleeding, particularly in his stomach and intestines.” The UN Human Rights Office reported that Palestinians arrested by Israel have been subject to violent and humiliating acts by Israeli forces during their arrest.  (AJ, UNOCHA 11/1; HA 11/2)

The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Both types of munitions were used by Israel during Operation Guardian of the Wall. The amendment is unlikely to be part of the bill. (JC 9/14)

The state of New Jersey sent a letter to the company Unilever that it considers its subsidiary Ben & Jerry’s decision to stop selling its ice cream in West Bank settlements a boycott of Israel and therefore will divest from the company. In the West Bank, Israeli settlers from the Yitzhar settlement raided Burin, leading to a confrontation with Palestinian residents; no injuries were reported. Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 8 with rubber-coated bullets and 15 with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries, and 4 were arrested. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. Islamic Jihad prisoners torched 8 cells in the Qetziot prison and 2 cells in the Ramon prison and clashed with guards after being told that the Israeli prison service would move them to other prisons as collective punishment for the prison escape by 6 Palestinians on 9/6. Clashes were also reported at Megiddo and Ofer prisons. After the prison protests, the prison service decided not to move the Islamic Jihad prisoners out of fear of them, according to Haaretz, but imposed collective punishment on prisoners by ending all family visits until the end of September. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure.
